控制用户设备进行测量的方法及系统 技术领域 本发明涉及通信领域, 具体而言,涉及一种控制用户设备进行测量的方法及系统。 背景技术 保证移动用户的服务连续性是蜂窝移动通信系统的一个基本功能, 而移动台服务 小区的切换是保证服务连续性的主要手段。为了便于 UE (User Equipment, 用户设备) 进行切换, 系统需要给每个小区配置邻接关系, 以便网络侧将邻区信息通知至用户设 备; 用户设备根据邻区信息对邻区进行测量后上报测量结果, 网络侧再根据上报测量 结果指示用户设备进行切换到某一邻区。 某小区周围有哪些邻区不仅与小区距离有关, 而且与小区所处的无线环境密切相 关。 由于无线环境错综复杂, 尤其是高层建筑密集的城区环境, 在网络规划初期很难 确切判断某个小区应该配置哪些邻区。 还有一些如系统中新增加了一个小区或者小区 属性改变, 没有及时更新小区的相邻关系; 或者环境的变化、 网络规划人员的遗漏等, 都会造成邻区信息更新不及时。 这样就会造成用户设备不能及时切换到其它的小区, 而使得本小区的负载过高、 本小区信号质量变差、 干扰严重或者用户掉话等情况的发 生。 因此, 在 3GPP (3rd Generation partnership project, 第三代移动通讯伙伴计划)会 议中引入了 A R (Automatic Neighboring Relationship Function, 自动邻区关系功能) 课题, 但究竟如何控制 UE进行测量上报, 还没有具体的方法。 发明内容 针对相关技术中没有具体方案用于控制 UE对邻区关系进行测量上报的问题, 本 发明提供了一种控制用户设备进行测量的方法及系统。 本发明的一个方面提供了一种控制用户设备进行测量的方法, 包括: 无线网络控 制器 RNC通知用户设备 UE进行 ANR测量, 并指示 UE测量上报方式为周期上报以 及上报的小区最大数量; UE进行 ANR测量, 按照指示的测量上报方式周期地上报测 量结果, 其中, 每次上报 M个小区的测量结果, M不大于上报的小区最大数量。 优选地, RNC通知 UE进行 ANR测量,并指示 UE测量上报方式为周期上报以及 上报的小区最大数量包括: RNC向 UE发送用于通知 UE进行 ANR测量的通知消息, 其中, 通知消息中携带有测量上报方式为周期上报的指示以及上报的小区最大数量。 优选地, 指示 UE测量上报方式为周期上报的方式包括: 在通知消息中携带一个 取值为周期上报的信元, 并携带一个包括上报周期的长度的信元; 或者, 在通知消息 中携带一个包括上报周期的长度的信元。 优选地, 通知消息中还携带有待测量的物理量, 物理量包括以下至少之一: 公共 导频信道码片能量与带限白噪声功率谱密度之比、 公共导频信道接收信号码功率、 主 公共控制物理信道接收信号码功率、 时隙信号码功率干扰路损。 优选地, UE进行 ANR测量, 按照指示的测量上报方式, 周期地上报测量结果包 括: UE对通知消息中携带的待测量的物理量进行测量; UE周期地将测量结果携带在 测量报告中进行上报, 其中, 相邻两次上报的间隔等于通知消息中携带的上报周期的 长度。 优选地,测量报告携带在附加测量报告或无线资源控制 RRC消息中进行上报,其 中, RRC消息为以下之一: 初始直传消息、 测量报告、 无线网络控制连接请求消息、 上行直传消息、 小区更新消息。 优选地,按照指示的测量上报方式周期地上报测量结果包括: UE将测量结果按照 小区信号质量从大到小的顺序进行排序, 在测量的小区数量大于上报的小区最大数量 N的情况下, 将排序结果中的前 N个小区的测量结果进行周期地上报。 优选地, 在 UE进行 ANR测量, 按照指示的测量上报方式, 周期地上报测量结果 之后, 还包括: RNC根据测量结果进行切换判决和 /或进行邻区配置更新。 优选地, 在 RNC根据测量结果进行切换判决的情况下, RNC根据测量结果进行 切换判决包括: RNC对测量结果中的小区信息进行统计, 如果某个小区的小区信息被 上报的次数达到第一阈值,则确认将该小区作为切换的目标小区;在 RNC根据测量结 果进行邻区配置更新的情况下, RNC根据测量结果进行邻区配置更新包括: RNC对 测量结果中的小区信息进行统计, 如果某个小区的小区信息被上报的次数达到第二阈 值, 则确认将该小区配置为邻区, 将邻区上报网管, 邻区自动更新。 优选地, 通知消息包括以下之一: 系统广播消息、 测量控制消息、 自定义的消息。 本发明的另一个方面提供了一种无线网络控制器, 包括: 通知模块, 设置为通知 用户设备进行 A R测量; 指示模块, 设置为指示用户设备测量上报方式为周期上报 以及上报的小区最大数量; 接收模块, 设置为接收用户设备周期地上报的测量结果, 其中, 每次接收上报的 M个小区的测量结果, M不大于上报的小区最大数量。 优选地, 通知模块设置为向用户设备发送用于通知用户设备进行 ANR测量的通 知消息; 指示模块设置为通过以下方式指示用户设备测量上报方式为周期上报: 在通 知消息中携带一个取值为周期上报的信元, 并携带一个包括上报周期的长度的信元; 或者, 在通知消息中携带一个包括上报周期的长度的信元。 本发明的又一个方面提供了一种用户设备, 包括: 接受模块, 设置为接受无线网 络控制器通知用户设备进行 ANR测量的操作, 并接受无线网络控制器指示用户设备 测量上报方式为周期上报以及上报的小区最大数量的操作; 测量模块, 设置为进行 ANR测量; 上报模块, 设置为按照指示的测量上报方式周期地上报测量结果, 其中, 每次上报 M个小区的测量结果, M不大于上报的小区最大数量。 本发明的再一个方面提供了一种控制用户设备进行测量的系统, 包括: 以上的无 线网络控制器和用户设备。 通过本发明, RNC (Radio Network Controller, 无线网络控制器) 通知 UE进行
ANR测量, 并指示 UE测量上报方式为周期上报以及上报的小区最大数量, UE接收 到通知后进行 A R测量, 并按照指示的测量上报方式周期地上报测量结果, 并控制 上报的小区数量不超过 RNC通知的上报的小区最大数量,解决了相关技术中没有具体 的方案用于控制 UE对邻区关系进行测量上报的的问题, 能够及时准确地获取最新小 区的相邻关系, 为保证用户通话的连续性, 提高用户的服务质量提供了依据。 附图说明 此处所说明的附图用来提供对本发明的进一步理解, 构成本申请的一部分, 本发 明的示意性实施例及其说明用于解释本发明, 并不构成对本发明的不当限定。 在附图 中: 图 1是根据本发明实施例的控制用户设备进行测量的方法的流程图; 图 2是根据本发明第一实例的无线网络控制器接收到 UE上报的 ANR测量报告后 的处理流程图; 图 3是根据本发明第二实例的无线网络控制器接收到 UE上报的 ANR测量报告后 的处理流程图; 图 4是根据本发明第三实例的无线网络控制器接收到 UE上报的 ANR测量报告后 的处理流程图; 图 5是根据本发明实施例的无线网络控制器的结构框图; 图 6是根据本发明实施例的无线网络控制器的优选结构框图; 图 7是根据本发明实施例的用户设备的结构框图; 图 8是根据本发明实施例的控制用户设备进行测量的系统的结构框图。 具体实施方式 下文中将参考附图并结合实施例来详细说明本发明。 需要说明的是, 在不冲突的 情况下, 本申请中的实施例及实施例中的特征可以相互组合。 图 1是根据本发明实施例的控制用户设备进行测量的方法的流程图。如图 1所示, 该方法包括步骤 S102至步骤 S104。 步骤 S102, RNC通知 UE进行 ANR测量, 并指示 UE测量上报方式为周期上报 以及上报的小区最大数量。 步骤 S104, UE进行 ANR测量, 按照指示的测量上报方式周期地上报测量结果, 其中, 每次上报 M个小区的测量结果, M不大于该上报的小区最大数量。 通过以上的方法, UE可以在 RNC的控制下进行 ANR测量, 并且, RNC还可以 指示 UE在上报测量结果时采用的测量上报方式, 从而按照自身的需求, 通过调整上 报方式来控制测量信息的实时性和准确性。 在该方法中, RNC可以通过控制上报的小 区最大数量, 防止一次上报的小区过多, 导致的 UE和 RNC的处理负荷过重的问题, 另外, 也能够从一定程度上简化 RNC根据测量结果进行后续判决或处理的复杂度。 在实际应用中, RNC可以采用向 UE发送用于通知 UE进行 ANR测量的通知消息 的方式来通知 UE进行 ANR测量,通过在通知消息中携带上报方式的指示来通知用户 设备进行 ANR测量的上报方式, 并在通知消息中指示该上报的小区最大数量, 也就 是说, 通知消息中可以携带有测量上报方式为周期上报的指示信息以及该上报的小区 最大数量。 RNC在发送 A R测量通知消息时, 在其上携带用于指定上报方式的指示 信息, 并携带该上报的小区最大数量, 以指示 UE采用何种方式上报测量结果以及上 报的最大小区个数, 该上报方式可以根据不同的情况进行改变, 从而提高了兼容性和 应用的灵活性。 具体地, 指示 UE测量上报方式为周期上报的方式可以包括但不限于以下方式: ( 1 ) 在通知消息中携带一个信元 (该信元可以是新增的), 取值为周期上报, 同 时携带一个信元 (该信元可以是新增的) 包括周期的长度。
(2)在通知消息中携带一个信元(该信元可以是新增的), 表示周期上报的长度。 优选地, 在通知消息中还可以携带有待测量的物理量, 例如, 该物理量可以包括 但不限于以下至少之一: 公共导频信道码片能量与带限白噪声功率谱密度之比 (Common Pilot Channel Energy per chip Noise Ratio,简称为 CPICH Ec/N0)、公共导频 信道接收信号码功率 (Common Pilot Channel Received Signal Code Power, 简称为 CPICH RSCP )、 主公共控制物理信道接收信号码功率 (Primary Common Control Physical Channel Received Signal Code Power, 简称为 Primary CCPCH RSCP)、 时隙信 号码功率干扰路损(Timeslot Interference on Signal Code Power Pathloss,简称为 Timeslot ISCP Pathloss )。 采用在 ANR测量通知消息中携带待测量的物理量的做法, 可以实时 的指示 UE测量哪些物理量, 使测量更具有针对性, 在应用上灵活性更高, 可以大大 提高工作效率。 上面列举的物理量反应了小区的不同状态, 在具体实施过程中可以根 据不同情况, 选取其中的一个或多个进行测量, 当然, 也可以对其进行扩展, 选取更 多的物理量进行测量。 在通知消息中携带以上信息之后, UE进行 ANR测量, 按照指示的测量上报方式 周期地上报测量结果的过程可以包括: UE对通知消息中携带的待测量的物理量进行测 量; UE将测量结果携带在测量报告中周期地进行上报, 其中, 相邻两次上报的间隔等 于通知消息中携带的上报周期的长度。 当用户设备进行 ANR测量时, UE对通知消息中包含的测量物理量进行测量, 根 据测量到的小区信号质量进行排序, 将小区信号质量好的小区信息周期性地向无线网 络控制器上报, 上报测量报告的间隔等于通知消息中的周期的长度, 上报的小区个数 不超过通知消息中指定 UE上报的小区最大个数。 在具体实施中, 还可以采用以下的 优选实施方式来令 UE控制上报的小区数量: UE将测量结果按照小区信号质量从大到 小的顺序进行排序, 在测量的小区数量大于该上报的小区最大数量 (记为 N) 的情况 下, 将排序结果中的前 N个小区的测量结果进行周期性地上报。 上面提到的测量报告是一种体现测量结果的形式, 其中可以包含小区的信息, 还 可以可选地包括测量的物理量的具体值。 在具体实施中, 可以将测量报告携带在附加 测量报告 (Additional Measurement Report), 或已有 RRC消息中上报。 当携带在已有 RRC (Radio Resource Control, 无线资源控制) 消息中时, RRC消息可以为以下之一: 初始直传消息 (INITIAL DIRECT TRANSFER ) 测量报告 (MEASUREMENT REPORT ) 或无线网络控制连接请求消息 (RRC CONNECTION REQUEST )、 上行直 传消息(UPLINK DIRECT TRANSFER)、 小区更新消息(CELL UPDATE)。 上述的附 加测量报告是一条新增的消息, 定义为附加测量报告, 专门用于上报测量结果。 UE 也可以使用已有的 RRC消息上报测量结果,实际可用的消息包括但不限于上面列举的 RRC消息。 在 UE进行 ANR测量, 按照指示的测量上报方式, 周期地上报测量结果之后, RNC可以根据测量结果进行切换判决和 /或进行邻区配置更新, 从而使得 RNC以这种 周期性上报的测量结果作为切换判决的依据, 从而进行准确的切换判决; RNC也可以 以这种周期性上报的测量结果作为邻区配置更新的依据,及时地更新小区的相邻关系, 保证用户通话的连续性, 提高用户的服务质量 (Qos)。 其中, RNC根据测量结果进行切换判决可以采用以下的方式进行: RNC对测量 结果中的小区信息进行统计, 如果某个小区的小区信息被上报的次数达到第一阈值, 则确认将该小区作为切换的目标小区; RNC根据测量结果进行邻区配置更新可以按照 以下的方式进行: RNC对测量结果中的小区信息进行统计, 如果某个小区的小区信息 被上报的次数达到第二阈值, 则确认将该小区配置为邻区, 将邻区上报网管, 邻区自 动更新。 以上采用的通知消息可以包括但不限于以下之一: 系统广播消息、测量控制消息, 也可以为自定义的消息(在现有的消息类型之外, 新增的一种消息)。在具体实施过程 中, ANR测量通知消息可以以系统广播消息或测量控制消息的形式进行发送, 例如: 系统信息块 11 ( SIB11 )、 系统信息块 llbis ( SIB 1 Ibis ) 系统信息块 12 ( SIB 12) 或 测量控制命令 (Measurement Control), 也可以用新增的记录消息 (Logging Message) 发送 ANR测量通知消息。 下面结合实例及图 2至图 4对无线网络控制器接收到 UE上报的 ANR测量报告后 的处理进行详细说明。 图 2是根据本发明第一实例的无线网络控制器接收到 UE上报的 ANR测量报告后 的处理流程图, 如图 2所示, 包括以下步骤 S202至步骤 S204。 步骤 S202: RNC收到 UE的 ANR测量报告, 进行切换判决。 判决方法如下: 根据 UE的 ANR测量报告中的小区信息进行统计, 如果上报的小 区信息累积到一定次数时, 则判决切换到该目标小区。 步骤 S204: RNC指示 UE进行切换。 图 3是根据本发明第二实例的无线网络控制器接收到 UE上报的 ANR测量报告后 的处理流程图, 如图 3所示, 包括以下步骤 S302至步骤 S304。 步骤 S302: RNC收到 UE的 ANR测量报告, 进行邻区更新的判决。 判决方法如下: 根据 UE的 ANR测量报告中的小区信息进行统计, 如果上报的小 区信息累积到一定次数时, 则将该小区配置为邻区。 步骤 S304: RNC将结果发送给网管, 邻区进行自动更新。 图 4是根据本发明第三实例的无线网络控制器接收到 UE上报的 ANR测量报告后 的处理流程图, 如图 4所示, 包括以下步骤 S402至步骤 S404。 步骤 S402: RNC收到 UE的 ANR测量报告, 将结果发送给网管。 步骤 S404: 网管进行邻区的更新判决以及进行自动更新。 判决方法如下:根据 RNC发送的结果进行统计,如果上报的小区信息累积到一定 次数时, 则将该小区配置为邻区。 图 5根据本发明实施例的无线网络控制器的结构框图, 如图 5所示, 根据本发明 实施例的无线网络控制器包括通知模块 52、 指示模块 54和接收模块 56。 下面对其结 构进行详细描述。 通知模块 52, 设置为通知用户设备进行 ANR测量; 指示模块 54, 设置为指示用 户设备测量上报方式为周期上报以及上报的小区最大数量; 接收模块 56, 分别连接至 通知模块 52和指示模块 54, 设置为接收该用户设备周期地上报的测量结果, 其中, 每次接收上报的 M个小区的测量结果, M不大于该上报的小区最大数量。 在实际应用中,通知模块 52可以采用向用户设备发送用于通知用户设备进行 ANR 测量的通知消息的方式来通知用户设备进行 ANR测量, 通过在通知消息中携带上报 方式的指示来通知用户设备进行 ANR测量的上报方式, 并在通知消息中指示该上报 的小区最大数量, 也就是说, 通知消息中可以携带有测量上报方式为周期上报的指示 信息以及该上报的小区最大数量。指示模块 54在通知消息上携带用于指定上报方式的 指示信息, 并携带该上报的小区最大数量, 以指示用户设备采用何种方式上报测量结 果以及上报的最大小区个数, 该上报方式可以根据不同的情况进行改变, 从而提高了 兼容性和应用的灵活性。 下面进行示例性说明,指示模块 54指示用户设备测量上报方式为周期上报的方式 可以包括但不限于以下方式:
( 1 ) 在通知消息中携带一个信元 (该信元可以是新增的), 取值为周期上报, 同 时携带一个信元 (该信元可以是新增的) 包括周期的长度。 (2)在通知消息中携带一个信元(该信元可以是新增的), 表示周期上报的长度。 优选地, 无线网络控制器在通知消息中还可以携带有待测量的物理量, 可以实时 的指示用户设备测量哪些物理量, 使测量更具有针对性, 在应用上灵活性更高, 可以 大大提高工作效率。 图 6根据本发明实施例的无线网络控制器的优选结构框图, 如图 6所示, 无线网 络控制器还可以包括: 切换判决模块 62, 连接至接收模块 56, 设置为根据测量结果进 行切换判决, 邻区配置更新模块 64, 连接至接收模块 56, 设置为根据测量结果进行邻 区配置更新。 图 7是根据本发明实施例的用户设备的结构框图, 如图 7所示, 用户设备包括: 接受模块 72, 设置为接受无线网络控制器通知该用户设备进行 ANR测量的操作, 并 接受该无线网络控制器指示该用户设备测量上报方式为周期上报以及上报的小区最大 数量的操作; 测量模块 74,连接至接受模块 72, 设置为进行 ANR测量; 上报模块 76, 连接至测量模块 74, 设置为按照指示的测量上报方式周期地上报测量结果, 其中, 每 次上报 M个小区的测量结果, M不大于该上报的小区最大数量。 测量模块 74可以对通知消息中携带的待测量的物理量进行测量; 上报模块 76可 以设置为将测量结果携带在测量报告中周期地进行上报, 其中, 相邻两次上报的间隔 等于通知消息中携带的上报周期的长度。 用户设备控制上报的小区数量时,上报模块 76可以将测量结果按照小区信号质量 从大到小的顺序进行排序, 在测量的小区数量大于该上报的小区最大数量 (记为 N) 的情况下, 将排序结果中的前 N个小区的测量结果进行周期性地上报。 图 8是根据本发明实施例的控制用户设备进行测量的系统的结构框图, 如图 8所 示, 该系统可以包括以上的无线网络控制器和用户设备。 在上述系统中, 无线网络控制器处于控制地位, 用户设备可以在无线网络控制器 的控制下进行 ANR测量, 并且, 无线网络控制器还可以指示用户设备在上报测量结 果时采用的测量上报方式, 从而按照自身的需求, 通过调整上报方式来控制测量信息 的实时性和准确性。在该系统中,无线网络控制器可以通过控制上报的小区最大数量, 防止一次上报的小区过多,导致的用户设备和无线网络控制器的处理负荷过重的问题, 另外, 也能够从一定程度上简化无线网络控制器根据测量结果进行后续判决或处理的 复杂度。 从以上的描述中, 可以看出, 通过本发明实施例的方案, 无线网络控制器通知用 户设备进行 ANR测量, 用户设备进行 ANR测量, 上报测量结果。 通过本发明提供的 方案, 用户设备进行 ANR测量后将测量结果通知网络侧, 提高了网络侧对用户设备 的邻区信息的获知能力; 而网络侧根据用户设备上报的测量结果, 决策进行切换, 保 证了户设备及时进行切换, 有力地防止了掉话, 保证了用户通话的连续性, 提高了用 户的 Qos。 另一方面, 网络侧对于邻区进行更新, 对不满足该测量方案的用户设备在 下发测量控制消息时, 使用更新后的邻区列表, 保证了相关用户设备及时地切换到了 较优小区, 保证了用户设备的通话连续性。 显然, 本领域的技术人员应该明白, 上述的本发明的各模块或各步骤可以用通用 的计算装置来实现, 它们可以集中在单个的计算装置上, 或者分布在多个计算装置所 组成的网络上, 可选地, 它们可以用计算装置可执行的程序代码来实现, 从而, 可以 将它们存储在存储装置中由计算装置来执行, 并且在某些情况下, 可以以不同于此处 的顺序执行所示出或描述的步骤, 或者将它们分别制作成各个集成电路模块, 或者将 它们中的多个模块或步骤制作成单个集成电路模块来实现。 这样, 本发明不限制于任 何特定的硬件和软件结合。 以上所述仅为本发明的优选实施例而已, 并不用于限制本发明, 对于本领域的技 术人员来说, 本发明可以有各种更改和变化。 凡在本发明的精神和原则之内, 所作的 任何修改、 等同替换、 改进等, 均应包含在本发明的保护范围之内。

5. 根据权利要求 4所述的方法, 其中, 所述 UE进行 ANR测量, 按照所述指示的 测量上报方式, 周期地上报测量结果包括:

接收模块, 设置为接收所述用户设备周期地上报的测量结果, 其中, 每次 接收上报的 M个小区的测量结果, M不大于所述上报的小区最大数量。
12. 根据权利要求 11所述的无线网络控制器,其中,所述通知模块设置为向所述用 户设备发送用于通知所述用户设备进行 ANR测量的通知消息; 所述指示模块 设置为通过以下方式指示所述用户设备测量上报方式为周期上报: 在所述通知 消息中携带一个取值为周期上报的信元, 并携带一个包括上报周期的长度的信 元; 或者, 在所述通知消息中携带一个包括上报周期的长度的信元。
13. 一种用户设备, 包括:
接受模块, 设置为接受无线网络控制器通知所述用户设备进行自动邻区关 系功能 ANR测量的操作, 并接受所述无线网络控制器指示所述用户设备测量 上报方式为周期上报以及上报的小区最大数量的操作;
测量模块, 设置为进行 ANR测量;
上报模块, 设置为按照所述指示的测量上报方式周期地上报测量结果, 其 中, 每次上报 M个小区的测量结果, M不大于所述上报的小区最大数量。
14. 一种控制用户设备进行测量的系统, 包括: 根据权利要求 11或 12所述的无线 网络控制器和根据权利要求 13所述的用户设备。
