控制终端发起业务的方法及系统 技术领域
本发明涉及移动通信领域, 更具体地, 涉及一种控制终端发起业务的 方法及系统。 背景技术
人与人之间的通信(H2H, Human to Human )是人通过对设备的操作 进行通信, 现有无线通信技术是基于 H2H的通信发展起来的。 而机器对机 器(M2M, Machine to Machine )狭义上的定义是机器到机器的通信, 广义 上的定义是以机器终端智能交互为核心的、 网络化的应用与服务。 它是基 于智能机器终端, 以多种通信方式为接入手段, 为客户提供的信息化解决 方案, 用于满足客户对监控、 指挥调度、 数据采集和测量等方面的信息化 需求。
无线技术的发展是 M2M市场发展的重要因素,它突破了传统通信方式 的时空限制和地域障碍, 使企业和公众摆脱了线缆束缚, 让客户更有效地 控制成本、 降低安装费用并且使用简单方便。 另外, 日益增长的需求推动 着 M2M不断向前发展,然而与信息处理能力及网络带宽不断增长相矛盾的 是, 信息获取的手段远远落后, 而 M2M很好的满足了人们的这一需求, 通 过它人们可以实时监测外部环境, 实现大范围、 自动化的信息采集。 因此, M2M的应用包括行业应用、 家庭应用、 个人应用等, 其中, 行业应用包括 交通监控、 告警系统、 海上救援、 自动售货机、 开车付费等, 家庭应用包 括自动抄表、 温度控制等, 个人应用包括生命检测、 远端诊断等。
M2M的对象为机器对机器、 人对机器, 一个或多个机器之间的数据通 信定义为机器类通信(MTC, Machine Type Communication ), 这种情况下
较少需要人机互动。 参与 MTC 的机器为 MTC设备或 MTC终端 (MTC Device )。 MTC设备可以通过公众陆地移动通信网络( PLMN, Public Land Mobile-communication Network )与其他 MTC设备或 MTC服务器进行通信。
?!入 MTC应用后, 可以根据其特点对现有的通信系统进行一些优化, 以满足 MTC应用需求, 并且对现有网络中的普通 UE ( User Equipment )不 产生影响。 M2M应用的一些显著特点有: MTC设备数量很多, 每次传输 的数据量小, 传输间隔大, 部分 MTC设备位置相对固定。 据统计, 在伦敦 市区一个小区范围内安装的 MTC设备将达到 3000个,这么多的 MTC设备 如果比较集中的发起随机接入, 如在火灾、 地震等情况下同时报警, 将给 网络带来很大的沖击。 通常多个基站会连接到同一个核心网网元如移动性 管理实体( MME, Mobility Management Entity ), 当所有基站内的众多 MTC 设备均需要接入网络时, 例如断电后, 恢复供电时所有的 MTC设备需要注 册到网络中, MME将承受巨大的信令沖击, 可能导致过载。 现有协议针对 核心网过载问题引入了针对 MTC设备的过载控制机制, MME在探测到负 载达到预定门限时, 向基站发送过载开始(Overload Start )信令, 请求基站 拒绝新的 MTC设备接入网络, 防止新的 MTC设备发送的非接入层( NAS, Non Access Stratum )信令再次发送到 MME进而加重其负载。 另一方面, 众多的 MTC设备通过基站接入网络, 也会引发基站的过载。 然而根据现有 技术, 基站只会在 MTC设备发起无线资源控制 (RRC, Radio Resource Control )连接请求时拒绝其接入, 当 MTC设备已经处于连接状态时再次发 起新的业务请求, 基站便不能阻止 MTC设备的新业务请求, 而如此, 就会 有针对该新业务请求的 NAS信令通过基站发送给 MME, 将同时加重基站 和 MME的负载, 因此, 有必要对处于连接态的 MTC设备发起新业务请求 进行控制, 以便能够减轻基站和 MME的负载。
发明内容
有鉴于此, 本发明的主要目的在于提供一种控制终端发起业务的方法 及系统, 以解决由于处于连接态的终端发起新业务请求而加重基站和 MME 负载的问题。
为达到上述目的, 本发明的技术方案是这样实现的:
本发明提供了一种控制终端发起业务的方法, 所述方法包括: 处于连 接态的终端接收基站发送的禁止发起业务的指示信息; 所述处于连接态的 终端根据所述禁止发起业务的指示信息, 执行或不执行业务的发起操作。
在上述方案中, 所述处于连接态的终端接收基站发送的禁止发起业务 的指示信息, 包括: 所述基站获取自身的负载信息、 和 /或与自身连接的 MME的负载信息, 并根据所获取的负载信息, 向处于连接态的终端发送禁 止发起业务的指示信息。
在上述方案中, 所述基站获取 MME的负载信息, 为: 基站接收 MME 发送的过载开始信令, 并对接收到的过载开始信令进行解析, 得到所述 MME的负载信息。
在上述方案中, 所述处于连接态的终端接收基站发送的禁止发起业务 的指示信息, 为: 所述处于连接态的终端接收基站广播的、 设置有禁止发 起业务的指示信息的系统消息(System Information ); 或者, 所述处于连接 态的终端接收基站发送的无线资源控制 (RRC ), 该无线资源控制 (RRC ) 设置有用于表示所述禁止发起业务信息的信元。
在上述方案中, 所述处于连接态的终端根据所述禁止发起业务的指示 信息, 执行或不执行业务的发起操作, 为: 所述处于连接态终端的 RRC层 将所述禁止发起业务的指示信息传递到所述终端的 NAS保存, 并在要发起 业务时,所述终端的 NAS检测是否存在所述禁止发起业务请求的指示信息, 如果存在, 则根据所述指示信息, 执行或不执行业务的发起操作; 如果不
存在, 则执行业务的发起操作。
在上述方案中, 所述处于连接态的终端接收基站发送的禁止发起业务 的指示信息, 包括: 所述基站接收 MME发送的携带有所述禁止发起业务的 指示信息的 NAS信令, 并将所述 NAS信令转发给处于连接态的终端; 所 述处于连接态终端的 NAS接收所述 NAS信令。

本发明还提供了一种控制终端发起业务的系统, 所述系统包括: 基站 和终端, 其中, 所述基站与所述终端已建立连接, 基站, 用于向所述终端
发送禁止发起业务的指示信息; 终端, 用于接收所述基站发送的禁止发起 业务的指示信息, 并根据所接收到的禁止发起业务的指示信息, 执行或不 执行业务的发起操作。
在上述方案中, 所述终端为 H2H设备、 和 /或 MTC设备。
在上述方案中, 所述基站, 用于获取自身的负载信息、 和 /或与自身连 接的 MME的负载信息,并根据所获取的负载信息,向所述终端发送禁止发 起业务的指示信息。

本发明所提供的控制终端发起业务的方案, 通过基站向处于连接态的 终端发送禁止发起业务的指示信息, 终端发起业务时, 需要根据所述禁止 发起业务的指示信息, 进行新业务的发起操作, 能够控制处于连接态的终 端发起新业务, 避免处于过载状态的基站和核心网由于连接态终端发起新 业务而加重负载, 从而有效控制网络侧的负载状况, 有助于网络侧顺利恢 复正常状态。 附图说明

具体实施方式
本发明的基本思想是: 基站根据自身的负载状况、 和 /或 MME的负载 状况, 向处于连接态的终端发送禁止发起业务请求的信息, 所述处于连接 态的终端接收该禁止发起业务请求的信息, 并根据该禁止发起业务请求的 信息, 进行业务请求的发起, 如此, 便能够根据当前网络的负载状况, 有 效控制处于连接态的终端发起业务请求, 避免在网络侧过载时加重其负载。
本发明控制终端发起业务的方法, 参照图 1所示, 主要包括以下步驟: 步驟 101 : 处于连接态的终端接收基站发送的禁止发起业务的指示信 步驟 102: 所述处于连接态的终端根据所述禁止发起业务的指示信息, 执行或不执行业务的发起操作。
具体地, 所述基站获取自身的负载信息、 和 /或与自身连接的 MME的 负载信息, 并根据所获取的负载信息, 向处于连接态的终端发送禁止发起 业务的指示信息。
这里, 基站可以通过测量获取自身的负载信息, 可以通过接收 MME 发送的过载开始信令, 并对接收到的过载开始信令进行解析, 得到所述 MME的负载信息。
这里, 所述负载信息可以包括硬件处理负载信息、 软件处理负载信息、 基站和 MME之间接口的传输负载信息等。
这里, 所述处于连接态的终端接收基站发送的禁止发起业务的指示信 息, 可以为: 所述处于连接态的终端接收基站广播的、 设置有禁止发起业 务的指示信息的系统消息(System Information ); 或者, 所述处于连接态的 终端接收基站发送的无线资源控制 (RRC ), 该无线资源控制 (RRC )设置 有用于表示所述禁止发起业务信息的信元。
其中, 所述基站在系统消息中设置禁止发起业务的指示信息, 向所述
处于连接态的终端广播所述系统消息; 或者, 所述基站通过在 RRC信令设 置用于表示所述禁止发起业务信息的信元并发送给所述终端。 这里, 所述 RRC信令具体可以是 RRC连接重配置、和 /或下行信息传递信令、和 /或 RRC 连接重建信令。
实际应用中, 基站可以在所述系统消息中设置指定业务的标识信息、 以及取值为 True的禁止发起业务的指示信息, 通知终端停止发起指定业务 的业务请求。这里,所述指定业务可以包括所述 MME负载信息中指示过载 的部分业务、 和 /或基站根据自身的负载信息, 确定的禁止发起的业务。 所 述指定业务的标识信息具体可以是所述指定业务的名称、 优先级标识等信 这里, 所述处于连接态的终端根据所述禁止发起业务的指示信息, 执 行或不执行业务的发起操作, 具体为: 所述处于连接态终端的 RRC层接收 所述基站发送的禁止发起业务的指示信息并传递到所述终端的 NAS保存, 并在要发起业务时, 所述终端的 NAS检测是否存在所述禁止发起业务请求 的指示信息, 如果存在, 则根据所述指示信息, 执行或不执行业务的发起 操作; 如果不存在, 则执行业务的发起操作。
具体地, 所述处于连接态的终端接收基站发送的禁止发起业务的指示 信息,还可以是: 所述基站接收 ΜΜΕ发送的携带有所述禁止发起业务的指 示信息的 NAS信令, 并将所述 NAS信令转发给处于连接态的终端。 所述 处于连接态终端的 NAS接收所述 NAS信令。

这里, 所述方法还可以包括: 所述处于连接态的终端接收基站发送的 用于指示禁止发起业务的限制因子和 /或限制时间; 所述处于连接态的终端 根据所述限制因子和 /或限制时间, 执行或不执行业务的发起操作。
实际应用中, 如果指示信息是禁止指定终端发起任意业务的信息, 则 对于指定终端, 不执行新业务的发起; 对于非指定终端, 执行新业务的发 起。
如果指示信息是禁止指定终端发起指定业务的信息, 则对于指定终端, 不执行指定业务的发起, 可以执行非指定业务的发起; 对于非指定终端, 可以执行任意业务的发起。
如果指示信息是禁止发起任意业务的限制因子, 则终端会生成一个随 机值, 如果该随机值小于所述限制因子, 则终端可以执行任意业务的发起; 如果该随机值大于或等于所述限制因子, 则终端不执行任意业务的发起。
如果指示信息是禁止发起任意业务的限制因子和限制时间, 则终端需 要生成一个随机值, 如果该随机值小于所述限制因子, 则终端可以执行任 意业务的发起; 如果该随机值大于或等于所述限制因子, 终端需要等待时 长等于限制时间的一段时间后, 才能执行新业务的发起。
如果指示信息是禁止发起业务的限制时间, 终端在需要发起新的业务 请求时, 等待时长等于限制时间的一段时间后, 才能执行新业务的发起。
例如, 所述指定业务可以是高优先级业务(high Priority Access ), 和 / 或紧急业务( Emergency ), 和 /或因寻呼而发起的业务( mt-Access ), 和 /或 用户发起的信令业务 ( mo-Signalling )、 和 /或用户发起的数据业务 ( mo-Data )、 和 /或低优先级业务、 和 /或允许延迟的业务、 和 /或多媒体语音 业务、 和 /或多媒体视频业务。
实际应用中, 基站还可以在所述系统消息中设置指定终端的标识信息、 以及取值为 True的禁止发起业务的指示信息, 通知指定终端停止发起新的 业务请求。 目前, 存在两种类型的终端: MTC设备和 H2H设备, 基站可以 指示禁止所有 MTC设备发起业务, 也可以通过在所述系统消息设置 MTC 设备的一个或多个组标识, 来指示禁止一组或多组 MTC设备发起新的业 务。 所述指定终端还可以是低优先级的终端、 或高优先级的终端、 或正常 优先级的终端, 具体地, 对于不同的终端, 可以预先设定终端的优先级并 写入终端中, 如对于 H2H设备, 其优先级设定为高优先级的; 对于电子抄 表类 MTC设备, 其优先级设定为低优先级; 对于监控类的 MTC设备, 其 优先级设定为正常优先级、 或高优先级。
实际应用中, 基站还可以在所述系统消息中设置指定终端的标识信息、 指定业务的标识信息、 以及取值为 True的禁止发起业务的指示信息, 通知 指定终端停止发起指定业务的业务请求。 例如, 基站可以禁止某种优先级 的终端发起业务请求, 或者禁止某种优先级的终端发起指定优先级业务的 业务请求, 如基站可以禁止低优先级终端发起允许延迟业务的业务请求, 或者广播禁止一组或多组终端发起指定优先级业务的信息。 在终端的全球 用户身份模块( USIM, Universal Subscriber Identity Module ) 中保存着该终 端的接入等级( Access Class ),基站可以禁止某种接入等级终端发起业务请 求, 或者禁止某种接入等级终端发起指定优先级业务的业务请求。
相应的, 本发明还提供了一种终端, 所述终端处于连接态, 所述终端
用于接收基站发送的禁止发起业务的指示信息, 并根据所接收到的禁止发 起业务的指示信息, 执行或不执行业务的发起操作。
具体地, 所述终端可以为 H2H设备、 和 /或 MTC设备。
相应的, 本发明还提供了控制终端发起业务的系统, 该系统主要可以 包括: 基站和上述的终端, 其中, 所述基站与所述终端已建立连接, 所述 基站用于向所述终端发送禁止发起业务的指示信息。
其中, 所述基站用于, 获取自身的负载信息、 和 /或与自身连接的 MME 的负载信息, 并根据所获取的负载信息, 向所述终端发送禁止发起业务的 指示信息。
这里, 所述系统还包括: MME, 与所述基站连接, 用于在自身过载时, 向所述基站发送过载开始信令; 所述基站,还用于接收所述 MME发送的过 载开始信令,并对接收到的过载开始信令进行解析,获取所述 MME的负载 信息。

实施例一
本实施例以 MTC设备为例进行说明, 在长期演进(LTE, Long-Term Evolution ) 系统中, MTC设备通过基站 1接入网络并处于连接状态, 本实 施例中控制 MTC设备发起业务请求的过程, 如图 2所示, 具体可以包括以 下步驟:
步驟 201: 由于众多 MTC设备和 H2H设备接入网络, 引起 MME负载 超过预定门限, MME向自身连接的所有基站(包括基站 1 )发送过载开始 ( Overload Start )信令, 要求自身连接的所有基站禁止所有 MTC设备发起 新业务。
步驟 202: 基站 1接收到所述 MME发送的过载开始信令后, 对所述过 载开始信令进行解析, 获取所述 MME的负载信息;
步驟 203: 基站 1根据所获取的负载信息,在系统消息中增加用于指示 禁止所有 MTC设备发起业务请求的信息, 更新当前要广播的所述系统消 息, 并将更新后的系统消息广播给处于连接态的各 MTC设备;
这里,用于指示禁止所有 MTC设备发起业务请求的信息具体可以是取 值为 True或 False的指示信息, 可以预先设置, 取值为 True时, 所述信息 表示禁止所有 MTC设备发起业务请求, 取值为 False时, 所述信息表示允 许所有 MTC设备发起业务请求。
具体地,基站 1通过系统消息广播所述禁止处于连接态的 MTC设备发 起新业务请求的信息, 可以避免 MTC设备发起新的业务增加核心网的负 载。
这里, 如果需要同时控制处于空闲态的各 MTC设备发起业务请求, 基 站 1 可以在处于空闲态的 MTC 设备向自身发送 RRC 连接请求 (RRC Connection Request )后, 向其反馈 RRC连接拒绝 ( RRC Connection Reject ) 信令, 拒绝其接入, 从而控制处于空闲态的 MTC设备发起业务请求。
步驟 204: 各 MTC设备的 RRC层接收所述基站 1广播的系统消息, 并将所述系统消息中包含的禁止处于连接态的 MTC设备发起新业务请求 的信息传递到所述 MTC设备的 NAS, MTC设备的 NAS保存禁止处于连接 态的 MTC设备发起新业务请求的信息, 在要发起新业务请求时, 据此, 不 执行该新业务请求的发起操作。
步驟 205: 过一段时间后, MME恢复正常的工作状态后, MME向自 身连接的所有基站(包括基站 1 )发送过载停止( Overload Stop )信令; 步驟 206: 基站 1接收所述过载停止信令,对所述过载停止信令进行解 析, 得到所述 MME的负载信息, 根据所述负载信息,删除当前系统消息中
的禁止发起业务请求的指示信息, 或者将当前系统消息中的禁止发起业务 请求的指示信息替换成允许发起业务请求的指示信息, 或者将当前系统消 息中禁止发起业务请求的指示信息取值修改为 "False" , 更新当前的系统消 息, 并将更新后的系统消息广播给 MTC设备;
步驟 207: MTC设备的 RRC层接收到所述系统消息后, 向 MTC设备 的 NAS传递该系统消息, MTC设备的 NAS更新自身保存的系统消息, 在 有新业务需求时发起相应的业务请求。
这里, 所述 MTC设备发起业务请求的过程如下: 由于 MTC设备此时 处于连接态, MTC设备的上层向 RRC层发送业务请求的 NAS信令, 通过 上行信息传递( UL Information Transfer )发送给基站 1 , 再由基站 1发送给 MME, 在资源许可的情况下, MME将配置新请求业务的参数以便 MTC设 备建立新的业务。
本实施例同样适用于宽带码分多址( WCDMA, Wideband Code Division Multiple Access ) 系统, 实现过程基本相同, 所不同是, 在 WCDMA系统, 发送所述系统消息的是无线网络控制器, 具体地, 无线网络控制器在其系 统消息中设置禁止处于连接态的 MTC设备发起新业务请求的信息, MTC 设备收到系统消息后, 将该信息传递给 MTC设备的上层, MTC设备就不 会再次发起新的业务请求,这样可以避免 MTC设备发起新的业务增加核心 网的负载。
实施例二
本实施例以 Η2Η设备为例进行说明 ,在 LTE系统中 , Η2Η设备通过基 站 2接入网络后, 处于连接状态, 本实施例中控制 Η2Η设备发起业务请求 的过程, 如图 3所示, 具体可以包括以下步驟:
步驟 301 :由于众多 MTC设备和 Η2Η设备接入网络,引起基站 2过载, 基站 2 决定限制接入新的终端、 以及禁止处于连接态的终端再发起允许延
迟的业务。
步驟 302: 基站 2在其系统消息中增加用于指示禁止 H2H设备发起允 许延迟业务的信息, 更新当前要广播的系统消息, 并将更新后的系统消息 广播给处于连接态的各 H2H设备;
这里, 用于指示禁止 H2H设备发起允许延迟业务的信息具体可以用于 指示禁止 H2H设备发起允许延迟业务的限制因子( BarringFactor )、和 /或禁 止 H2H设备发起允许延迟业务的限制时间 ( BarringTime )。
步驟 303: H2H设备的 RRC层接收所述系统消息, 将所接收到的指示 禁止 H2H设备发起允许延迟业务的信息传递到自身的 NAS保存。
步驟 304: H2H设备的 NAS要发起业务请求时, 根据系统消息中包含 有用于指示禁止 H2H设备发起允许延迟业务的信息, 执行或不执行所述业 务的发起操作。
具体地, H2H设备的 NAS要发起允许延迟业务请求时, 检测到保存 的系统消息中包含有用于指示禁止 H2H设备发起允许延迟业务的信息, 据 此, 执行或不执行允许延迟业务的发起操作:
如果该 H2H设备的上层仅获得限制因子, H2H设备生成一个随机值, 通常取 0到 1之间的随机值, 如果该随机值小于限制因子, 则 H2H设备可 以发起新的允许延迟业务请求;如果该随机值大于或等于限制因子,则 H2H 设备不能发起延迟业务的业务请求。
如果该 H2H设备的上层获得了限制因子和限制时间, H2H设备生成一 个随机值, 通常取 0到 1之间的随机值, 如果该随机值小于限制因子, 则 H2H设备可以发起新的允许延迟业务请求; 如果该随机值大于或等于限制 因子, 则 H2H设备不能立即发起新的允许延迟业务请求, 终端需要等待时 长等于限制时间的一段时间后 , 才能发起允许延迟业务的业务请求。
如果该 H2H设备的上层仅获得限制时间, H2H设备在需要发起允许延
迟的业务时, 需要等待时长等于限制时间的一段时间后, 才能发起新的业 务请求; 或者 H2H设备生成的是 0到限制时间之间的一个随机值, 需要等 待时长等于该随机值的一段时间后, 才能发起新的业务请求。
本实施例同样适用于 MTC设备、 以及处于空闲态的 H2H设备。 本实 施例描述了禁止发起允许延迟业务的场景, 对于限制其他业务, 如禁止发 起低优先级业务、 禁止发起多媒体语音业务(MMTEL- Voice )、 禁止发起多 媒体视频业务( MMTEL- Video )等的场景, 具体实现过程与上述过程相似, 实施例三
本实施例以 MTC设备为例进行说明 , 在 LTE系统中 , MTC设备通过 基站 3接入网络后, 处于连接状态, 本实施例中控制 MTC设备发起业务请 求的过程, 如图 4所示, 具体可以包括以下步驟:
步驟 401: 由于众多 MTC设备和 H2H设备接入网络, 引起 MME负载 超过预定门限, MME向自身连接的所有基站(包括基站 3 )发送过载开始 ( Overload Start ) 的信令, 要求基站禁止所有 MTC设备发起新业务。
步驟 402: 基站 3接收到所述 MME发送的过载开始信令后, 对所述过 载开始信令进行解析, 获取所述 MME的负载信息;
步驟 403: 基站 3根据所获取的负载信息, 在要向处于连接态的 MTC 设备发送的 RRC信令中增加用于指示禁止所有 MTC设备发起业务请求的 信元后, 将所述 RRC信令发送给处于连接态的各 MTC设备;
这里, 所述 RRC信令具体可以是 RRC连接重配置、 下行信息传递信 令、 RRC连接重建信令。
步驟 404: MTC设备的 RRC层接收到所述 RRC信令后, 将所述 RRC 信令传递到自身的 NAS, MTC设备的 NAS从所述 RRC信令中解析得到所 述用于指示禁止所有 MTC设备发起业务请求的信元并保存,在要发起新业
务请求时, 检测到存在用于指示禁止所有 MTC设备发起业务请求的信元, 不执行所述新业务请求的发起操作。
本实施例同样适用于禁止发起低优先级业务、 或禁止发起允许延迟业 务、 或禁止指定终端发起指定业务的情况, 具体实现过程与上述过程相同, 所不同的是, 所述 RRC信令增加的信元不同, 在此不再赘述。
实施例四
本实施例以 MTC设备为例进行说明 ,在 LTE系统中 , MTC设备( MD1 ) 通过基站 3接入网络后, 处于连接状态, 本实施例中控制 MTC设备发起业 务请求的过程, 具体可以包括以下步驟:
步驟 1 :由于接入网络的 MTC设备和 H2H设备数量众多,导致为 MD1 所接入的 MME负载达到预定门限, 该 MME决定实施过载控制, 为了防止 处于连接态的 MTC设备再次发起新的业务, MME向处于连接态的 MTC 设备发送 NAS信令,在 NAS信令中增加用于指示禁止所有 MTC设备发起 业务请求的信元;
步驟 2: 所述 MTC设备的基站接收到 MME发送的 NAS信令后,转发 给所述 MTC设备;
步驟 3: MTC设备的 NAS接收到所述 NAS信令后, 从中解析得到所 述用于指示禁止所有 MTC设备发起业务请求的信元并保存,在要发起新业 务请求时, 检测到存在用于指示禁止所有 MTC设备发起业务请求的信元, 不执行所述新业务请求的发起操作。
上述过程中, MME 可以在现有的 NAS 信令如服务拒绝 (Service Reject ) , 位置区更新接 ( Tracking Area Update Accept ) , 或通知 ( Notification )等中, 设置禁止所有 MTC设备发起业务请求的信元, 然后 通过基站将所述 NAS信令发送到 MTC设备。
本实施例同样适用于禁止发起低优先级业务、 或禁止发起允许延迟业
务、 或禁止指定终端发起指定业务的情况, 具体实现过程与上述过程相同。 需要说明的是, 在不沖突的情况下, 本发明中的各实施例及实施例中 的特征可以相互组合。
以上所述, 仅为本发明的较佳实施例而已, 并非用于限定本发明的保 护范围, 凡在本发明的精神和原则之内所作的任何修改、 等同替换和改进 等, 均应包含在本发明的保护范围之内。
Claims
1、 一种控制终端发起业务的方法, 其特征在于, 所述方法包括: 处于连接态的终端接收基站发送的禁止发起业务的指示信息; 所述处于连接态的终端根据所述禁止发起业务的指示信息, 执行或不 执行业务的发起操作。
2、 根据权利要求 1所述的控制终端发起业务的方法, 其特征在于, 所 述处于连接态的终端接收基站发送的禁止发起业务的指示信息, 包括: 所述基站获取自身的负载信息、 和 /或与自身连接的移动性管理实体 ( MME ) 的负载信息, 并根据所获取的负载信息, 向处于连接态的终端发 送禁止发起业务的指示信息。
3、 根据权利要求 2所述的控制终端发起业务的方法, 其特征在于, 所 述基站获取 MME的负载信息, 为: 基站接收 MME发送的过载开始信令, 并对接收到的过载开始信令进行解析, 得到所述 MME的负载信息。
4、 根据权利要求 1至 3任一项所述的控制终端发起业务的方法, 其特 征在于, 所述处于连接态的终端接收基站发送的禁止发起业务的指示信息, 为: 所述处于连接态的终端接收基站广播的、 设置有禁止发起业务的指示 信息的系统消息( System Information ); 或者, 所述处于连接态的终端接收 基站发送的无线资源控制 (RRC ), 该无线资源控制 (RRC )设置有用于表 示所述禁止发起业务信息的信元。
5、 根据权利要求 4所述的控制终端发起业务的方法, 其特征在于, 所 述处于连接态的终端根据所述禁止发起业务的指示信息, 执行或不执行业 务的发起操作, 为: 所述处于连接态终端的 RRC层将所述禁止发起业务的 指示信息传递到所述终端的非接入层(NAS )保存, 并在要发起业务时, 所述终端的 NAS检测是否存在所述禁止发起业务请求的指示信息, 如果存 在, 则根据所述指示信息, 执行或不执行业务的发起操作; 如果不存在, 则执行业务的发起操作。
6、 根据权利要求 1所述的控制终端发起业务的方法, 其特征在于, 所 述处于连接态的终端接收基站发送的禁止发起业务的指示信息, 包括: 所述基站接收 MME 发送的携带有所述禁止发起业务的指示信息的 NAS信令, 并将所述 NAS信令转发给处于连接态的终端;
所述处于连接态终端的 NAS接收所述 NAS信令。
7、 根据权利要求 6所述的控制终端发起业务的方法, 其特征在于, 所 述处于连接态的终端根据所述禁止发起业务的指示信息, 执行或不执行业 务的发起操作, 为:
所述处于连接态终端的 NAS保存所述禁止发起业务的指示信息, 并在 要发起业务时, 检测是否存在所述禁止发起业务请求的指示信息, 如果存 在, 则根据所述指示信息, 执行或不执行业务的发起操作; 如果不存在, 则执行业务的发起操作。
8、 根据权利要求 1所述的控制终端发起业务的方法, 其特征在于, 所 述方法包括:
所述处于连接态的终端接收基站发送的用于指示禁止发起指定业务的 信息、 或用于指示禁止指定终端发起任意业务的信息、 或用于指示禁止指 定终端发起指定业务的信息;
所述处于连接态的终端根据所述用于指示禁止发起指定业务请求的信 息、 或用于指示禁止指定终端发起任意业务的信息、 或用于指示禁止指定 终端发起指定业务的信息, 执行或不执行业务的发起操作。
9、 根据权利要求 1所述的控制终端发起业务的方法, 其特征在于, 所 述方法包括: 所述处于连接态的终端接收基站发送的用于指示禁止发起业 务的限制因子和 /或限制时间;
所述处于连接态的终端根据所述限制因子和 /或限制时间, 执行或不执 行业务的发起操作。
10、 一种终端, 所述终端处于连接态, 其特征在于, 所述终端, 用于 接收基站发送的禁止发起业务的指示信息, 并根据所接收到的禁止发起业 务的指示信息, 执行或不执行业务的发起操作。
11、 根据权利要求 10所述的终端, 其特征在于, 所述终端为 H2H设 备、 和 /或 MTC设备。
12、 一种控制终端发起业务的系统, 其特征在于, 所述系统包括: 基 站和终端, 其中, 所述基站与所述终端已建立连接,
基站, 用于向所述终端发送禁止发起业务的指示信息;
终端, 用于接收所述基站发送的禁止发起业务的指示信息, 并根据所 接收到的禁止发起业务的指示信息, 执行或不执行业务的发起操作。
13、 根据权利要求 10所述的控制终端发起业务的系统, 其特征在于, 所述终端为 H2H设备、 和 /或 MTC设备。
14、 根据权利要求 12所述的控制终端发起业务的系统, 其特征在于, 所述基站, 用于获取自身的负载信息、 和 /或与自身连接的 MME的负载信 息, 并根据所获取的负载信息, 向所述终端发送禁止发起业务的指示信息。
15、 根据权利要求 14所述的控制终端发起业务的系统, 其特征在于, 所述系统还包括: MME, 与所述基站连接, 用于在自身过载时, 向所述基 站发送过载开始信令;
所述基站,还用于接收所述 MME发送的过载开始信令,并对接收到的 过载开始信令进行解析, 获取所述 MME的负载信息。
16、 根据权利要求 15所述的控制终端发起业务的系统, 其特征在于, 所述 MME,还用于向所述基站发送携带有所述禁止发起业务的指示信 息的 NAS信令;
所述基站,还用于接收所述 MME发送的 NAS信令并转发给所述终端。
