在本发明实施例中, 基站可以是 GSM 或 CDMA 中的基站 (Base Transceiver Station, 筒称为 "BTS" ), 也可以是 WCDMA中的基站( NodeB, 筒称为 "NB" ), 还可以是 LTE中的演进型基站(Evolutional Node B, 筒称 为 "ENB或 e-NodeB" ), 本发明并不限定, 但为描述方便, 下述实施例将以 ENB为例进行说明。
在本发明实施例中, 移动性管理设备可以是移动性管理实体(Mobility Management Entity, 筒称为 "MME" ), 在 UMTS系统中, 该移动性管理设 备还可以是服务 GPRS 支持节点 (Serving GPRS Support Node, 筒称为 "SGSN" ), 为了描述方便, 下述实施例将以 MME为例进行说明。 还应理 解,本发明实施例中的跟踪区( TA )在 UMTS系统中为路由区( Routing Area, 筒称为 "RA" ), 其中路由区由运营者定义, 包含一个或多个小区。
图 1 示出了根据本发明实施例的通知网络能力的方法 100 的示意性框 图。 如图 1所示, 该方法 100包括:
S110, 获取终端设备当前接入网络的网络能力;
S120, 向该终端设备发送 NAS消息, 该 NAS消息携带指示该网络能力 的指示信息, 以便于该终端设备根据该指示信息对本地存储的网络能力进行 更新。
移动性管理设备在获取终端设备当前接入网络的网络能力后, 可以向该 终端设备发送 NAS消息, 该 NAS消息携带指示信息, 该指示信息用于指示 该网络能力, 以便于该终端设备根据该指示信息对本地存储的网络能力进行 更新。
因此,本发明实施例的通知网络能力的方法,通过向终端设备发送 NAS 消息, 该 NAS消息携带指示网络能力的指示信息, 使得终端设备能够得知 当前接入网络的网络能力,从而便于终端设备在紧急状况时能够确定是否向 网络发起非语言紧急会话, 因此能够增加终端设备的功能性和便利性, 并进 一步完善非语音紧急业务。
在 S110 中, 移动性管理设备可以通过多种方法获取终端设备当前接入 网络的网络能力。 可选地, 该网络能力包括该当前接入网络是否支持非语音 紧急业务的信息。 例如, 移动性管理设备可以采用诸如机器对机器 ( Machine-to-Machine, 筒称为 "M2M" )的设备间通信协议, 通过向所辖区 域内的紧急 IP 网络查询, 获取具体区域是否支持非语音紧急业务的信息, 或者紧急 IP 网络也可以向所属的移动性管理设备推送具体区域是否支持非 语音紧急业务的信息。
可选地, 移动性管理设备根据存储在本地的紧急配置信息, 获取终端设 备的当前接入网络的网络能力。该紧急配置信息包括网络对紧急业务进行相 关配置的数据。存储在移动性管理设备中的紧急配置信息可以由运营商通过 网络管理系统进行配置。 例如, 运营商根据一些区域对非语音紧急业务的支 持情况, 可以采用文件传输协议(File Transfer Protocol, 筒称为 "FTP" )、 设备管理协议或超文本传输协议 ( HyperText Transfer Protocol , 筒称为 "HTTP" )等协议,通过网络管理系统向移动性管理设备发送紧急配置信息, 该紧急配置信息包括一些具体区域是否支持非语音紧急业务的信息。
应理解, 本发明实施例仅以网络能力包括终端设备当前接入网络是否支 持非语音紧急业务的信息为例进行说明, 本发明实施例并不限于此。 例如, 网络能力还可以包括网络是否支持语音紧急业务的信息、 网络传输数据的最 大速率、 网络的最大带宽等信息。
在本发明实施例中, 该紧急配置信息可以包括非语音紧急业务配置信 息, 该非语音紧急业务配置信息可以包括当前移动性管理设备所服务的网络 或终端设备的当前接入网络, 是否支持非语音紧急业务的指示标识。 根据该 指示标识, 可以获取终端设备当前接入网络的网络能力。 可选地, 根据非语 音紧急业务配置信息中的指示标识为 1 , 获取该当前接入网络支持该非语音 紧急业务的信息; 根据该指示标识为 0, 获取该当前接入网络不支持该非语 音紧急业务的信息。
可选地, 该非语音紧急业务配置信息包括支持或不支持非语音紧急业务 的跟踪区 ( Tracking Area )或跟踪区列表( Tracking Area List )。 由于在不同 的跟踪区或者不同的跟踪区列表所覆盖的范围中, 非语音紧急业务的支持能 力可能不同, 因此, 可以根据该非语音紧急业务配置信息所包括的跟踪区或 跟踪区列表所覆盖的范围, 以及终端设备所在的位置, 获取终端设备当前接 入网络的网络能力。 可选地, 根据终端设备所在的跟踪区或跟踪区列表所覆 盖的范围, 获取终端设备当前接入网络是否支持非语音紧急业务的信息。
紧急配置信息也可以包括除了指示标识之外的其他业务配置信息, 例如 紧急配置信息可以包括紧急接入点名称 ( Access Point Name , 筒称为 "ΑΡΝ" )、 紧急服务质量(Quality of Service, 筒称为 "QoS" )参数、 紧急 业务可以使用的速率、 紧急业务网关标识等。 除了采用非语音紧急业务的指 示标识之外, 紧急配置信息也可以通过其他方式, 让移动性管理设备知道终 端设备当前接入网络对非语音紧急业务的支持情况。 例如, 可以通过该紧急 配置信息包括非语音紧急业务标识,指示终端设备当前接入网络支持非语音 紧急业务, 通过该紧急配置信息不包括非语音紧急业务标识, 指示终端设备 当前接入网络不支持非语音紧急业务。
在 S120中, 移动性管理设备向终端设备发送 NAS消息, 该 NAS消息 携带指示信息, 该指示信息用于指示终端设备当前接入网络的网络能力。 可 选地, 该指示信息用于指示终端设备当前接入网络是否支持非语音紧急业 务。 可选地, 在本发明实施例中, 该指示信息的比特位为 1时, 指示该当前 接入网络支持该非语音紧急业务; 该指示信息的比特位为 0时, 指示该当前 接入网络不支持该非语音紧急业务。 可选地, 通过该 NAS消息携带该指示 信息, 指示终端设备当前接入网络支持非语音紧急业务, 通过该 NAS消息 不携带该指示信息, 指示终端设备当前接入网络不支持非语音紧急业务。
应理解, 在本发明实施例中, 通过 NAS消息携带指示信息, 能够使得 终端设备在开机、 初次漫游到网络中、 进入新跟踪区、 跟踪区更新定时器超 时等情况下, 能够方便快捷地获取当前接入网络的网络能力, 并且能够减小 系统开销。
可选地, 在本发明实施例中, 如图 2所示, 移动性管理设备可以根据终 端设备发送的 NAS请求消息, 在获取终端设备的当前接入网络的网络能力 之后,通过向该终端设备发送对该 NAS请求消息进行响应的 NAS响应消息, 使得终端设备获知当前接入网络的网络能力, 以便于处理紧急情况, 其中该 NAS响应消息携带该指示信息。
具体地,在图 2所示的根据本发明实施例的通知网络能力的方法 200中, 终端设备向移动性管理设备发送 NAS请求消息, 该 NAS请求消息包括终端 设备的设备标识, 如 S210所示。 移动性管理设备在接收到该 NAS请求消息 后, 检查存储在本地的紧急配置信息, 并根据紧急配置信息中包括的非语音 紧急业务配置信息, 获取终端设备当前接入网络是否支持非语音紧急业务的 信息, 如 S220所示。 可选地, 移动性管理设备也可以通过检查终端设备当 前所在的跟踪区或跟踪区列表, 获取终端设备当前接入网络是否支持非语音 紧急业务的信息。 移动性管理设备向终端设备发送 NAS响应消息, 该 NAS 响应消息携带指示信息, 该指示信息用于指示终端设备当前接入网络是否支 持非语音紧急业务, 如 S230所示。 终端设备在接收到该 NAS响应消息后, 根据该 NAS响应消息中的指示信息, 对本地存储的网络能力进行更新, 如 S240所示。
终端设备在更新本地存储的网络能力之后, 可以显示当前接入网络是否 支持该非语音紧急业务的业务标识; 和 /或可以根据该指示信息,配置终端设 备中与该非语音紧急业务相应的响应模块的激活或禁用,从而使得用户能够 正确地处理紧急情况。
例如, 终端设备对当前接入网络是否支持非语音紧急业务进行更新之 后, 终端设备可以使得其显示屏上显示当前接入网络支持非语音紧急业务的 业务标识。 用户看到这个业务标识后, 就能够得知是否可以在当前区域发起 非语音紧急业务, 从而能够正确地处理紧急情况。 另外, 如果终端设备获知 当前接入网络支持非语音紧急业务,那么终端设备可以配置用于处理该非语 音紧急业务的响应模块, 使得该响应模块被激活 (例如高亮显示), 从而用 户可以使用该非语音紧急业务; 如果终端设备获知当前接入网络不支持非语 音紧急业务, 那么终端设备可以配置该响应模块处于禁用状态(例如灰色显 示;), 从而用户在不支持非语音紧急业务的区域不能使用该响应模块。
在本发明实施例中, 当移动性管理设备中有终端设备的移动性管理上下 文也称 MM上下文时,如果需要更新终端设备中的网络能力,那么移动性管 理设备也可以主动向终端设备发送 NAS消息, 而不需要在终端设备请求时 才发送。该 MM上下文为用户首次附着到 GPRS网络上时,管理节点为终端 设备建立的 MM 上下文, 如果用户再次附着, 管理节点会搜索数据库中已 有的数据, 重建 MM 上下文。 在此情况下, 例如如图 3所示, 根据本发明 实施例的通知网络能力的方法 300包括:
S310, 终端设备和移动性管理设备之间建立 NAS连接。 例如终端设备 通过移动性管理流程与移动性管理设备已经建立 NAS连接, 该移动性管理 设备负责该终端设备的移动性管理, 例如用户位置更新、 定期更新、 鉴权、 开机接入、 关机退出、 临时移动台标识号重新分配或设备识别等过程。
S320,移动性管理设备确定本地存储的非语音紧急业务配置信息发生改 变。 例如, 当移动性管理设备接收到网络管理设备发送的紧急配置信息时, 可以确定本地存储的非语音紧急业务配置信息发生改变。 或者, 例如, 当移 动性管理设备通过周期性地检测本地存储的非语音紧急业务配置信息, 并通 过比对确定当前周期与前一周期的非语音紧急业务配置信息不同时,也可以 确定该非语音紧急业务配置信息发生了变化。并且移动性管理设备可以根据 该非语音紧急业务配置信息,确定该当前接入网络是否支持该非语音紧急业 务。 可选地, 移动性管理设备^^据非语音紧急业务配置信息中的指示标识, 或根据终端设备所在的跟踪区或跟踪区列表所覆盖的范围,确定终端设备当 前接入网络是否支持非语音紧急业务。
S330, 移动性管理设备向终端设备发送 NAS消息, 该 NAS消息可以是 移动性管理信息消息, 该 NAS消息携带指示信息, 该指示信息用于指示终 端设备当前接入网络是否支持该非语音紧急业务。
S340, 终端设备根据该 NAS消息携带的该指示信息, 更新本地存储的 当前接入网络的网络能力。
应理解, 在本发明实施例中, 当移动性管理设备确定本地存储的非语音 紧急业务配置信息没有发生改变时,也可以通过向终端设备发送 NAS消息, 使得终端设备获知当前接入网络的网络能力。
终端设备在更新本地存储的网络能力之后, 可以显示当前接入网络是否 支持该非语音紧急业务的业务标识; 和 /或可以根据该指示信息,配置终端设 备中与该非语音紧急业务相应的响应模块的激活或禁用,从而便于用户正确 地处理紧急情况。
本发明实施例的通知网络能力的方法,通过向终端设备发送 NAS消息, 该 NAS消息携带指示网络能力的指示信息, 使得终端设备能够得知当前接 入网络的网络能力,从而便于终端设备在紧急状况时能够确定是否向网络发 起非语言紧急会话, 因此能够增加终端设备的功能性和便利性, 并进一步完 善非语音紧急业务。
上文中结合图 1至图 3 , 从移动性管理设备的角度详细描述了根据本发 明实施例的通知网络能力的方法, 下面将结合图 4A和图 4B , 从终端设备的 角度描述通知网络能力的方法。
图 4A示出了根据本发明再一实施例的通知网络能力的方法 400的示意 性框图。 如图 4A所示, 该方法 400包括: S410, 接收移动性管理设备发送的 NAS消息, 该 NAS消息携带指示信 息, 该指示信息用于指示终端设备当前接入网络的网络能力;
S420, 根据该指示信息, 对本地网络能力进行更新。
在本发明实施例中, 该网络能力可以包括该当前接入网络是否支持非语 音紧急业务的信息, 即该指示信息可以用于指示终端设备当前接入网络是否 支持非语音紧急业务。 应理解, 本发明实施例仅以网络能力包括终端设备当 前接入网络是否支持非语音紧急业务的信息为例进行说明, 本发明实施例并 不限于此。
在本发明实施例中,移动性管理设备可以在终端设备与该移动性管理设 备之间已经建立 NAS连接, 并且移动性管理设备确定本地存储的非语音紧 急业务配置信息发生改变时, 主动向终端设备发送包括该指示信息的 NAS 消息, 具体为移动性管理设备通过扩展 EPS Mobility Management (EMM ) information message携带该指示信息, 即扩展的 EMM information message 为 NAS消息; 可选地, 终端设备可以先向移动性管理设备发送包括设备标 识的 NAS请求消息, 然后终端设备接收移动性管理设备根据该 NAS请求消 息发送的 NAS响应消息, 该 NAS响应消息携带该指示信息, 该指示信息可 以用于指示终端设备当前接入网络是否支持非语音紧急业务。
在本发明实施例中,可以通过以下两种方案实现对终端设备当前接入网 络的网络能力进行指示。 具体地, 该 NAS消息或该 NAS响应消息携带的该 指示信息可以包括 1个比特位,根据该比特位的两种设置可以指示当前接入 网络的网络能力。 例如, 可以根据该指示信息的比特位为 1 , 指示该当前接 入网络支持该非语音紧急业务; 可以根据该指示信息的比特位为 0, 指示该 当前接入网络不支持该非语音紧急业务。
移动性管理设备可以根据指示信息的比特位的设置,确定网络是否支持 非语音紧急业务, 终端设备同样地可以据此对该指示信息进行解读, 确定当 前接入网络的网络能力。
应理解, 指示信息的比特位设置仅仅是为了示例, 本发明不限于此。 例 如, 该指示信息也可以包括多个比特位, 并且也可以用比特位为 0来指示该 当前接入网络支持该非语音紧急业务, 并且用比特位为 1来指示该当前接入 网络不支持该非语音紧急业务。
另外, 本发明实施例还可以通过如下方案实现对终端设备当前接入网络 是否支持非语音紧急业务进行指示。 例如, 当网络支持非语音紧急业务时, 移动性管理设备发送到终端设备的 NAS消息或 NAS响应消息才包括指示信 息; 当网络不支持非语音紧急业务时, 移动性管理设备发送到终端设备的 NAS消息或 NAS响应消息不包括该指示信息。 此时, 终端设备对非语音紧 急业务的指示信息的解读方式也不同, 终端设备根据 NAS消息或 NAS响应 消息中是否包括该指示信息来确定当前接入网络是否支持非语音紧急业务。 即终端设备可以根据该 NAS消息或 NAS响应消息携带该指示信息,确定该 当前接入网络支持非语音紧急业务, 并且可以根据该 NAS消息或 NAS响应 消息没有携带该指示信息, 确定该当前接入网络不支持非语音紧急业务。

下面将结合图 5和图 6, 分别以附着流程和跟踪区更新流程为例, 具体 描述根据本发明实施例的通知网络能力的方法, 其中在图 5所示的附着流程 中, 根据本发明实施例的 NAS请求消息为附着请求消息, 相应的 NAS响应 消息为附着接受消息; 而在图 6所示的跟踪区更新流程中, 根据本发明实施 例的 NAS请求消息为跟踪区更新请求消息,相应的 NAS响应消息为跟踪区 更新接受消息。
在 UE开机或者初次漫游到网络中时, UE向网络发起附着流程。 在该 附着流程 500中, UE将用户标志、 当前所在位置区、 用户设备的能力以及 一些业务配置选择上报给 MME。 MME根据用户标志与归属用户服务器 ( Home Subscriber Server, 筒称为 "HSS" )交互, 获取用户签约数据, 并验 证用户身份。 然后 MME向服务网关( Serving Gateway, 筒称为 "S-GW" ) 和分组数据网关(Packet Data Network Gateway, 筒称为 "P-GW" )发起会 话建立流程, 为 UE建立到 P-GW的分组数据连接。 P-GW收到默认会话建 立请求后, 为 UE分配 IP地址。 MME根据网络对非语音紧急业务的支持与 否, 在对 UE的附着接受响应消息即 NAS响应消息中, 包括用于指示终端 设备当前接入网络是否支持非语音紧急业务的指示信息。该指示信息可以为 一个比特位。 该比特位如果为 0, 则表示网络不支持非语音紧急业务; 如果 为 1 , 则表示网络支持非语音紧急业务。
具体地,图 5示出了根据本发明实施例的附着流程 500的示意性流程图, 如图 5所示, 该流程 500包括:
5501 , UE向 ENB发送附着请求消息, 即 NAS请求消息, 该附着请求 消息中包括 UE的设备标识、 当前所在位置区、 用户设备的能力以及一些业 务配置选择等其他参数;
5502, ENB根据 UE的设备标识确定 MME的地址, 并将该附着请求消 息发送给 MME;
5503 , MME根据该设备标识, 与 HSS—起对 UE进行身份验证, 并建 立 UE到网络的安全联盟;

本发明实施例的通知网络能力的方法,通过向终端设备发送 NAS消息, 该 NAS消息携带指示网络能力的指示信息, 使得终端设备能够得知当前接 入网络的网络能力,从而便于终端设备在紧急状况时能够确定是否向网络发 起非语言紧急会话, 因此能够增加终端设备的功能性和便利性, 并进一步完 善非语音紧急业务。
应理解, 上述各过程的序号的大小并不意味着执行顺序的先后, 各过程 的执行顺序应以其功能和内在逻辑确定, 而不应对本发明实施例的实施过程 构成任何限定。
下面将结合图 7至图 13,详细描述根据本发明实施例的通知网络能力的 装置和系统。
图 7 示出了根据本发明实施例的通知网络能力的装置 700 的示意性框 图。 如图 7所示, 该装置 700包括获取模块 710和发送模块 720, 其中该获 取模块 710用于获取终端设备当前接入网络的网络能力; 该发送模块 720用 于向该终端设备发送 NAS消息, 该 NAS消息携带指示该网络能力的指示信 息, 以便于该终端设备根据该指示信息对本地存储的网络能力进行更新。

在本发明实施例中, 该紧急配置信息包括非语音紧急业务配置信息, 该 非语音紧急业务配置信息包括当前移动性管理设备所服务的网络对非语音 紧急业务的指示标识。 可选地, 获取模块 710 ^据非语音紧急业务配置信息 中的指示标识为 1 , 获取该当前接入网络支持该非语音紧急业务的信息; 根 据该指示标识为 0, 获取该当前接入网络不支持该非语音紧急业务的信息。

在本发明实施例中, 该 NAS消息携带的该指示信息的比特位为 1时, 指示该当前接入网络支持该非语音紧急业务; 该指示信息的比特位为 0时, 指示该当前接入网络不支持该非语音紧急业务。
应理解, 指示信息的比特位设置仅仅是为了示例, 本发明不限于此。 例 如, 该指示信息也可以包括多个比特位, 并且也可以用比特位为 0来指示该 当前接入网络支持该非语音紧急业务, 并且用比特位为 1来指示该当前接入 网络不支持该非语音紧急业务。
