步骤 101、 网络设备获知移动性管理网元故障或复位;
步骤 102、 网络设备获知附着于所述移动性管理网元上的用户设备的特征信息; 步骤 103、 网络设备根据用户设备的特征信息获知附着于所述移动性管理网元上的 需要发起业务建立的用户设备, 通知所述需要发起业务建立的用户设备发起业务建立。
其中, 所述的网络设备可以为网关设备, 例如, GGSN、 S-GW或 P-GW, 或者, 也可以为接入网设备,例如, BSC、 R C或 eNodeB;所述的移动性管理网元可以是 SGSN 或 MME。
本实施例在移动性管理网元故障或复位时,可才艮据用户设备的特征信息确定附着于 该故障或复位的移动性管理网元的需要发起业务建立的用户设备, 并通知该需要发起业 务建立的用户设备发起业务建立, 建立新的业务连接, 保证需要发起业务连接的用户设 备的业务连接的有效性。 其中, 该需要发起业务连接的用户设备可以为系统中具有高可 靠性业务需求的用户设备, 或 VIP用户设备, 或起控制作用的用户设备等; 所述的用户 设备的特征信息(MTC Feature )可以是表示用户设备为高可靠性业务需求应用的信息, 或者是表示用户设备为 VIP用户的信息。
本实施例中, 所述的用户设备发起业务建立可以是指用户设备发起附着流程或者用 户设备发起 PDN连接建立流程或者用户设备发起激活 PDP上下文流程。
本实施例在移动性管理网元故障或复位时,根据用户设备的特征信息确定需要发起 业务建立的用户设备, 并通知该需要发起业务建立的用户设备发起业务建立, 建立新的 业务连接, 使得需要发起业务建立的用户设备可快速地建立业务连接, 恢复具有高可靠 性业务的用户设备的业务连接的有效性, 保证高可靠性业务需求的用户设备的业务连 接。
图 2为本发明保证业务连接的方法实施例二的流程示意图。本实施例方法可通过网 关设备确定移动性管理网元故障或复位, 并由网关设备通知用户设备建立业务连接。 具 体地, 本实施例方法可包括以下步骤:
步骤 201、 网关设备获知第一移动性管理网元故障或复位。
本步骤中, 网关设备获知第一移动性管理网元故障或复位具体地可包括如下步骤: 步骤 A1、 网关设备向第一移动性管理网元发送检测消息;
步骤 A2、 当网关设备未接收到第一移动性管理网元反馈的与检测消息对应的检测 应答消息, 则网关设备获知第一移动性管理网元故障; 或者,
步骤 A3、 当网关设备接收到第一移动性管理网元反馈的与检测消息对应的检测应 答消息, 且检测应答消息指示第一移动性管理网元复位时, 则网关设备获知第一移动性 管理网元复位。
具体地, 本实施例网关设备可通过 Echo探测消息获知第一移动性管理网元故障或 复位, 其探测过程为: 网关设备在第一次向第一移动性管理网元发送检测消息, 如 Echo Request时,第一移动性管理网元会对该检测消息作出应答,返回检测应答消息,如 Echo Response, 且在返回的检测应答消息中指示一个计数器( counter ) , 并将该计数器设置 一个初始值, 此后, 网关设备周期性的向第一移动性管理网元发送检测消息, 若第一移 动性管理网元运行正常, 则第一移动性管理网元会返回应答消息, 并保持检测应答消息 中的计数器数值不变; 若第一移动性管理网元复位, 则第一移动性管理网元将会改变检 测应答消息中的计数器数值, 如计数器数值加 1 , 因此, 网关设备可根据接收到的检测 应答消息中的计数器数值获知第一移动性管理网元是否复位, 即网关设备接收到的检测 应答消息中的计数器数值大于前一检测应答消息中的数值时, 网关设备即可获知第一移 动性管理网元复位。 而网关设备发送检测消息之后的一定的时间内, 未接收到第一移动 性管理网元的检测应答消息时, 可获知该第一移动性管理网元故障。 本领域技术人员可 理解的是, 本发明实施例并不限于上述方式, 网关设备也可通过其它方式获知第一移动 性管理网元故障或复位。
步骤 202、 网关设备获知附着于该出现故障或复位的第一移动性管理网元上的用户 设备的特征信息。
首先, 网关设备获知附着于该移动性管理网元的用户设备。 具体地, 网关设备可根 据其上的用户设备的上下文信息,获知其管理的用户设备是否是附着于该故障或复位的 第一移动性管理网元的用户设备,如可根据用户设备的上下文信息中包含有出现故障或 复位的第一移动性管理网元的信息时,可获知用户设备是附着于该第一移动性管理网元 的用户设备。
其次, 根据获知的附着于第一移动性管理网元上的用户设备, 则可获知附着于该第 一移动性管理网元的用户设备的特征信息。 其中, 网关设备可通过以下几种方式获知附 着于该第一移动性管理网元上的用户设备的特征信息, 分别说明如下:
( 1 ) 网关设备可从用户设备的上下文信息中获知用户设备的特征信息。
网关设备的用户设备的上下文信息中可设置有用户设备的特征信息,且用户设备的 特征信息可通过移动性管理网元通知给网关设备, 并由网关设备将其保存在用户设备的 上下文信息中。 具体地, 可以在签约数据中签约用户设备的特征信息, 移动性管理网元 可从签约数据中获取用户设备的特征信息, 并可将获得的用户设备的特征信息携带在会 话请求消息, 如 Create Session Request 或 Create PDP Request中, 发送给网关设备, 从 而网关设备可以将从会话请求消息中获得的用户设备的特征信息保存在用户设备的上 下文信息中。
其中, 移动性管理网元从签约数据中获取用户设备的特征信息具体可以是: 在附着 流程或跟踪区更新或路由区更新流程中, 向归属位置寄存器( Home Location Register, HLR )或归属签约服务器(Home Subscriber Server, HSS )发送位置更新请求(Update Location Request )消息, HLR或 HSS在位置更新确认( Update Location Ack )消息中携 带用户设备的特征信息。
( 2 ) 网关设备可从网关设备的配置信息中, 获知与用户设备的用户设备标识信息 对应的用户设备的特征信息。
网关设备可配置有与用户设备的标识信息对应的特征信息, 这样, 网关设备在确定 附着于第一移动性管理网元的用户设备后, 即可才艮据用户设备的标识信息, 在其上配置 信息中查找与用户设备的标识信息对应的用户设备的特征信息。 其中, 用户设备的标识 信息可以是移动性管理网元在会话管理消息中将用户设备的标识信息携带给网关设备, 具体地,移动性管理网元可在进行附着流程或跟踪区更新或位置区更新流程或切换流程 时, 在会话管理消息, 如 Create Session Request 或 Create PDP Request中, 携带附着于 其上的用户设备的标识信息, 发送给网关设备。
( 3 ) 网关设备可从网关设备的配置信息中, 获知与用户设备所属的群组标识对应 的用户设备的特征信息。
网关设备可配置有与用户设备所属的群组标识对应的特征信息, 这样, 网关设备在 确定附着于第一移动性管理网元的用户设备后, 即可才艮据用户设备所属的群组标识, 在 配置信息中查找与之对应的用户设备的特征信息。 其中, 用户设备所属的群组标识可以 是移动性管理网元在会话管理消息中将用户设备所属的群组标识携带给网关设备 ,具体 地, 移动性管理网元可在进行附着流程或跟踪区更新或位置区更新流程或切换流程时, 在会话管理消息中携带附着于其上的用户设备的群组标识, 发送给网关设备, 网关设备 可根据该用户设备所属的群组标识获得用户设备的特征信息。
其中, 所述的用户设备所属的群组标识是指用户设备所属的用户设备组或群组的标 识、 用户设备所属的 M2M行业用户 ( MTC User ) 的标识、 用户设备所属的 M2M应用 签约用户 (MTC Subscriber ) 的标识或其它指示群组或行业用户标识的信息, 例如, 可 通过接入点名称 ( Access Point Name, APN )标识用户设备所属的群组、 用户组或行业 用户, 则 APN就是用户设备所属群组或用户组或行业用户的标识; 此外, 在主备设备 ( Master/Slave设备)组成的群组或者用户设备组的场景下, 主设备的标识信息也可以 作为用户设备所属群组或用户组或行业用户的标识, 此时, 用户设备所述的群组标识就 可以是主设备的标识信息。 本实施例中, 移动性管理网元在进行附着流程或跟踪区更新 或位置区更新流程或切换流程时,可在会话管理消息中将用户设备所属的行业标识携带 给网关设备, 网关设备即可根据获得的用户设备所属的群组标识和其上的配置信息获得 用户设备的特征信息。
本实施例中的用户设备的特征信息可以是用户设备需要较高业务连接需求, 具体 地, 需要较高业务连接需求的用户设备可以是系统中的具有高可靠性要求的用户设备, 或者是系统中的 VIP用户等。
步骤 203、 网关设备根据用户设备的特征信息获知附着在第一移动性管理网元设备 上的需要发起业务建立的用户设备, 向正常运行的第二移动性管理网元发送指示消息, 该指示消息中携带需要发起业务建立的用户设备的用户设备信息。
上述的需要较高业务连接需要的用户设备即为需要发起业务建立的用户设备, 因 此, 网关设备获得用户设备的特征信息时, 即可根据用户设备的特征信息确定需要发起 业务建立的用户设备。
当获得确定需要触发的用户设备后 ,可向正常运行的第二移动性管理网元发送指示 消息, 且该指示消息中携带该需要发起业务建立的用户设备的用户设备信息, 如用户设 备的标识信息。 其中, 在 GERAN/UTRAN系统, 本实施例所述的网关设备可为 GGSN, 则指示消息可以是分组数据 4艮文通知清求消息 ( PDU Notification Request ) , 所述的分 组数据报文通知请求消息中包含该需要触发的用户设备的标识信息, 如 IMSI, 此外, 所述的分组数据报文通知请求消息中还可包括该需要触发的用户设备的位置信息,如路 由区标识(Routing Area Identity ) , 其中, 用户设备的位置信息可保存在网关设备的上 下文信息中; 而在 EUTRAN系统中, 所述的网关设备为 SGW, 则网关设备发送的指示 消息可以是下行数据报文通知消息( Downlink Data Notification ) , 所述的下行数据报文 通知消息中包括该需要触发的用户设备的标识信息, 如 IMSI, 此外, 所述的下行数据 报文通知消息中还可包括该需要触发的用户设备的位置信息, 如跟踪区列表( Tracking Area List ) , 其中, 所述的用户设备的位置信息可保存在网关设备上用户设备的上下文 信息中。 本领域技术人员可以理解的是, 网关设备发送的指示消息除了可以是分组数据 报文通知请求消息,或者下行数据报文通知消息外,也可以是其它消息,或新增的消息, 且在该消息中携带需要发起业务建立的用户设备的标识信息, 以及还可携带需要发起业 务建立的用户设备的位置信息。
之后, 第二移动性管理网元接收到该指示消息后还可以向网关设备返回指示响应消 息。
具体地, 接收到网关设备发送的携带用户设备的信息的指示消息后, 第二移动性管 理网元可作出应答, 并返回指示响应消息。 其中, 若所述指示消息为分组数据报文通知 请求消息时, 返回的指示响应消息可为分组数据报文通知响应消息 (PDU Notification Response ) ; 若所述指示消息为下行数据报文通知消息时, 返回的指示响应消息可以为 下行数据艮文通知确认消息 ( Downlink Date Notification Ack ) 。
步骤 204、 第二移动性管理网元根据该指示消息中的需要发起业务建立的用户设备 的用户设备信息, 通过接入网设备 , 向该需要发起业务建立的用户设备发起 IMSI寻呼。
由于网关设备发送的指示信息中的用户设备信息包含需要发起业务建立的用户设 备的用户设备信息, 因此, 第二移动性管理网元可通过 IMSI寻呼直接触发用户设备建 立业务连接。 具体地, 第二移动性管理网元可根据指示消息中的用户设备信息, 在其管 理范围内向用户设备发起 IMSI寻呼, 寻呼该指示消息中携带的用户设备信息对应的用 户设备; 或者, 若指示消息中携带有用户设备的位置信息, 则第二移动性管理网元还可 在所述的用户设备的位置信息内寻呼用户设备, 提高 IMSI寻呼的针对性和效率; 或者, 第二移动性管理网元还可以根据自定义的寻呼规则向用户设备发起寻呼, 寻呼用户设 备。
本步骤中所述的接入网设备在 GERAN系统下可以是 BSC; 在 UTRAN系统下, 可 以是 R C;在 EUTRAN系统下可以是 eNodeB。当接入网设备接收到 IMSI寻呼消息后, 可对用户设备进行 IMSI寻呼。
步骤 205、 接收到 IMSI寻呼消息的用户设备, 发起业务建立, 建立业务连接。 所述的 IMSI寻呼消息可触发用户设备重新建立业务连接, 具体地,在 EUTRAN系 统中, 用户设备接收到 IMSI寻呼, 则用户设备可发起附着流程, 并在附着流程中建立 PDN连接, 根据所述附着流程中的 PDN连接建立业务连接; 而在 GERAN/UTRAN系 统中, 用户设备接收到 IMSI寻呼, 则用户设备可发起附着流程, 然后发起 PDP上下文 激活流程, 通过所述 PDP上下文激活流程建立业务连接。 用户设备建立业务连接后, 即可实现其自身的业务, 如接收或发送相关的业务信息, 可有效满足用户设备的业务需 要。 另外, 如果网关设备获知第一移动性管理网元复位, 则所述网关设备还可以选择所 述第一移动性管理网元为所述用户设备发送业务建立指示消息, 即在移动性管理网元复 位的场景下, 本实施例中所述第二移动性管理网元与所述第一移动性管理网元相同。
本实施例通过网关设备根据用户设备的特征信息确定需要发起业务建立的用户设 备,并在移动性管理网元出现故障时,通知需要发起业务建立的用户设备建立业务连接, 可以实现网关设备触发需要发起业务建立的用户设备快速地建立业务连接 , 恢复具有高 可靠性业务的用户设备的业务连接的有效性,保证高可靠性业务需求的用户设备的业务 连接。
图 3为本发明保证业务连接的方法实施例三的流程示意图。本实施例方法可通过接 入网设备确定移动性管理网元故障或复位, 并可由接入网设备确定需要触发的用户设 备, 通知用户设备建立业务连接。 具体地, 本实施例方法可包括以下步骤:
步骤 301、 接入网设备确定移动性管理网元复位或故障。
本步骤中, 接入网设备可根据接收到的移动性管理网元发送的复位指示消息, 获知 移动性管理网元复位。 具体地, 移动性管理网元复位时, 可向接入网设备发送复位指示 信息,通知其复位。另外,接入网设备可以根据链路探测机制获知移动性管理网元故障。
步骤 302、 接入网设备获知附着于该发生故障或复位的移动性管理网元上的用户设 备的特征信息。
接入网设备可以通过配置的方法获知附着于该移动性管理网元的用户设备的信息, 如 IMSI。 具体可以是在接入网设备上配置具有高可靠性的用户设备或者 VIP用户设备 的标识信息。 接入网设备根据配置信息即可以获知需要发起业务建立的用户设备的信 息。
步骤 303、 接入网设备获知附着在移动性管理网元设备上的需要发起业务建立的用 户设备 , 并向该需要发起业务建立的用户设备发送 IMSI寻呼消息。
上述的需要较高业务连接需要的用户设备即为需要发起业务建立的用户设备, 因 此, 接入网设备获得用户设备的特征信息时, 即可根据用户设备的特征信息确定需要发 起业务建立的用户设备。
步骤 304、 用户设备接收到 IMSI寻呼消息后, 即可建立业务连接。
用户设备接收到 IMSI寻呼后,可在该 IMSI寻呼的触发下重新建立业务连接。具体 地, 在 EUTRAN系统中, 用户设备可发起附着流程, 并在附着流程中建立 PDN连接, 根据所述附着流程中的 PDN连接建立业务连接; 而在 GERAN/UTRAN系统中, 用户设 备可发起附着流程, 然后发起 PDP上下文激活流程, 通过所述 PDP上下文激活流程建 立业务连接。 用户建立业务连接后, 即可实现其自身的业务, 如接收或发送相关的业务 信息, 可有效满足用户设备的业务需要。
本实施例通过接入网设备根据用户设备的特征信息确定需要发起业务建立的用户 设备, 并在移动性管理网元出现故障时, 通过 IMSI寻呼通知需要发起业务建立的用户 设备建立业务连接,可以实现接入网设备触发需要发起业务建立的用户设备快速地建立 业务连接, 恢复具有高可靠性业务的用户设备的业务连接的有效性, 保证高可靠性业务 需求的用户设备的业务连接。
图 4为本发明保证业务连接的方法实施例四的流程示意图。 与图 3所示实施例技术 方案不同的是,本实施例接入网设备可通过 R C请求信息触发用户设备建立业务连接。 具体地, 如图 4所示, 本实施例可包括以下步骤:
步骤 401、 与上述实施例中的步骤 301对应相同。
步骤 402、 接入网设备获知附着于该发生故障或复位的移动性管理网元上的用户设 备的特征信息。
首先, 接入网设备获知附着于该移动性管理网元的用户设备。 具体地, 接入网设备 可根据其上的用户设备的上下文信息,确定其上的用户设备是否是附着于该故障或复位 的移动性管理网元的用户设备,如可根据用户设备的上下文信息中包含有出现故障或复 位的移动性管理网元的信息时, 可获知用户设备是附着于该移动性管理网元的用户设 备。 其次, 根据获知的附着于移动性管理网元上的用户设备, 则可获知附着于该移动性 管理网元的用户设备的特征信息。
其中,接入网设备可通过以下几种方式获知附着于该移动性管理网元上的用户设备 的特征信息, 分别说明如下:
( 1 )接入网设备可从用户设备的上下文信息中获知用户设备的特征信息。
接入网设备上用户设备的上下文信息中可设置有用户设备的特征信息, 且用户设备 的特征信息可通过移动性管理网元通知给接入网设备, 并保存在用户设备的上下文信息 中, 如, 移动性管理网元在附着流程或者 PDN连接建立流程中向接入网设备发送的 UE Context Setup Request消息中包含用户设备的特征信息。
( 2 )接入网设备可从接入网设备的配置信息中, 获知与用户设备接入的小区标识 对应的用户设备的特征信息。
接入网设备可配置有与用户设备接入的小区标识对应的特征信息, 这样, 接入网设 备可根据用户设备接入的小区标识,在配置信息中查找与用户设备接入的小区标识对应 的用户设备的特征信息。
( 3 )接入网设备可从接入网设备的配置信息中, 获知与用户设备群组标识对应的 用户设备的特征信息。
接入网设备可配置有与用户设备群组标识对应的特征信息, 这样, 接入网设备可根 据用户设备的群组标识,在配置信息中查找与用户设备的群组标识对应的用户设备的特 征信息。 其中, 用户设备所属的群组标识是指用户设备所属的群组或用户设备组标识, 或者是用户设备所属的行业用户标识, 或者是用户设备所属的 MTC User 或 MTC Subscriber标识, 或者其他标识用户设备所属的群组或用户设备组的标识, 本专利不作 限制。
( 4 )接入网设备可从用户设备发送的 R C消息中, 获知用户设备的特征信息。 用户设备可在 R C消息中将用户设备的特征信息携带给接入网设备, 如, 用户设 备可以在附着流程、 路由区更新或跟踪区更新流程、 服务请求等流程中将用户设备的特 征信息在 R C消息中携带给接入网设备。
在获得用户设备的特征信息后,接入网设备即可根据用户设备的特征信息获知需要 发起业务建立的用户设备。 其中, 所述的用户设备的特征信息可以是需要较高业务连接 需求的用户设备的标识信息, 具体地, 需要较高业务连接需求的用户设备可以是系统中 的具有高可靠性要求的用户设备, 或者是系统中的 VIP用户等。 此外, 本实施例中, 用户设备的特征信息也可以是移动性管理网元在无线接入承载 ( Radio Access Bearer, RAB )建立流程中, 将用户设备的特征信息通知接入网设备。
步骤 403、 接入网设备根据用户设备的特征信息确定附着在移动性管理网元设备上 的需要发起业务建立的用户设备, 并向该需要发起业务建立的用户设备发送携带移动性 管理网元故障或复位原因值的 R C释放请求消息。
当接入网设备确定需要发起业务建立的用户设备后 , 即可向用户设备发送携带移动 性管理网元故障或复位原因值的 R C释放请求消息, 作为业务建立指示通知用户设备 建立业务连接。
之后, 用户设备在接收到 RRC释放请求消息后, 可向接入网设备返回 R C释放响 应消息 ( RRC Release Response ) 。
步骤 404、 用户设备接收到 R C释放请求消息后, 可根据 R C释放请求消息中的 原因值, 建立业务连接。
本实施例通过接入网设备根据用户设备的特征信息确定需要发起业务建立的用户 设备, 并在移动性管理网元出现故障时, 通过 R C消息通知需要发起业务建立的用户 设备建立业务连接,可以实现接入网设备触发需要发起业务建立的用户设备快速地建立 业务连接, 恢复具有高可靠性业务的用户设备的业务连接的有效性, 保证高可靠性业务 需求的用户设备的业务连接。
图 5为本发明保证业务连接的方法实施例五的流程示意图。 本实施例中, 在移动性 管理网元故障或复位时, 接入网设备可通过发送广播消息通知用户设备建立业务连接。 具体地, 如图 5所示, 本实施例方法可包括以下步骤:
步骤 501、 接入网设备获知移动性管理网元故障或复位。
步骤 502、 接入网设备广播携带该故障或复位的移动性管理网元标识的广播消息; 步骤 503、 用户设备接收到广播消息后, 如果广播消息中的移动性管理网元的标识 与用户设备中的移动性管理网元的标识一致, 则所述用户设备发起业务建立。
本实施例中, 用户设备接收到广播消息后, 可由用户设备选择是否发起业务建立, 例如, 如果用户设备是具有高可靠性的应用特征信息或者所述用户设备是 VIP用户, 则 用户设备接收到接入网设备发送的广播消息后,且广播消息中的移动性管理网元的标识 与用户设备中的移动性管理网元的标识一致, 则用户设备可发起业务连接建立。
实际应用中, 移动性管理网元可为用户设备分配移动性管理网元标识, 具体地, 如 在 EUTRAN系统中, 移动性管理网元为 MME, 则 MME在为用户设备分配全局唯一的 临时标识( Globally Unique Temporary Identity, GUTI ) 中包含 MME标识 GUMMEI; 或者, 在 GERAN/UTRAN系统中, 移动性管理网元为 SGSN, 则 SGSN在为用户设备 分配的 P-TMSI ( Packet TMSI ) 中包含 SGSN标识 NRL 因此, 用户设备接收到该广播 消息后, 即可确定广播消息中的移动性管理网元标识是否与其自身上的移动性管理网元 标识一致, 若一致, 则可建立业务连接。
本实施例通过广播消息触发需要建立业务连接的用户设备建立业务连接,可以实现 需要发起业务建立的用户设备快速地建立业务连接, 恢复具有高可靠性业务的用户设备 的业务连接的有效性, 保证高可靠性业务需求的用户设备的业务连接。 本实施例无需网 络设备首先根据用户设备的特征信息确定需要建立业务连接用户设备, 而由用户设备自 身确定是否发起业务连接, 可以减轻网络设备的负担。

步骤 602、接入网设备根据配置的小区标识与用户设备的特征信息之间的对应关系, 获知需要发起业务建立的用户设备所在小区的小区标识。
本实施中,在接入网设备上可以配置小区标识与用户设备的特征信息之间的对应关 系, 如, 在某些小区下接入的用户设备均具有高可靠性或者均是 VIP的用户设备, 则接 入网设备在获知移动性管理网元复位或故障后,可以在所述某些小区中广播携带移动性 管理网元的标识的广播消息。
步骤 603、 接入网设备向所述小区标识对应的小区广播携带所述移动性管理网元标 识的广播消息。
需要说明的是, 保证用户设备在该所述小区标识对应的小区内接入的方法可以是: ( 1 )接入网设备在小区广播消息中可以携带用户设备所属的群组标识, 如果所述 用户设备所属的群组标识包含于(或者相同)小区广播消息中的用户设备所属的群组标 识, 则所述用户设备选择所述小区接入。
其中, 用户设备所属的群组标识是指用户设备所属的群组或用户设备组标识, 或者 是用户设备所属的行业用户标识, 或者是用户设备所属的 MTC User或 MTC Subscriber 标识, 或者其他标识用户设备所属的群组或用户设备组的标识, 本专利不作限制。
( 2 )接入网设备在小区广播消息中广播所述小区的 CSG ID ( Closed Subscriber Group Identifier ) , 如果所述用户设备的 CSG ID与所述小区的 CSG ID一致, 则所述用 户设备选择所述小区接入。
步骤 604、 用户设备接收到广播消息后, 如果广播消息中的移动性管理网元的标识 与用户设备中移动性管理网元的标识一致, 则用户设备可重新建立业务连接。
本实施例通过广播消息触发需要建立业务连接的用户设备建立业务连接,可以实现 需要发起业务建立的用户设备快速地建立业务连接, 恢复具有高可靠性业务的用户设备 的业务连接的有效性, 保证高可靠性业务需求的用户设备的业务连接。 本实施例无需网 络设备首先根据用户设备的特征信息确定需要建立业务连接用户设备, 而由用户设备自 身确定是否发起业务连接, 可以减轻网络设备的负担。 本实施例通过向特定的小区发送 广播消息, 可以提高广播信息的针对性。

本实施例在移动性管理网元故障或复位时,可根据用户设备的特征信息确定需要发 起业务建立的用户设备, 并通知该需要发起业务建立的用户设备发起业务建立, 建立新 的业务连接, 使得需要发起业务建立的用户设备可快速地建立业务连接, 恢复具有高可 靠性业务的用户设备的业务连接的有效性,保证高可靠性业务需求的用户设备的业务连 接。

其中, 所述业务连接模块具体用于发起附着流程, 并根据所述附着流程中的 PDN 连接建立业务连接; 或者, 具体用于发起附着流程和 PDP上下文激活流程, 根据所述 PDP上下文激活流程建立业务连接。
此外, 本实施中, 消息接收模块 6也可具体用于接收接入网设备发送的携带发生故 障或复位的移动性管理网元标识的广播消息; 相应地, 业务连接模块 7可具体用于当所 述广播消息中包含的移动性管理网元的标识与用户设备中的移动性管理网元的标识相 同时, 发起业务建立。
本实施例可根据网络设备发送的通知消息建立业务连接,使得用户设备附着的移动 性管理网元故障或复位时, 通过接收到的通知消息建立业务连接, 可快速有效地恢复业 务连接的有效性, 保证用户设备的高可靠性业务需求。

获知附着于所述移动性管理网元上的用户设备的特征信息;
根据用户设备的特征信息获知附着于所述移动性管理网元上的需要发起业务建立 的用户设备, 通知所述需要发起业务建立的用户设备发起业务建立。
2、 根据权利要求 1 所述的方法, 其特征在于, 所述获知附着于所述移动性管理网 元上的用户设备的特征信息包括:
网关设备获知附着于所述移动性管理网元的用户设备;
所述网关设备从用户设备的上下文信息中, 获知所述用户设备的特征信息; 或者, 所述网关设备从网关设备的配置信息中,获知与所述用户设备的标识信息对应的所述用 户设备的特征信息; 或者, 所述网关设备从网关设备的配置信息中, 获知与所述用户设 备所属的群组标识对应的所述用户设备的特征信息。

所述接入网设备从用户设备的上下文信息中,获知所述用户设备的特征信息;或者, 所述接入网设备从接入网设备的配置信息中,获知与所述用户设备的群组标识对应的所 述用户设备的特征信息; 或者, 所述接入网设备从接入网设备的配置信息中, 获知与所 述用户设备接入的小区标识对应的所述用户设备的特征信息; 或者, 所述接入网设备从 所述用户设备发送的 R C消息中, 获知所述用户设备的特征信息。

所述接入网设备根据附着于所述移动性管理网元上的用户设备的特征信息,确定附 着于所述移动性管理网元上的需要发起业务建立的用户设备;
所述接入网设备向所述需要发起业务建立的用户设备进行 IMSI寻呼, 通知所述需 要发起业务建立的用户设备在接收到 IMSI寻呼消息后建立业务连接; 或者, 所述接入 网设备向所述需要发起业务建立的用户设备发送携带所述移动性管理网元故障或复位 原因值的 R C 释放请求消息, 通知所述需要发起业务建立的用户设备在接收到所述 R C释放请求消息后建立业务连接。
6、 一种保证业务连接的方法, 其特征在于, 包括:
接入网设备获知移动性管理网元故障或复位;
接入网设备广播携带所述移动性管理网元标识的广播消息,以使用户设备接收到所 述广播消息后,如果广播消息中的移动性管理网元的标识与用户设备中的移动性管理网 元的标识一致, 则发起业务建立。
7、 根据权利要求 6所述的方法, 其特征在于, 所述接入网设备广播携带所述移动 性管理网元标识的广播消息包括:
接入网设备根据配置的小区标识与用户设备的特征信息之间的对应关系,获知需要 发起业务建立的用户设备所在小区的小区标识;
所述接入网设备向所述小区标识对应的小区广播携带所述移动性管理网元标识的 广播消息。
8、 一种网络设备, 其特征在于, 包括:
故障信息获取模块, 用于获知移动性管理网元故障或复位;
特征信息获取模块, 用于获知附着于所述移动性管理网元上的用户设备的特征信 息;
通知模块, 用于根据用户设备的特征信息获知附着于所述移动性管理网元上的需要 发起业务建立的用户设备, 通知所述需要发起业务建立的用户设备发起业务建立。
9、 根据权利要求 8所述的网络设备, 其特征在于, 所述特征信息获取模块包括: 第一用户确定单元及如下单元中的任一个:第一特征获取单元、第二特征获取单元、 第三特征获取单元;
所述第一用户确定单元用于获知附着于所述移动性管理网元的用户设备; 所述第一特征获取单元用于从用户设备的上下文信息中,获知所述用户设备的特征 信息;
所述第二特征获取单元用于从网关设备的配置信息中,获知与所述用户设备的标识 信息对应的所述用户设备的特征信息;
所述第三特征获取单元用于从网关设备的配置信息中,获知与所述用户设备所属的 群组标识对应的所述用户设备的特征信息。
10、 根据权利要求 9所述的网络设备, 其特征在于, 所述通知模块包括: 第一触发用户确定单元, 用于才艮据附着于所述移动性管理网元上的用户设备的特征 信息, 获知附着于所述移动性管理网元上的需要发起业务建立的用户设备;
第一信息发送单元, 用于向正常工作的移动性管理网元发送业务建立指示消息, 所 述业务建立指示消息中携带所述需要发起业务建立的用户设备的信息, 以便所述正常工 作的移动性管理网元根据所述用户设备的信息对所述需要发起业务建立的用户设备进 行 IMSI寻呼, 通知所述附着于所述移动性管理网元上的需要发起业务建立的用户设备 在接收到 IMSI寻呼消息后建立业务连接。
11、 根据权利要求 8所述的网络设备, 其特征在于, 所述特征信息获取模块包括: 第二用户确定单元及如下单元中的任一个:第四特征获取单元、第五特征获取单元、 第六特征获取单元、 第七特征获取单元;
所述第二用户确定单元用于获知附着于所述移动性管理网元的用户设备; 所述第四特征获取单元用于从用户设备的上下文信息中,获知所述用户设备的特征 信息;
所述第五特征获取单元用于从接入网设备的配置信息中,获知与所述用户设备的群 组标识对应的所述用户设备的特征信息;
所述第六特征获取单元用于从接入网设备的配置信息中,获知与所述用户设备接入 的小区标识对应的所述用户设备的特征信息;

13、 一种网络设备, 其特征在于, 包括:
故障信息获取模块, 用于获知移动性管理网元故障或复位;
广播模块, 用于广播携带所述移动性管理网元标识的广播消息, 以使用户设备接收 到所述广播消息后,如果广播消息中的移动性管理网元的标识与用户设备中的移动性管 理网元的标识一致, 则发起业务建立。
14、 根据权利要求 13所述的网络设备, 其特征在于, 所述广播模块包括: 小区标识获取单元, 用于根据配置的小区标识与用户设备的特征信息之间的对应关 系, 获知所述需要发起业务建立的用户设备所在小区的小区标识;

消息接收模块, 用于接收网络设备发送的通知消息, 所述通知消息为所述网络设备 在移动性管理网元故障或复位时,通知附着于所述移动性管理网元上的需要发起业务建 立的用户设备发起业务建立的消息;
业务连接模块, 用于根据所述通知消息发起业务建立。
16、 根据权利要求 15所述的用户设备, 其特征在于, 所述消息接收模块具体用于 接收接入网设备发送的携带发生故障或复位的移动性管理网元标识的广播消息;
所述业务连接模块具体用于当所述广播消息中包含的移动性管理网元的标识与用 户设备中的移动性管理网元的标识相同时, 发起业务建立。
17、 根据权利要求 15所述的用户设备, 其特征在于, 所述业务连接模块具体用于 发起附着流程, 并根据所述附着流程中的 PDN连接建立业务连接; 或者, 所述业务连接模块具体用于发起附着流程和 PDP上下文激活流程, 根据所述 PDP 上下文激活流程建立业务连接。
