[6] 在实现本发明的过程中, 发明人发现现有技术存在如下问题:
[7] 由于外呼的被叫移动用户在漫游情况下会被收取较高的漫游费用, 移动用户在 漫游情况下对业务推销活动不感兴趣, 从而降低呼叫中心外呼的业务效果, 而 且造成呼叫中心资源的浪费; 当普通用户呼叫移动用户吋, 该移动用户也会因 为不必要的呼叫而收取被叫较高的漫游费用。

[9] 有鉴于此, 本发明提供一种限制主叫用户呼叫的方法和系统, 解决主叫用户呼 叫漫游中的移动用户, 资费高的问题。
[10] 一种限制主叫用户呼叫的方法, 包括, 接收主叫用户所在移动交换中心发送的 请求消息, 确定所述请求消息中包含的被叫用户处于漫游状态后; 获取限制所 述主叫用户呼叫所述被叫用户的信息, 根据所述限制所述主叫用户呼叫所述被 叫用户的信息向所述主叫用户返回指示呼叫失败的响应消息, 以便于所述主叫 用户终止对所述被叫用户的呼叫。
[11] 一种限制主叫用户进行呼叫的方法, 包括, 接收主叫用户发送的査询请求, 所 述査询请求用于査询被叫用户是否处于漫游状态; 确定所述被叫用户处于漫游 状态后, 向所述主叫用户返回确认所述被叫用户处于漫游状态的査询响应信息 , 以便于所述主叫用户根据返回的所述响应信息终止对所述被叫用户的呼叫。
[12] 一种限制呼叫中心进行呼叫的系统, 包括, 主叫用户所在的移动交换中心, 用 于向业务决策设备发送请求消息; 业务决策设备, 用于接收所述请求消息, 确 定所述请求消息中包含的被叫用户处于漫游状态, 获取限制所述主叫用户呼叫 所述被叫用户的信息, 根据所述限制所述主叫用户呼叫所述被叫用户的信息向 所述主叫用户返回指示呼叫失败的响应消息, 以便于所述主叫用户终止对所述 被叫用户的呼叫。

[135] 本发明实施例通过接收包含限制主叫用户呼叫被叫用户的信息的初始检出点信 息, 判断被叫处于漫游状态, 并根据所述限制主叫用户呼叫被叫用户的信息向 所述主叫用户发送呼叫失败响应消息, 限制了主叫用户对漫游移动用户进行的 呼叫, 避免了移动用户在漫游情况下被收取较高的漫游费用。

[Claim 1] 一种限制主叫用户呼叫的方法, 其特征在于, 所述方法包括: 接收主叫用户所在移动交换中心发送的请求消息, 确定所述请求 消息中包含的被叫用户处于漫游状态后;
获取限制所述主叫用户呼叫所述被叫用户的信息, 根据所述限制 所述主叫用户呼叫所述被叫用户的信息向所述主叫用户返回指示 呼叫失败的响应消息, 以便于所述主叫用户终止对所述被叫用户 的呼叫。
[Claim 2] 根据权利要求 1所述的方法, 其特征在于, 所述接收主叫用户所在 移动交换中心发送的请求消息, 确定所述请求消息中包含的被叫 用户处于漫游状态包括:

根据预先配置的信息获得所述限制所述主叫用户呼叫所述被叫用 户的信息。

通过比较自身保存的本地拜访位置寄存器设备信息与被叫用户当 前拜访位置寄存器设备信息, 及, 自身保存的归属位置寄存器设 备信息与被叫用户当前拜访位置寄存器设备信息, 确定所述移动 用户处于漫游状态。
[Claim 7] 根据权利要求 3所述的方法, 其特征在于, 所述接收主叫用户所在 移动交换中心发送的请求消息, 确定所述请求消息中包含的被叫 用户处于漫游状态包括,
通过比较初始检出点消息中携带的被叫拜访地的移动交换中心地 址和被叫号码, 判断所述被叫用户处于漫游状态。
[Claim S] 一种限制主叫用户进行呼叫的方法, 其特征在于, 所述方法包括 接收主叫用户发送的査询请求, 所述査询请求用于査询被叫用户 是否处于漫游状态;
确定所述被叫用户处于漫游状态后, 向所述主叫用户返回确认所 述被叫用户处于漫游状态的査询响应信息, 以便于所述主叫用户 根据返回的所述响应信息终止对所述被叫用户的呼叫。

[Claim 10] 一种限制呼叫中心进行呼叫的系统, 其特征在于, 所述系统包括 主叫用户所在的移动交换中心, 用于向业务决策设备发送请求消 息;
业务决策设备, 用于接收所述请求消息, 确定所述请求消息中包 含的被叫用户处于漫游状态, 获取限制所述主叫用户呼叫所述被 叫用户的信息, 根据所述限制所述主叫用户呼叫所述被叫用户的 信息向所述主叫用户返回指示呼叫失败的响应消息, 以便于所述 主叫用户终止对所述被叫用户的呼叫。

呼叫中心, 用于根据接收到的所述呼叫失败响应消息, 终止对所 述被叫用户的呼叫。
[Claim 12] 一种业务决策设备, 其特征在于, 所述业务决策设备包括, 确定单元, 用于接收主叫用户所在移动交换中心发送的请求消息
, 确定所述请求消息中包含的被叫用户处于漫游状态; 获取单元, 用于获取限制所述主叫用户呼叫所述被叫用户的信息
发送单元, 用于根据所述限制所述主叫用户呼叫所述被叫用户的 信息向所述主叫用户返回指示呼叫失败的响应消息, 以便于所述 主叫用户终止对所述被叫用户的呼叫。

第一获取单元, 用于根据所述请求消息包含的指示信息, 获得所 述限制所述呼叫中心呼叫所述被叫用户的信息; 或,

接收模块, 用于接收业务决策设备返回的指示呼叫失败的响应消 息;
发送模块, 用于根据所述响应消息, 向与所述呼叫的被叫用户绑 定的其他用户终端发起呼叫或非语音通知, 或, 向所述呼叫的被 叫用户发送非语音通知。
[Claim 16] 一种限制呼叫中心进行呼叫的系统, 其特征在于, 所述系统包括 呼叫中心, 用于向用户的归属位置寄存器发送査询请求, 所述査 询请求用于査询用户是否处于漫游状态;
用户的归属位置寄存器, 用于接收呼叫中心发送的所述査询请求 , 确定所述用户处于漫游状态, 并向所述呼叫中心返回査询确认 信息以确认所述査询用户处于漫游状态, 以便于所述呼叫中心根 据返回的确认信息终止对所述用户的呼叫。
