Relation, ANR) 功能来添加相邻小区列表。 ANR功能就是通过 UE辅助测量新小 区并上报给基站, 基站完成添加相邻小区列表的功能, 不需要手动添加相邻小 区, 由系统自动完成。 在现有技术中, 通过周期性上报的方法, 即 UE根据系统 下发的周期, 每个周期上报测量到的相邻小区。

[33] UE在进行 ANR测量吋获取的测量信号的信号量可以和 UE在进行切换吋的测量 信号的信号量相同, 例如, 进行 ANR测量吋获取的测量信号的信号量和 UE在进 行切换吋的测量信号的信号量都为 RSRP, 或者 RSSI等; 也可以和 UE在进行切换 测量吋的测量信号的信号量不同, 例如, 进行 ANR测量吋获取的测量信号的信 号量为 RSRP, 而进行切换吋的测量信号的信号量为 RSSI。 优选地, 如果 UE获取 的测量信号的信号量和 UE在进行切换的测量信号的信号量相同, 为了减少测量 报告的反馈的数量, 当获取的测量信号的信号量满足切换门限值吋, UE可以只 上报切换测量报告, 而无需再上报 ANR测量报告。 因为 ANR门限值比切换门限 值低, 当信号量满足切换门限值吋, 也必然满足 ANR门限值, 基站在接收到 UE 上报的切换测量报告后, 同样会进行 ANR配置, 所以, 在这种情况下, 可以不 用同吋上报两个测量报告, 只需上报一个切换测量报告即可, 可以节省资源。 在 UE获取的测量信号的信号量和 UE在进行切换的测量信号的信号量相同的情况 下, 基站在发送的系统广播消息和 /或测量控制消息中表示 ANR门限值的 IE中, 也可以只表示一个相对于切换门限值的偏移量, 则 UE在接收到消息后, 可以根 据切换门限值和该偏移量得到 ANR门限值。

上报单元, 用于当所述获取单元获取的测量信号的信号量达到所述接收单 元接收得到的 ANR门限值吋, 上报 ANR测量报告。

所述的终端设备, 其特征在于, 所述接收单元还用于接收切换门限值, 所 述切换门限值高于所述 ANR
门限值; 所述测量信号的信号量与进行切换吋釆用的测量信号的信号量相 同;
所述上报单元还用于, 当所述获取单元获取得到的测量信号的信号量达到 所述切换门限值吋, 上报切换测量报告, 并停止上报所述 ANR 测量报告。
[7] 一种基站设备, 其特征在于, 包括:
下发单元, 用于向用户终端 UE下发 ANR门限值;
接收单元, 用于接收所述 UE上报的 ANR测量报告, 所述 ANR 测量报告为所述 UE测量到相邻小区测量信号的信号量达到所述 ANR 门限值吋上报的;
配置单元, 用于根据所述 ANR测量报告进行相邻小区列表的配置。

所述的基站设备, 其特征在于, 所述基站设备进一步包括: 决策单元, 用 于根据基站自身的决定或者接收到自组织网络 SON/网管 OAM决定启动 ANR测量的通知后, 触发所述下发单元向 UE下发所述 ANR门限值。
[9] 一种自动邻接关系测量方法, 其特征在于, 包括:
接收网络侧下发的 ANR测量启动通知, 所述通知要求周期上报 ANR 测量报告, 所述 ANR
测量启动通知由网络侧中基站自身决定并下发, 或者由所述基站在接收到 SON/OAM发送的 ANR测量启动通知后下发;
ANR告。 根据所述周期上报 ANR测量报告。
[10] 根据权利要求 9所述的方法, 其特征在于, 所述方法进一步包括:
接收网络侧下发的 ANR
测量停止通知, 并根据所述停止通知停止周期上报 ANR测量报告。

在接受网络侧下发的 ANR测量停止通知后, 接收网络侧下发的改变 ANR 测量上报形式的通知, 所述改变 ANR
测量上报形式的通知用于要求用户终端 UE进行事件触发的测量上报。
[12] 一种终端设备, 其特征在于, 包括:
接收单元, 用于接收网络侧下发的 ANR测量启动通知, 所述 ANR 测量启动通知要求终端设备 UE进行周期上报 ANR测量报告, 所述 ANR 测量启动通知由网络侧中基站自身决定并下发, 或者由所述基站在接收到 SON/OAM发送的 ANR测量启动通知后下发;
上报单元, 用于根据所述 ANR测量启动通知的周期上报 ANR测量报告。

所述的终端设备, 其特征在于, 所述接收单元还用于接收网络侧下发的 ANR测量停止通知;
所述终端设备进一步包括停止单元, 用于根据所述 ANR

测量报告后, 进一步根据网络侧下发的改变 ANR
测量上报形式的通知, 将所述上报单元的上报形式更改为事件触发; 所述上报单元进一步用于根据所述变更单元的要求, 进行事件触发的测量 上报。
[15] —种基站设备, 其特征在于, 包括:
下发单元, 用于向用户终端 UE下发 ANR测量启动通知, 所述 ANR 测量启动通知要求 UE进行周期上报 ANR测量报告, 所述 ANR 测量启动通知由网络侧中基站自身决定下发, 或者由所述基站在接收到
SON/OAM发送的 ANR测量启动通知后下发;
接收单元, 用于接收所述 UE上报的 ANR测量报告, 所述 ANR 测量报告为所述 UE根据所述 ANR测量启动通知周期上报的;
配置单元, 用于根据所述 ANR测量报告进行相邻小区关系配置。
[16] 根据权利要求 15所述的基站设备, 其特征在于, 所述下发单元还用于向
UE下发 ANR测量停止通知。
