　通信データの送信先の負荷を適切に分散する技術を提供する。 　負荷分散装置として機能するメッセージ出力サーバ１３０は、同じ機能を有する複数の装置のそれぞれの負荷状況を格納したデータベースを保持する負荷状況保持部１７４と、取得した通信データの送信先の装置が、負荷状況保持部１７４に負荷状況が格納された装置であったときに、その装置と同じ機能を有する複数の装置のそれぞれの負荷状況を負荷状況保持部１７４から読み出して、それらの負荷状況に応じて通信データの送信先の装置を決定するメッセージ出力制御回路１７１と、決定された送信先の装置に通信データを送出するメッセージ出力ポート１７３と、を備える。
