【課題】運転状況が変わっても精度良く運転者の状態を判定すること。 【解決手段】状態判定手段３３が、運転者の状態を表す状態測定値４１と、上記運転者の状態を判定する際の基準値としての判定閾値３７とを比較して、その比較結果に応じて運転者の状態を判断している。そして、閾値更新手段３９は、その状態判定手段３３によって、運転者が予め設定された時間にわたり同一の状態を継続していると判断された場合、その判定閾値３７を新たな判定閾値３７ａに更新する。
