Abstract
A network control device controls connection of terminals having radio access means of different types via a radio access network. By using a user reference corresponding to a terminal communication state, preferable radio access means is selected. By using an access point arranged in the radio access network corresponding to the selected radio access means, the terminal is connected to the mobile communication network. Thus, it is possible to provide a network control device which can select preferable radio access means in accordance with the terminal position, state, and the execution service type without requiring a particular report from the terminal and perform handover control across the radio access means.
