Definitions
- the present invention relates to a method for managing paid parking spaces, in particular on roads, using a parking ticket in the form of a transponder. It is now well known to manage paid parking spaces, on roads or in so-called "open" parks (as opposed to closed parks or car parks with barriers to enter and exit), using terminals payment devices such as parking meters. The motorist, after parking his vehicle in a paid parking space, goes to a parking meter located in the vicinity. He makes the payment of a certain amount of money corresponding to the time during which he wishes to park his vehicle on the occupied parking space. In exchange for this payment, the parking meter prints a ticket, showing the date and time of end of parking, as well as possibly the price paid by the user.
- Parking tickets issued by parking meters are simple pieces of paper on which parking information is printed. Whatever the chosen printing technique, thermal printing, • Matrix or other publishing such paper tickets has some drawbacks.
- the data printed on the parking ticket is static, in the sense that it cannot be changed. However, more and more, the motorist wishes that the amount of parking adapts to the time actually parked, and for this, that the parking time initially purchased on the payment terminal can be extended or reduced. This modification of the parking time implies being able to make the information initially printed obsolete.
- the life of paper-type parking tickets is limited. Indeed, the printing mode, in particular when it is a thermal printing, requires the use of paper with specific treatments, treatments incompatible with long exposure to heat and light. This is the case for tickets placed behind the windshields of vehicles for long-term parking (several weeks). Furthermore, the principle of printing the parking ticket on paper tends to increase the cost of operating the terminals for two reasons: the unit cost of each ticket printed and the cost of maintaining the printers. Indeed, the printers allowing the edition of paper parking tickets must include mechanisms with gears (for the paper drive), and printheads.
- the present invention therefore proposes to remedy these drawbacks, by replacing the parking ticket of the printed paper type, with an electronic ticket.
- This electronic ticket (card, token, etc.) uses communication technology with contactless type read / write means.
- the method according to the invention for managing paid parking spaces is of the type using a terminal establishing a parking ticket for a user, said ticket carrying parking data, such as a time limit for authorized parking, and being intended to be left in the user's vehicle to allow control by a surveillance officer.
- such a method is characterized in that said ticket is an electronic ticket of transponder type and in that the monitoring agent is provided with a portable reader making it possible to control by radio signal the data recorded in said ticket.
- the electronic ticket is a passive type transponder using inductive coupling to receive or transmit data, in accordance with the contactless technologies described in ISO 14443 or ISO 15593 standards in particular.
- the -invention -ta- payment terminal 'encodes ⁇ appropriate parking data on an electronic ticket presented by the user.
- a ticket produced for example in the form of an ISO plastic card (54mm x 85mm)
- the parking terminals such as parking meters, adapted to the implementation of such an electronic ticket, will be provided either with a ticket transmission and encoding device or, simply, with a title encoding device.
- the parking meter capable of creating electronic tickets will also be capable of only encoding a preexisting electronic parking ticket presented by the motorist.
- Parking meters not offering securities issuance will have the advantage of being very simple and therefore of being inexpensive.
- An encoding device indeed requires reduced preventive and curative maintenance compared to a transmission and encoding device, because unlike the latter it does not include moving parts (gears, ...) or parts wear.
- the ticket includes personal data relating to the user, these data being taken into account by the terminal to calculate the cost of the parking time requested from the user.
- the electronic ticket comprises an electronic circuit having appropriate means, such as E2PROM memories, allowing multiple re-use and rewritability of the ticket.
- the history of the parking data present on the electronic ticket presented by the user is taken into account by the terminal to calculate the cost of the parking time requested from the user.
- the electronic ticket is intended to be placed in a case stuck to the windshield, or in a case stuck on one of the side windows of the parked vehicle, and in particular according to the capacities of the recording equipment used and the characteristics of the vehicle windows.
- the portable reader used by the monitoring agent to control the data recorded in the ticket by radio signal is also provided with functions for editing tickets or sending data from parking by a mobile radio network, whatever its nature GSM, CDMA, TDMA, AMPS, DAMPS, GPRS, UMTS to a dedicated remote server.
- the parking data encoded in the parking ticket comprises the date and time of the end of parking and the means of payment used.
- the data encoded on the parking ticket includes the data usually printed on paper parking tickets such as the date and time of end of parking, but
- the operations of reading and writing the electronic title are protected either by security mechanisms and in particular authentication mechanisms, or by encryption mechanisms for communications.
- the parking data recorded in the parking ticket can be signed using an appropriate encryption algorithm, so that the control device can ensure their integrity and authenticity.
- This zone can be used to credit the time title to be used for parking, for example, based on payments already made (bonus for loyalty purposes) or by third parties having purchased credit rights (traders, ...) .
- Figure 1 is a schematic view of the paid parking management system implementing the method according to the invention.
- FIG. 1 where only the elements necessary for understanding the invention have been shown, two payment terminals for parking spaces have been represented belonging to a fleet of payment terminals scattered across a city.
- transponder type 2 This term transponder, abbreviation for transmitter / responder " will be “ used " here ⁇ in a generic " way “ to describe any circuit.
- electronic says “contactless”, capable of responding to a radio signal emitted by a "reader” device.
- transponder generally consists of an electronic chip comprising a microprocessor and a radio-frequency interface, connected to an antenna.
- Such a transponder 2 is for example delivered in the form of a ticket
- the parking meter 1 capable of creating electronic tickets is also capable of only encoding a pre-existing electronic parking ticket presented by the motorist.
- Terminal 1 is provided for this purpose with an appropriate man / machine interface implemented on the terminal, which then allows the motorist to choose when paying, either the issue of a ticket and its encoding, or simply the encoding of a preexisting card.
- An incentive to use a pre-existing card could be offered through appropriate pricing, for example the issuance of an electronic ticket being invoiced.
- Terminal 10 does not have any means of issuing a parking ticket, but only encodes data in a preexisting card 20 in the possession of the motorist so that this card becomes the parking ticket authorizing parking the vehicle 3.
- the history of parking data present on the electronic ticket presented by the user can be taken into account by the terminal to calculate the cost of the parking time requested from the user.
- This history or simply the last parking transaction can be printed from any terminal on a paper ticket in order to give visibility to the motorist of the information contained, in the case of disputing a fine for example.
- the ticket 21 issued by the terminal 1 can itself be of disposable type 10 for single use.
- the park of parking meters mixes parking meters of the parking meter type 1, that is to say electronic parking ticket dispensers and encoders and parking meters of the parking meter type 10, that is to say parking ticket encoders parking only, the latter representing for example 2/3 of the park.
- the present invention is not limited to this embodiment but also relates to a fleet entirely made up of parking meters of the type - of the parking meter 1 " or - well - again, " - entirely made up of parking meters of the parking meter type 10.
- the motorist only has to place this electronic parking ticket behind the windshield of his vehicle 3.
- the electronic ticket can be placed in a case stuck to the windshield, or in a case stuck on one of the side windows of the parked vehicle 3, and in particular according to the capacities of the control device used and the characteristics of the vehicle windows.
- the parking attendant therefore simply has to approach his portable control device 4 which reads the parking information carried by the card 2 using appropriate contactless technology and deduces whether the vehicle is in regular parking or not.
- This device 4 makes it possible to read through the windshield all of the parking data relating to the transaction stored in the parking ticket 2, to verify their integrity, authenticity and validity.
- the tickets issued by the terminal 1 are body tickets 10 made of cardboard paper. These dimensions are for example in accordance with ISO format (54mm x 85mm). Obviously the invention is not limited to this format and applies to all formats and in particular the Edmonson 67mm x 30mm format.
- the integrated circuit has in particular the function, in the case of a passive transponder, that is to say without its own energy source, to operate the remote power supply, that is to say to rectify the electromagnetic signal by a frequency data (for example 13.56 MHz) transmitted by a base station (parking meter or supervisor's shower) operating the writing or reading of the data contained in said ticket, and received by means of the antenna so as to provide l energy to power the integrated circuit.
- the integrated circuit also has the function of receiving and / or transmitting information by modulation of the electromagnetic signal used as a carrier.
- the production of such cardboard transponder tickets is for example described in patent application FR2796183.
- the invention is not limited to a specific contactless identification technology but relates to all contactless identification technologies (not opposed to the ohmic connection requiring physical contact between two conductive surfaces) capable of be implemented, and in particular inductive technologies (for example as described in standards ISO 14443 "contactless integrated circuit cards - proximity cards” (or PICC) and ISO 15693 “contactless integrated circuit cards ⁇ 15 vicinity cards” (or VICC )), capacitive (see ISO 10536), hyper or radio frequencies (ISO / IEC 18000; ETSI 300 440, etc.) or even infrared.
- femptoi ticket or " parking card-type ayan a flattened rectangular body is not limiting of the present invention.
- the invention applies to any type of transponder, that is to say capable of responding to a radio signal emitted by a reader, whatever its form.
- the parking meters 1 or 10 conventionally comprise a certain number of particular elements inherent in such an apparatus.
- visualization and data entry organs such as a screen, a keyboard with keys, as well as means of payment comprising a card reader and / or a coin collection device, etc.
- These devices are also fitted with contactless encoding means adapted to the technology of the transponder 2. They therefore include a cavity 12 where the cards 20 can be placed near which extends an antenna controlled by an appropriate electronic circuit.
- parking ticket machine 1 it also includes means for editing contactless tickets. All these means are known in themselves5 and will not be detailed further.
- the motorist therefore carries out a parking transaction in a conventional manner by introducing coins or by debiting a payment card which corresponds to the desired parking time.
- the user validates his transaction then presents a card or electronic token of contactless technology 20 in order to receive the data related to his parking by introducing it into the orifice 12 provided for this purpose on the terminals. He can also obtain, if he is on terminal 1, the edition of a specific contactless ticket 21. He then places this parking ticket 20 or 21 in a case stuck to the windshield of his vehicle -3 .-The title -of-parking-place thus placed can be controlled by an electronic device 4. Obviously the invention is not limited to the embodiments described which have been presented only by way of nonlimiting examples.
- the parking data recorded in the electronic parking ticket can be signed using an appropriate encryption algorithm, so that the recording device can verify their integrity and authenticity.
- the electronic parking ticket can be presented again on the payment terminal 1 or 10 during the current parking in order to be extended or stopped. This modification of the parking time previously paid gives rise respectively to a new payment or a reimbursement of the unused parking time.
- the encoded data remain in accordance with the parking amount (s) actually paid.
- the parking data likely to be encoded on the electronic parking ticket includes the data usually printed on paper parking tickets such as the date and time of end of parking, but also more precise parking data such as the means of payment used, data not printed on paper tickets due to the limited surface area thereof.
- this device can also be equipped with functions for editing tickets or sending parking data by mobile radio network, whatever whether -sa-nature: ⁇ -GSM, -CDMA, -TDMA, - AMPSy -AMPSy-to " a dedicated -distant -server.
- the electronic parking ticket 20 contains the profile of the motorist, that is to say his parking rights (resident, subscriber, etc.). If presented at the start of the transaction, it can allow terminal 1 to take into account the parking rights of the motorist, in particular the pricing law.
- the parking ticket 2 is not presented by the motorist at the end of parking for updating but issued by the parking meter 1 with the data relating to the parking transaction.
- the parking ticket 2 is shown a second time at the parking meter 1 so that the transaction can be extended or stopped.
- extension or stop the motorist must introduce a means of payment in order to pay for the extension of his parking or recover the amount (on a payment card) corresponding to the unused parking time.
- the ticket in the case of long-term parking, the ticket can remain in the vehicle for several weeks without any physical deterioration of the support and therefore of the parking data to be checked. , does not occur.
