- the method thus includes the steps of providing a foil on which the desired images may be formed, forming representations of the images on the foil and transferring the foil to the blank. Transfer may be by a thermal transfer technique.

- the method includes the step of causing the desired images to be formed in reverse orientation on the foil. Thereafter, in a still further preferred form of the invention, the method includes the additional step of applying a layer of reflective material over the foil. There may be the further step of removing excess reflective material from the blank.

- the licence plate includes a layer of reflective material located behind the images, when viewed in operative configuration.
- the reflective material may be in the form of a coating applied to the first major surface prior to application of image-bearing material.

- the images are represented on the image-bearing material in reverse transposition, so that when viewed through the substrate, they appear in correct orientation.

- the system includes a data bank containing data relating to motor vehicles and road users, means for digitally transferring representations of desired licence images associated with a particular vehicle and an encoded version of such images to a licence blank, reader means for reading the encoded images, connectivity means for providing online connectivity between the reader means and a data bank and output means for outputting data, relating to the vehicle with which the encoded images are associated, to a display means.
- the display means may be a printer, an audio output means or a visual display unit.
- the digital transfer means may include means for transferring indicia relating to the licence plate manufacturer on to a manufactured plate. Such indicia would preferably include a certification code relating to the identity of such manufacturer.
- the inventive method of manufacturing licence plates involves the use of digital image transfer and extends to the provision of a closed system for the issuing of licence plates to motor vehicle owners.
- the inventor envisages that this system may assist in combating motor licensing irregularities that may even involve fraud.
- the closed system for licensing would comprise the following features: the registration of licence plate manufacturers with a regulatory authority so that a data bank is created having details of registered authorised manufacturers.
- this authority could be a state run quality certification body such as the South African Bureau of Standards. It could also be a law enforcement agency, such as a policing body, or a quasi-judicial authority.
- the body would licence manufacturers to manufacture licence plates. Unless a manufacturer has such a licence, it would be precluded from purchasing the means to manufacture licence plates.
- the authority body would have the authority to generate and issue registration numbers for motor vehicles, which numbers would be required to be displayed on the relevant licence plate.
- these numbers would be issued in a regular, unencoded form, as well as in an encoded form, such as a barcode.
- it could be provided in an electronic form by way of a signal from a transponder, or a code in a smartcard or chip embedded in the licence plate substrate.
- the licence plate manufacturer would be suitably equipped to decipher or read the encoded licence number images and reproduce them on a licence plate, so that the number thus displayed on the plate corresponds to that which was generated and issued by the correct authority (the authorised number).
- the manufacturers equipment will inscribe on the licence plate blank not only the registration number images to be displayed, but also further relevant information.
- Such information may include the number in its encoded form as well as indicia representative of the identity of the manufacturer.
- the equipment of the enforcement authorities would include a data bank containing data relating to motor vehicles and road users, a reader for reading the encoded images present on a licence plate being investigated, connectivity means for providing online connectivity between the reader and a data bank, which would be remotely located, for instance at a central archiving facility, and output means for outputting data relating to the vehicle with which the encoded images are associated to a display that is present in the field at a mobile unit and/or at a control point.
- the display means may be a printer, an audio output means or a visual display unit.
- the digital transfer apparatus will include a processing zone and feeder means and be suitably sized and configured for receiving and feeding to the processing zone a licence plate blank.
- the apparatus will further include means associated with the processing zone for transferring indicia relating to the licence plate manufacturer on to a manufactured plate.
- indicia would preferably include a certification code relating to the identity of such manufacturer. It is envisaged that only specific alphanumeric fonts approved by the regulatory authorities will be made available, so that the proliferation of illegal or noncompliant licence plates can be curbed.
- the digital transfer means is preferably programmable to be able to print only authorised fonts.
- the system as envisaged makes use of the inventive method of applying digital image transfer technology to the manufacturing of licence plates.
- the method as tested includes providing digital image transfer apparatus adapted to be able to receive a licence plate blank for processing, inputting the desired images for the licence number and causing these to be inscribed on the blank. The blank is then removed from the apparatus and attached to an intended motor vehicle.
- a blank plate is provided as a substrate having major surface preconditioned to receive an Image-bearing material.
- the substrate may be any suitable rigid material - transparent or opaque - and is cut or shaped into the correct configuration for end use as a licence plate.
- the material is selected from metals and plastics.
- a preferred plastics material is an acrylic resin.
- the substrate is preconditioned to be receptive to the affixation of a coating, such as a foil.
- the preconditioning preferably includes preparing the surface by reducing the surface roughness.
- the extent of the roughness reduction that is required is such that the resultant surface finish is suitably smooth to receive an image-bearing material, such as a resin-based foil.
- an image-bearing material such as a resin-based foil.
- the image-bearing material in the form of a coating, is provided and the desired images - numbers, letters and/or other symbols and pictographic images - are caused to be digitally inscribed thereon.
- the coating is then transferred to the substrate and is caused to be affixed thereto, preferably by thermal means, so that the images are visible and readable from the display side - i.e. through the transparent substrate.
- a reflective material may be applied over the coating bearing the images, so that the images are not obscured.
- the reflective material may be any suitable pigmentation means providing a reflective finish. Suitable examples are the 3M ScotchLite Series 280 and 2801 Reflectives Tm , supplied by the 3M Corporation of Minnesota, USA.
- a licence blank having a major surface preconditioned to receive licence images.
- the images are applied to the acrylic blank in reverse orientation and the images may be overcoated with a layer of reflective material.
- a transparent acrylic substrate 10 has major surface 12 conditioned to provide a smooth, foil-receptive finish.
- the images are applied in reverse transposition to the foil 14, so that when property viewed from the direction shown by arrow 16, they appear in correct orientation.
- a layer of reflective pigmentation 18 is applied to the rearward side of the foil 14.
- an aluminium substrate 20 has a major surface preconditioned to present a smooth foil-receptive finish and applied to it a reflective colouring material 22. Onto that is applied a resin-based foil 24 containing the desired thermally-transferred licence images in normal orientation, when viewed in the direction given by arrow 26. To reduce the risk of damage to the displayed images, a protective layer 28 of UV and abrasion-resistant material is applied.
- An example of such material is supplied under the trade mark Abrasion Guard Tm by Gerber Scientific Products, Inc. of Manchester, CT, USA.
- the licence plates thus produced may be fitted to a vehicle by any suitable means, such as are known in the art.
