Abstract
Cosmetic composition for eyes and face having the form of a double-phase liquid, exhibiting an aqueous phase and an oily phase, in which the aqueous phase comprises approximately between 2 and 20 %, by weight, of humectant, approximately between 0,1 and 2 %, by weight of surfactant, approximately between 0,5 and 2,5 %, by weight, of emulsion inhibitor, approximately between 0,1 and 1 %, by weight, of a preservative, approximately between 0 and 1,0 %, by weight, of emulgator and approximately between 0,000002 and 0,0011 % (approximately 0,02-11 ppm), by weight, of buffer, being the remaining to complete 100 % constituted of an adequate vehicle; and in which the oily phase comprises a system constituted of approximately 0 to 70 %, by weight, of a solvent constituted of combined cyclomethicone/dimethicone or only dimethicone and 0 to 100 %, by weight, of a superior aliphatic hydrocarbonate.

Title: "COSMETIC COMPOSITION FOR EYES AND FACE"
Technical field
The invention relates to a cosmetic composition for eyes and face as a whole, to be used for waterproof and non-waterproof make-up removal, constituted of two different phases, an inferior phase, or aqueous phase, containing surfactant agents and a superior phase or oily phase.
The aqueous phase is constituted of sterile demineralized water.
A surfactant agent, which can be of the cationic, anionic, non-ionic or amphoteric type is, preferably, present in the aqueous phase. Among the non-ionic surfactant agents contained, preference is given to ethyiene oxide and propylene oxide condensates.
Among the cationic surfactant agents contained, preference is given to alkyl dimethyl benzyl ammonium chloride condensate.
Summary of the invention Among the emulgators
Dimethicone copolyol, glycol silicone copolymers.
These are fluids which act as artificial tension reducers, humectant agents, emulgators.
Additional benefits include emollient properties, reduction of tackiness and irritability, moisturising properties, softness and foam formation
Dimethicone copolyols are surfactants and form a mild and moisturising foam, providing a softness and smoothness sensation The aqueous phase can also contain preservative agents, buffer, sodium chloride, and humectant and emulgator agents
Among the humectant agents is possible to name propylene glycol and glycerin
The oily phase of the composition for make-up removal, according to this invention, is constituted of a mixture of mineral and silicone oils Among the mineral oils, is possible to name, particularly, the superior aliphatic hydrocarbonates Among the silicone oils, is possible to name cyclomethicone and dimethicone

The double-phase make-up removal composition, according to the invention, is obtained through conditioning, in a flask, 60% of the aqueous phase (A) and 40% of the oily phase (B) Bellow, several preferred formulations for the present invention composition are illustrated

Manufacturing Process Each aqueous phase component should be added separately under low and constant stirring.
Homogenise the oily phase components. Fill separately, in a 60% aqueous phase and 40% oily phase ratio.

Action Mechanism
The cosmetic composition for eyes and face, as a whole, is used for waterproof and non-waterproof make-up removal. It loosens and removes skin make-up and impurities through solvent action, and does not cause itching The invented composition is a double-phase make-up remover, in which one phase, characterised as oily phase, exhibits chemical affinity with the raw materials usually contained in waterproof make-up This same phase also removes non-waterproof make-up
The other phase, characterised as aqueous phase, containing a low concentration of surfactants, removes non-waterproof make-up and does not cause drying sensation
Uses and Advantages
There are waterproof and non-waterproof make-ups.
A make-up remover can act only as a non-waterproof make-up remover or both
To be effective, a make-up remover formulation acting only as non-waterproof make-up remover, can contain an high surfactants concentration.
A make-up remover formulation acting as waterproof and non-waterproof make-up types remover is, usually, based on components exhibiting chemical affinity with raw materials characterised by the fact of forming a water insoluble film (petroleum derivatives and poly- vinylpyrrolidone copolymers (PVP) and long chain alkyl olefins). The make-up remover formulations having the function of removing waterproof and non-waterproof make-ups exhibit high concentrations of raw materials which are able to remove the water insoluble film, usually oils or an high surfactants concentration
The main disadvantage of formulas containing high surfactants concentrations is their uncomfortable application, mostly causing itching, irritation and redness, dryness sen- sation after use They are not indicated for persons having dry skin.
These formula types make it particularly difficult to conciliate a good make-up removing ability and maintenance of the skin's normal conditions.
The invented make-up remover was developed to remove waterproof and non- waterproof make-up and contains components exhibiting chemical affinity with raw materials which confer the status of waterproof or non-waterproof to the make-up. It does not contain high surfactants and/or oils concentration, being a double-phase composition (oily and aqueous), extremely well balanced, indicated for all skin types.
The main advantage of this double-phase make-up remover is that one same formulation comprises an oily phase constituted of mineral oils and volatile silicone oils, not greasy, and an aqueous phase comprised of low surfactants concentration

Claims
1. Cosmetic composition for eyes and face, characterised by the fact of being a double-phase liquid, having an aqueous phase and an oily phase, in which the aqueous phase comprises approximately between 2 and 20%, by weight, of humectant, approximately between 0,1 and 2%, by weight, of surfactant, approximately between 0,5 and 2,5%, by weight, of an emulsion inhibitor, approximately between 0,1 and 1%, by weight, of a preservative, approximately between 0 and 1,0%, by weight, of emulgator and approximately between 0,000002 and 0,0011% (approximately 0,02-11 ppm), by weight, of buffer, and the remaining to complete 100% being constituted of an adequate vehicle; and in which the oily phase comprises a system constituted by approximately between 0 and 70%, by weight, of a solvent constituted of combined cyclomethi- cone/dimethicone or only dimethicone and 0 to 100%, by weight, of a superior aliphatic hydrocarbonate.
2. Composition according to claim 1 , characterised by the fact that the double- phase liquid contains approximately 60%, by volume, of the aqueous phase and approximately 40%, by volume, of the oily phase.

Composition according to claim 1 , characterised by the fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as the first humectant, 2-10%, by weight, of glycerin as the second humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1 ,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1 ,0%, by weight, of benzalconical chloride as the first surfactant, 0,1 to 1 ,0%, by weight, of Poioxamer as the second surfactant, 0,1 to 1 ,0%, by weight, of dimethicone copolyol as emulgator, 0,000001 to 0,0001%, by weight, of potassium phosphate as the first buffer and 0,000001 to 0,001%, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, constituted of demineralized water as vehicle; and the oily phase is comprised of 50 to 70% of combined cyclomethicone/dimethicone and of 30 to 50%, by weight, of a superior aliphatic hydrocarbonate as solvents.

Composition according to claim 1 , characterised by the fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1 ,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1 ,0%, by weight, of benzalconical chloride as the first surfactant, 0,1 to 1 ,0%, by weight, of Poioxamer as the second surfactant, 0,000001 to 0,0001%, by weight, of potassium phosphate as the first buffer, and 0,000001 to 0,001%, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, consti- tuted of demineralized water as vehicle, and the oily phase is comprised of 50 to 70% of combined cyclomethicone/ dimethicone and 30 to 50%, by weight, of a superior aliphatic hydrocarbonate as solvents.

Composition according to claim 1 , characterised by the fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1 ,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1 ,0%, by weight, of benzalconical chloride as surfactant, 0,1 to 1 ,0%, by weight, of dimethicone copolyol as emulgator, 0,000001 to 0,0001%, by weight, of potassium phosphate as the first buffer and 0,000001 to 0,001%, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, constituted of demin- eralized water as vehicle, and the oily is comprised of 50 to 70% of combined cyclomethi- cone/dimethicone and 30 to 50%, by weight, of a superior aliphatic hydrocarbonate as solvents

Composition according to claim 1 , characterised by the fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1 ,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1,0%, by weight, of benzalconical chloride as the first surfactant, 0,1 to 1 ,0%, by weight, of Poioxamer as the second surfactant, 0,1 to 1 ,0%, by weight, of dimethicone copolyol as emulgator, 0,000001 to 0,0001%, by weight of potassium phosphate as the first buffer and 0,000001 to 0,001%, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, constituted of demineralized water as vehicle; and the oily phase is comprised of 50 to 70% of dimethicone and 30 to 50%, by weight, of a superior aliphatic hydrocarbonate as solvents.

Composition according to claim 1 , characterised by the fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1 ,0%, by weight, of benzalconical chloride as the first surfactant, 0,1 to 1 ,0%, by weight, of Poioxamer as the second surfactant, 0,1 to 1 ,0%, by weight, of dimethicone copolyol as emulgator, 0,000001 to 0,0001%, by weight, of potassium phosphate as the first buffer, and 0,000001 to 0,001 %, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, constituted of demineralized water as vehicle; and the oily phase is comprise of 50 to 70% of combined cyclomethi- cone/dimethicone and 30 to 50%, by weight, of a superior aliphatic hydrocarbonate as sol- vents.

Composition according to claim 1 , characterised by the fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1 ,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1 ,0%, by weight, of benzalconical chloride as the first surfactant, 0,1 to 1 ,0%, by weight, of Poioxamer as the second surfactant, 0,1 to 1 ,0%, by weight, of dimethicone copolyol as emulgator, 0,000001 to 0,0001%, by weight, of potassium phosphate as the first buffer, and 0,000001 to 0,001%, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, constituted of demineralized water as vehicle; and the oily phase is comprised of till 100% of superior aliphatic hydrocarbonate as solvent.

Composition according to claim 1 , characterised by fact that: the aqueous phase is comprised of 2-10%, by weight, of propylene glycol as humectant, 0,5 to 2,5%, by weight, of sodium chloride as emulsion inhibitor, 0,1 to 1 ,0%, by weight, of benzyl alcohol as preservative, 0,1 to 1 ,0%, by weight, of benzalconical chloride as surfactant, 0,1 to 1 ,0%, by weight, of dimethicone copolyol as emulgator, 0,000001 to 0,0001 %, by weight, of potassium phosphate as the first buffer and 0,000001 to 0,001%, by weight, of sodium phosphate as the second buffer, being the remaining to complete 100%, by weight, constituted of demineralized water as vehicle; and the oily phase is comprised of 50 to 70% of dimethicone and 30 to 50%, by weight, of a superior aliphatic hydrocarbonate as solvents.
