In order that the invention may be readily understood, reference will now be made to the accompanying drawing, in which:

In constructing the device, I prefer to strike the same-from one piece of sheet-steel,
so that it may be produced by dies and thus avoid the cost which would result from making the device by hand.
The device consists preferably of a round body portion l, having longitudinal arms 2 and 3 and a pair of transverse arms 4 radiating therefrom. Arms 2, 3, and 4 are provided with hooks 5, and 7, respectively, struck therefrom, hookll being considerably longer than its comp miens to render it more resilient than the same. Arm 2 is further provided with a hook 2a', for a purpose which will hereinafter appear.
y8 designates a latch pivotallysecured to` the body portion by a pin 9, and provided at its free end with a rib l0 adapted to depress the free end of hook 6 and engage a V-shaped notch ll in the upper end thereof.
12 designates a cable which may consist either of cord or flexible Wire, attached to theouter terminal of arm 3, and'adapted vto be wrapped' around packages ofmail-matter, as shown in Fig. '3; Cabley 12 is provided at its free end with a ring 12 adapted to engage hook 2 2, y

In tying up' a ackage of letters or other mail-matter, the evice is placed against one side thereof and the cable is wound about reliably hold it in position. The free end of the cable is lthen drawn tightly between arm 3 and hook 6, which latter is pressed inwardly againstthe cable to firmly bind the samey between said hook and the arm 3. Latch 8 is then swung around over the hook to hold the same firmly in engagement with .the cable, the hook being held in position by rib 10 engaging the V-shaped notch 1I of the upper end of arm 6. The remainder of the cable, if any, is then wound around the package and'secured by engaging hook 2a with the ring 12a on the end of said cable.
Having thus described my invention, what I claim is:
A device of the character described, consisting of'a body portion, arms projecting therefrom, resilient hooks struck from said arms, a cable attached to one of the arms and adapted to engage one ofy said hooks, and a latch pivotally secured to the body portion and adapted to engage and depress the cable between said hook and its respective arm.
