To all whom it may concern:

Be it known that I, CLAUDE E. VATTER- SON, a citizen of the United. States, residing at Nashville, in the county of Davidson and State of Tennessee, have invented or discovered certain new and useful Improvements in Newspaper Files or Binders, of which the following is a specification, reference being had therein to the accompanying drawings.

This invention relates to files or binders for holding newspapers and the like for use in reading rooms and similar places.

The objects of my invention are to pro duce a file to which the papers may be easily and quickly applied which will securely hold said papers, which is adapted to be permanently attached to some fixed object, such as a table, to prevent misplacing or removal of the file, but which will when so fixed permit a free manipulation of the papers to render all parts thereof equally accessible.

Other objects of my invention, together with means whereby the same may be carried into effect, will best be understood from the following detailed description of one form or embodiment thereof shown in the accompanying drawings.

It is to be understood, however, that the construction shown and described has been chosen for illustrative purposes merely, and that the same is capable of wide variation without departing from the spirit and scope of the invention.

In said drawings :-F igure 1 is a plan view of a file constructed in accordance with my invention, Fig. 2 is a side elevation, and Fig. 3 an end view thereof, and Figs. 4 and 5 are a plan and elevation respectively of the clamping bar removed.

In the construction shown the file or binder comprises a base member or bar 12 and a cooperating clamp or clamping bar 13, said bars being adapted to receive be tween them the papers to be bound. The member 12 is provided with one or mor laterally projecting rods or pins let on which said clamping bar 13 is slidably mounted, said rods or pins passing through suitable apertures 15 in said bar 13. Means are provided for securing said clamping bar 13 in place on said rods or pins 14:, said means preferably comprising one or more flat springs 16 riveted or otherwise suitably atthe surface of said bar 13, as shown in Fig;

5, and when in such position the openings 18 and apertures 15 are slightly out of register, as shown in Fig. 1, the distances between the points of attachment 17 and the openings 18 being slightly greater than the distances between said points 17 and the apertures 15.

In order to apply a paper to the file as above described the bar 13 is removed, the paper is impaled on the rods or pins 14:, said paper being first suitably perforated if desired, and the bar 13 then reapplied to said rods or pins and forced downwardly or toward the bar 12. During such downward movement the ends of the rods 14. engage the springs 16 at one side of the openings 18 and raise said springs until said openings 18 are brought into alinement with said rods. Thereafter said springs 16, under the influence of their elasticity, will tend normally tightly to engage said rods 14, as shown in Fig. 2, and resist or prevent movement of said bar 13.

Means are herein shown for pivotally securing the above described file or binder to a fixed support, such as a table. To this end the bar 12 is preferably provided with reduced end portions 19, forming trunnions or pivots adapted to be received in suitable bearing openings in brackets 20, said brackets having means, such as apertures for screws 21, whereby said brackets may be secured to a table or other fixed support 22.

With the foregoing construction, as will be seen, the file or binder is permanently secured in place and cannot be carried off, while by virtue of the pivotal mounting of the bar 12 the papers'and attached file can be .freely manipulated, making every page or sheet thereof equally accessible. In Figs. 1, 2, and 8 the file is, for convenience, shown in a substantially upright position, although, as will be obvious, said file is free to move into any position about the axis of the pivots 19.

Having thus described my invention I claim and desire to secure by Letters Patent:
