Specification of Letters Patent.

To all whom it may concern.'
Be it known that I, JOHN T. BIBB, a resident of Tacoma, in the county of Pierce and State of Washington, have invented certain new and useful Improvements in Seal-Locks and I do hereby declare the following to be a full, clear, and eXact description of the invention, such as will enable others skilled in thel Aments of parts, as will be more fully hereinafter described, and pointed out in the claims.
In the accompanying drawings, Figure 1 is a view in elevation, illustrating my improvements. Fig. 2 is a view in vertical section on the line :z: of Fig. 1. Fig. 3 is a perspective view of the hasp. Fig. 4 is a view in section on the line y y of Fig. 1. Figs. 5 and 6 are views of the lockingpin, and Fig. 7 is a view showing the pin being inserted.
1 represents a car-door, and 2 a frame or car-body.
3 is a hasp having suitable connection with the door to give it free vertical and lateral swinging movement. On this hasp 3, at or near its free end, a block 4 is secured or cast integral therewith and is adapted to fit between outwardly-projecting parallel arms or lugs 5 on frame 2, said arms being preferably formed by bending the ends of a plate 6 at right angles, and said plate 6 is secured to frame 2 in any approved manner.
7 is thelocking-pin, which-is passed through alined openings in the arms 5 and block 4, and the removal of this pin 7 cannot be effected without destroying a seal S, as will hereinafter appear. Block 4 is provided with an elongated recess extending downward from its upper edge to receive the fragile seal S, land the front of the block has an opening through which the seal can be read, yet which is sufliciently small to prevent any removal of the seal therethrough. Back of this sealrecess is an opening 9 through the block to aline with'openings in the arms 5 and receives the locking-pin 7. The rear wall of this opening has an elongated slot 10 and opening 11 at the lower end thereof, and a recess 12 is provided back of the slot 10, alining with a notch in the upper arm 5, all for a purpose which will hereinafter appear.
Pin 7 is provided with cutter 13, pivotally secured in a slot in the pin and so balanced as to normally rest with its cutting edge at right angles to the pin. This cutter 13 has an arm 14 with head 15 thereon normally located in a recess in the rear face of the pin, but which when the pin is inserted in the lock with its cutter 13 resting parallel therewith will eX- tend outward from the pin and be held by the slotted portion 10 until the cutter passes the seal, when the cutter will fall to horizontal position.
The operation of my improvements is as follows: The seal is placed in the block 4 and the latter located between arms 5. Pin 7 is then inserted, and the head 15 of arm 14 will be held back of the slotted portion 10 to hold the cutter out of engagement with the seal while the pin is being inserted, and when the head 15 reaches the enlarged lower end 11 of slot 10 the cutter will fall to horizontal position and prevent any possibility of the pin being removed without severing the seal, as the head 15 cannot pass through slot 10 in withdrawing, for the cutter does not engage the seal until after the head 15 passes the enlarged lower end 11 of the slot 10.
The lower end of the pin 7 is provided with a slot 17 to receive the ordinary metal seal wherever desired, and a great many changes might be made in the general form and arrangement of the parts described without departing from my invention. Hence I do not restrict myself to the precise details set forth,
but consider myself at liberty to make such 95 slight changes and alterations as fairly fall within the spirit and scope of my invention.
Having fully described my invention, what I claim as new, and desire to secure by Letters Patent, is
1. In a seal-lock the combination with parallel arms adapted for attachment to acar, of a hasp adapted for pivotal attachment to a door and having a block at its free end to be swung between the parallel arms on the car, 1o 5 said block having a recess for the reception of ay fragile seal, and said arms and block having openings adapted to aline, a pin to pass through said alined openings, a pivoted sealcutter carried by the pin, and means coper- 1 1o IOO ating with the block and cutter for retaining the latter out of engagement with the seal when the pin is being entered.
2. In a seal-lock, the combination with parallel arms, of a block to be located between the arms and having a recess for a fragile seal, means carrying the block, a pin to enter alined openings in the arms and block, a pivoted seal-cutter on the pin, provided with an arm having a head movable back of a slotted portion of the block to hold the cutter out of engagement with the seal when the pin is entered.
3. In a seal-lock, the combination with parallel arms and a hasp, of a block on the hasp to enter between the arms and having a recess therein, a fragile seal located in said recess and exposed by an opening in the block, a in to enter alined openings in the arms an block, a cutter pivoted to the pin, and means cooperating with the cutter and block for holding the cutter out of engagement with the seal when the pin is being entered and said means compelling the cutter to sever the seal when the pin is Withdrawn.
' 4. In a seal-lock, the combination with parallel arms, and a hasp, of a block on the hasp to enter between the arms, and having a recess in its top, a fragile seal in said recess exposed by an opening in the block smaller than the seal, a pin to enter alined openings in the arms and an opening in the block back of the seal7 a cutter pivoted to the pin, and provided with an arm having an enlarged head cooperating with the block for holding the cutter out of engagement with the seal in entering and compelling its operation upon withdrawal.
