SPECIFICATION forming part of Letters Patent No. 506,191, dated October 3, 1893.

.To all whom it may concern.-
Be it known that I, ALEXANDER DOM, a citizen of the United States, residing at Mount Healthy, Hamilton county, State of Ohio, have invented certain new and useful Improvements in Paper-Files, of which the following is a specification, reference being-had to the accompanying drawings.
My invention has for its object the construct'ion of an efficient device for temporarily filing papers of various kinds, and is more especially designed for use in transportation offices for filing way-bills and other papers that are frequently referred to, the construction of the file being such as to render the contents of the file accessible in a moments time, and also provides for the security of the papers filed therein, as will more fully hereinafter appear.
In the aecompanying'drawings:Figure 1, is a perspective view of a file embodying my invention, the said view illustrating the preferred construction of same. Fig. 2, is a top view of the file shown in Fig. 1, with the cover and contents removed, the clamping device and its swinging support being thrown back, in which position the papers are placed upon or removed from the file, as desired. Fig. 3, is a side elevation of the file in an operative position, a portion of the base and lid being broken away while the dotted lines indicate the frame support thrown back, as in Fig. 2.
A, represents the base and B the cover, which latter is preferably hinged to'the rear strip, b, in any suitable manner. Near the rear end portion of the base is pivotally connected the frame support for the clamping device, said support preferably consistingof a rod or wire bent upon itself to form the top horizontal portion, at, end vertical portions, 6L2 and lower horizontal portions, of, which latter form the journals upon which the support is vibrated,see dotted lines in Fig. 2. This swinging frame support may be pivoted to the base in any desired operative manner, one mode being shown, which consists in securing the journals 0. within a groove in the top of the base, and then covering said journals with a plate, D, secured to said base. If said journals extend only partially across said base, as shown in Fig. 2, the ends of said journals are preferably provided with lugs, a ,the
lug on each 7 journal projecting through an opening, d, in the retaining plate, thus permitting the frame support to swing backward.
To the base, and at each side thereof, is attached a stop-lug, 01 for limiting the forward swinging movement of the portions a of the frame support. lVhen constructed as shown, these stop-lugs are formed integral with plate D, by turning up a projecting portion on each .end thereof. Before the frame support is completely formed, a spring clamp, E, is secured upon the end portions a of said frame, which clamp preferably consists of a flat strip of spring metal, having openings near the ends thereof, through which the vertical portions a of the frame are passed.
To the spring clamp, near the center there of, is attached a follower or platen, F, which latterand its clamp are provided with openings e, (see Fig. 2) which latter register with and encircle the filing rods or tubes, G, when in an operative position as shown in Fig. 1, said rods ortubes being attached to the base of the file. The openings e in the end portions of the clamp are somewhat elongated, the distance between said openings being greater than the distance between the vertical portions, a except at the top outwardly curved portions a thereof. The object of this construction is to cause the spring E to bind against and clamp the vertical portions a so long as there is any upward pressure upon the center of the spring or its platen. The strip 1) to which the cover is hinged is perforated to permit said strip to pass down over and around the tubes G.
The operation of my improved file is as follows: Suppose the file be in an operative position, as shown in Fig. 1, the operator, in order to remove or file a paper, grasps the free ends of the spring clamp E and pushes upward thereon, which will relieve the frictional connection with rods 0?, at which time said clamp and its follower are elevated from off the tubes,G, and the frame support with the clamp and follower are swung backward, as shown in Fig. 2, and by dotted linesin Fig. 3. The cover B and its strip b are next lifted from oi the filing tubes, at which time anv papers may be filed upon or removed there from, as desired. After having filed the desired papers, the cover and its strip are put to place, after which the frame support and its clamping device are swung upward and forward until the portions a strike against the lugs 01 at which time the said clamp and its follower are in position to slide down over and around the tubes G until the follower impinges against the top of strip 1), in which position said parts are securely locked by the frictional contact of the spring E against the rods a in the manner aforestated.
The advantages of my invention are apparent, being efficient and durable in operation and affording as it does a secure means for filing way-bills and the like. The hinged cover permits of the contents being readily examined without removal from the file and without operating any of its parts. The horizontal portion, a, of the frame support, serves as a handle by which the file and its contents can be readily carried from place to place, which is often required in handling transportation papers. This horizontal portion, a, also serves as a shield to cover the points of the filing tubes, thus relieving all danger from accident.
The clamping device, mounted upon the swinging frame, aifords a secure and simple locking device to retain the filed papers and cover in position, and said locking device is always in its proper place ready for action. The'tubes, G, are preferably formed hollow their entire length and pass through the base, which permits of a cord being passed through said tubes to tie and bundle the filed papers, when desired; but, I am aware that tubes for this purpose are old, and do not therefore claim them, broadly, as of my invention.
What I claim as new, and desire to secure by Letters Patent, is-
1. In a paper file, the base having filing tubes attached thereto, in combination with a clamp movably attached to a frame support, the latter being pivoted to said base, said clamp being adapted to slide down over said tubes to lock the filed contents, substantially as set forth.
2. The base having file-rods G attached thereto, and a cover detachably connected with said tubes, in combination with a suitable spring clamp adapted to slide down over said tubes and retain said cover in a locked position, said clamp being movably connected to a frame support, the latter being pivoted to said base for the purposes specified.
3. The filing rods G attached to base A, in combination with spring clamp E having openings 6, e therein, frame support having end portions a passed through said openings e said support being pivoted to said base, substantially as set forth.
4. The base A having the file-rods G attached thereto, in combination with follower F attached to spring clamp E, the latter being movably mounted upon a frame support, the latter being pivoted to said base, said follower and clamp being adapted to slide down over said file-rods, substantially as set forth. 5. The base having file-rods G attached thereto, in combination with spring clamp E having openings c and rods a passed through said openings, the distance between said openings being greater than the distance between said rods 6L2, the latter being pivoted to said base, as and for the purposes set forth.
6. A file having the vertical rods G, in combination with a spring clamp adapted to slide down over said rods, said clamp being mov' ably mounted upon a frame support pivoted to said base, said support consisting of a rod bent upon itself to form the horizontal portion a, end portions a and journals a as set forth.
7. In a paper file constructed substantially as set forth with file-rods, and a spring-clamp mounted upon a frame pivoted to the base of said file, the stop-lugs (1 attached to said base for limiting the forward movement of said frame.
8. The base A having the file-rods G, spring clamp E mounted upon rods a as set forth, the latter having journals a attached to said base by means of plate D, as set forth.
