SPECIFICATION forming part of Letters Patent No. 397,698, dated February 12, I889.
Application filed October 29, 1888. Serial No, 289,360. (No model.)
To all whom it may concern:
Be it known that I, FRANK J. COOPER, of Emporia, in the county of Lyon and State of Kansas, have invented a certain new and use ful Improvement in Shears, of which the following is a specification.
Myinvention relates to that class of shears having the upper blade and handle in two parts and pivoted and vibrating, while the lower blade remains practically stationary with respect to the upper one, but runs under the material to be cut.
My invention consists in the peculiar construction of the shank of the lower blade, and the combination with it of a plate or casting to hold the upper blade and handle in place, so as to avoid laterally separating the parts of materials cut, as will more particularly appear below.

It is desirable to provide sockets N and lugs or dowel-pins O to aid in secu ring the casting H to place upon the shank, connecting the lower blade and handle.
It will be observed that the shank has a horizontal part-,1", which projectsout from one side of the upper part of the heel of the lower blade, so as to leave no obstruction along the face Q of that blade. The result is that after the cut is made by the shears there is no strain on that side against the cut edge of material in a direction at right angles to the line of out. It will. also be observed that on the opposite side the plate l-l extends only part way down to the horizontal part of the shank. The result is a recess is formed between the horizontal partof the shank and the lower part of the plate H, so that the cut edge of the other part of the material also will not be subjected to strain at right angles to the direction of cut. Thus I provide an improved construction in this class of shears, by which the resistance which generally ensues in the effort to laterally separate the cut edges of materials is thoroughly avoided, especially in cutting carpets, paper, tin, sheet-iron, or any hard substance. What little strain there is on the material. cut with my improved shears is vertical, just sufficient to separate the cut portions peipendicularly, so that one part will go under the horizontal part of the shank P and the other over it. After the cut is made there is a perfectly free space in rear of the point of cut for each of the cut edges and nothing to wedge them apart laterally, so that the shears open and advance for a fresh cut withthe minimum of resistance. 7

In a pair of shears having the upper blade and handle in two parts, the horizontal shank of the lower blade at P projecting from the upper heel part of the blade and leaving a plain surface, Q, upon the heel part of the blade offering no obstruction to the cut edge of material on that side, in combination with the block ll, forming, with the shank P, the recess at T, so as to leave no obstruction to the passage of the cut edge of material on the other side, whereby all lateral strain upon the i cut edges of material is prevented, substantially as set forth.
