In a tool of the class'described, an elongated band, a loop fixture at one end of the hand through which the other end is slidable, said band being formed adjacent the other end with a series of spaced openings, a keeper fixture comprising a plate having a loop at one end through which the band is slidable and a projection intermediate its ends for insertion through the openings, said projection being open, a keeper hook engageable in the projection'and having an eye, said first mentioned fixture having an apertured ear, a pair of levers having ring extremities engageable with the eye and the ear, and means for pivotally connecting the levers intermediate their ends.v I

In a tool of the class described, an elongated band formed adjacent one end with a series of spaced openings, a plate having means engaging the band for slidably retaining the plate on the band, and a projection on the plate for reception in the openings, said projection adapted to be engaged by a tool engaging the opposite end of the band for contracting the latter.
