The opening 26 is of sufficient size to permit oi withdrawal of the head of the screw 27 therethrough, when the cap is in open position. The face of the recess 28 is provided with raised portions 30-30, which are located substantially at the medial portion of the recess 28, so that the head 29 of the screw 27 will ride thereunder when the cap 6 is turned on the base 5, as best shown in Fig. l. The cap 6 is provided with opposite laterally extending arms 3l-3l :tor imparting rotation to the cap, and the upper end of the cap is provided with an opening 32 for connection of a motormeter or some ornamental device, not shown.
In operation,`when in closed position, the cap 6 is arranged as best shown in Figs. 1, 3 and 4. Then it is desired to open the inlet to the radiator, the cap is rotated on the base 5 in a clockwise direction, as viewed in Fig. 2, the screws 19 and 27 traveling in their respective slots until they abut the ends of the slots and are in engagem-ent with the enlarge-d portions 23 and 26, respectively. The cap can then be raised permitting the screw 27 to entirely clear its respective opening, whereupon the cap is swung to one side as indicated in Fig. 5. The steps outlined above are reversed when closing and locking the cap, the locking Jfunction being per formed by the head of the screw 27 riding over the raised portions 30-30. These portions 30-30 will prevent any ordinary vibration from rotating the cap while in closed position, thus serving to firmly retain the closure in the desired position, the arms 31-31 lying parallel to the top of the radiator.
While I have described my invention as embodied in a specific structural arrangement, it is obvious that minor changes in the details thereof may be made within the purview of the in-vention and scope of the claims.
I claim:
l. In a Adevice of the class described, in combination, a base having an inlet opening therein, a closure seating over said opening, and means for guiding said closure in an axial rotative movement relative to said opening, a part of said means forming a pivot for eccentric displacement of said closure relative to said opening.
2. In a device of the class described, in combination, a base having an opening therein, a closure, a pivot member on the closure permanently engaging said base and adapted for concentric movement about the axis of said opening, and a locking member on said base adapted for concentric movement about the axis of the opening and readily disengageable from the base.
3. In a device of the class described, in con'ibination, a bas-e having an opening therein, a closure, a pair of pin devices on the closure, one having permanent pivotal engagement with the base, and the other adapted for detachable locking engagement therewith, both of said pin devices being adapted for arcuate sliding engagement with the base.
4. In a device of the class described, in combination, a bas-e having an opening therein, a closure, a pair of pin devices on the closure, one having permanent pivotal engagement with the base to permit said closure to be rotated eccentrically to said opening, the other pin device adapted for detachable locking engagement with the base, and both of said pin devices arcuately slidably engaging the base :tor permitting axial rotation of the closure on said base.
5. The combination with an internally threaded iange, of a base having threaded engagement with the flange and provided with an inlet opening, screws in said base engaging said flange, means within the base for preventing displacement of said screws.v
and a. closure on said base adapted for movement both Concentrically and eccentrically relative the opening in said base.
6. In a device of the character described, in combination, a. base having an inlet opening therein, a closure for said opening, and a. pivot element for connecting said closure to said base, said pivot member being movable throu 'h an are described about the axis of sait opening, and being adapted to release the closure when in one terminal position and to lock the closure when in the other terminal position of the arc.
7. In a device of the character describeC, in combination, a base having an inlet opening therein, a closure for said opening, a pivot element for permanently connectingr the closure to the base, said pivot element being movable relative said base on an arc described about the axis of the opening, and a locking element on the closure for detachable engagement with the base and also movable in an arc described about the airis of said opening.
8. In a device of the character described, in combination, a base having an inlet opening therein, a closure for said opening, a pivot element for permanently connecting the closure to the base, said pivot element being movable relative said base on an are described about the axis of the opening, a locking element on the closure for detachable engagement with the base and also movable in an arc described about the axis ot said opening, and means on the base adapted to be engaged by said locking element to prevent accidental displacement of the cap.
9. In a device of the class described, in combination, a base having a central opening and a seat bordering said opening, a closure receivable upon said seat, said base having a pair of arcuate slots described about the axis of said opening, a pair of pin elements on the closure for engagement in said slots, one of the slots having an enlarged portion permitting disconnection of the pin engaged therewith, and said closure being rotatable on the other pin and permanently connected to the base thereby.
10. In a device of the class described, in combination, a base having a central opening and a seat bordering said opening, a closure receivable upon said seat, said base having a. pair of arcuate slots described about the axis of saidopening, a pair of pin elements on the closure for engagement in said slots, one of the slots having an enlarged portion permitting disconnection of the pin engaged therewith, and the other pin having permanent engagement with the base, and one of the slots being distorted to frictionally engage one of said pins.
1l. In a device of the class described, in combination, a base, a closure and means for rotatably guiding the closure on said base, said means being axially movable of the base, When in a predetermined position, in

l2. In a device of the class described, in combination, a base, a closure, means for turning said closure about the axis of the base Without moving said closure axially of the base, and means for vlimiting the rotary movement, said limiting means being axially movable of the base.
