To all whom it may concern:
' Be it known that I, EDWARD B. Fos'rnn, a citizen of the United States, residing at Quartzsite, in the county oi? Yuma and State of Arizona, have invented certain new and useful Improvements in Handcuffs, of which the following is a specification.
This invention relates to improvements in handcufl's or shackles. a
The object of my improvements is to provide device oi this character whereby a prisoners hands are manacled with security and in a manner to prevent his picking the shackles, or employing the same for ofi'ensive purposes.
The present invention consists in shackles comprising two wrist engaging cult members connected with each other and to a neck engaging collar member which is utilized to retain a prisoners arms in positions to prevent his becoming dangerous and to lessen his opportunities of escape.
The invention further consists in the novel construction and combination of parts as will be hereinafter described and claimed.
In the accompanying drawings, Figure 1 is a perspective view of devices embodying my invention, shown applied; and Fig. is a plan view of the devices to an enlarged scale.
Referring to said drawings, the numerals 5 represent handcuffs each formed with a shackle element 6 hingedly connected at 7 to a casing element 8, which is provided with lock mechanism of suitable type. The calls '5 are connected by swivels 9 to chains 10.
According to the present invention the chains 10 are respectively connected by swivels 11 to bar and easing elements 12 and 123 constituting a collar. Theswivels 11 are disposed at diametrically opposite sides, or nearly so, of the collar. When the collar is Secured to a persons neck as shown in Fig. 1 the cuffs 5 serve to retain his hands in elevated positions. The casing element 13 of the collar is provided with lock mechanisni' for securing the collar elements in operative positions. The locks of the cuffs and collar of a set of manacles are preferably arranged to be unlocked by the same key. lVith the presentinvention a prisoner may have one of his hands temporarily freed to enable him to feed, or perform other personal services, while his other hand remains coupled with the neck to accordingly prevent the prisoner using the shackles as a weapon. hiloreover, by securing the hands to the neck, a prisoner is restrained from attempting escape by jumping from a building, climbing, running, swimming or in other efforts which ordinarily require the use of a persons arms or hands or reduces to a minimum his chances of success.
\Vhat I claim as my invention is:
In a manacle, the combination of a collar consisting of substantially semi-circular bar and easing elements hingedly connected to,
each other, a lock provided in said casing for securing the free end of the bar element thereto, a pair of hand cuffs, means for looking the same, and chains permanently connecting said handcuffs to the respective c0l la r elements.
