Specification of Letters Patent.

To all whom it may concern Be it known that I, JOHN VoLnsKn, a citizen of the United States, residing in the city of Portland, county of Multnomah, and State of Oregon, have invented certain new and useful Improvements in Power-Outters, of which the following is a specification.
My invention relates to power cutters, and more particularly to a portable device especially adapted for cutting wire cable, iron bars and the like by hand, and has among its salient objects,-to provide a portable cutter, of the character referred to, which can be carried by one man fromplace to place, and which can be folded into a comparatively small bundle for convenience in carrying it; to provide in a device of the character referred to mechanism which can be operated by one man and which requires very little manualstrength in order to op-- crate it; and, in general, to provide a simple, practical and comparatively cheap power cutter of the character referred to. In order that others may understand my invention I have shown in the accompanying sheet of drawings one practical embodiment thereof, whlch I Wlll now describe.

close to the cutting jaws thereof, as inclicated. V The upper cutter member is provided with a spool, or drum, 5, and with a pin, 6, to receive an operating cable 7, which is attached at one .end to said pin 6, then passed under a pulley 8, on the lower cutter member 1, and thence up to the drum, 5, upon which it is to be wound, as said drum is turned. Said drum, 5, is operated by a ratchet 9, which is turnedby means of the handle, 10, having a pawl, 11, adapted to engage said ratchet, as said handle is operated in a manner which is well understood. V A holding pawl, 12, is provided to hold's'aid ratchet as it is turned by operating the handle 10. The handle 10 is pivoted on the same axle, or shaft, 5, with the ratchet 9, and the drum 5, and can be turned down along side the jaw member 3, and said jaw member 3, is moved down close to the jaw member 1, in folding said members together, in a manner which will be clear from the construction shown.
In operation the base member 2 is turned crosswise of the jaw member 1, as shown, and the upper jaw member is raised sufficiently to allow a cable C to be inserted between the jaws 1 and 3 in the manner indicated. The handle is now operated back and forth to turn the ratchet 9, and the drum 5, thereby drawing the jaw members 3 and 1 together, and cutting the cable, in a manner which will be clearly understood.
I am aware that changes can be made in the invention as here illustrated without departing from the spirit thereof, and I do not, therefore. limit the invention to the particular form here shown, except as I may be limited by the hereto appended claims.
I claim:
1. A power cutter of the character described, comprising a lower cutter member having a cutting jaw and a supporting base piece, an upper cutter member pivotally connected thereto and having a cutter jaw to cooperate with the jaw of the first member, a cable connection between the cutter memoers for drawing them together, aratchetopcrated winding member on one of said cutter members adapted to wind said cable,
and means for operating said ratchet-open ated winding member.
2. A power tool of the character referred to, comprising two members pivoted together intermediate their ends scissor fashion, and provided with cutting jaws at one end, one of said members being provided with a pulley, or sheave, and the other of said members being provided with a cable drum, an operating cable connecting said members around said sheave, or pulley, and said cable drum, and a ratchet and hand lever mechanism for operating said cable drum, whereby to wind up said cable and to draw said members together.
8. A power cutter of the character described comprising in combination, a cutter member having a cutting jaw, a supporting base and a pulley, a second cutter member cable and draw said cutter members together, substantially as described.
