  • a PDCP entity of the terminal device transmits, to at least one RLC entity (indicated by the network device), a data packet that triggers the duplication transmission, and/or at least one RLC entity (indicated by the network device) among PDCP entities corresponding to the terminal device performs data transmission and/or reception of a data packet that triggers the duplication transmission, so that one PDCP entity may use at least one or more than two RLC entities to transmit the duplication, and/or, adopt methods for data duplication and/or duplication transmission with different granularities, thus avoiding using all RLC entities to transmit the duplication during the activation, reducing a waste of resources in the duplication transmission scenario, improving system resource utilization, and ensuring the transmission performance of services such as a URLLC service while ensuring the overall transmission performance of the system.
