Definitions
- This invention relates to police nippers or so called leaders, of the typethat are clasped upon the wrists of criminals and other offenders, and my object is to provide a particularly convenient, and reasonably cheap, form of nippers that may be instantly clasped in locking position on the wrist of an offender by a single movement of the officer; the construction being such that the device may be operated with one hand only, either to loel: the nippers on the wrist or to release them therefrom.

Specification of Letters Patent.

a citizen of the United States, residing at Norwich, in the county of New London, in the State of Connecticut, have invented a certain new and useful Improvement in- PoliceNippers, of which the following is a specification, reference being had to the accompanying drawings.
This invention relates to police nippers or so called leaders, of the typethat are clasped upon the wrists of criminals and other offenders, and my object is to provide a particularly convenient, and reasonably cheap, form of nippers that may be instantly clasped in locking position on the wrist of an offender by a single movement of the officer; the construction being such that the device may be operated with one hand only, either to loel: the nippers on the wrist or to release them therefrom.
My said invention is clearly illustrated in the annexed drawings, in which Figure l is a plan view of a pair of nippers embodving my present improvements, showing said nippers closed; Fig. 2 is a similar view showing the nippers opened, and Fig. 3 is an edge view of the same. Fig. 4% is detail view of the main or basic frame member, upon which the adjustable, locking, members of the nippers are mounted, and Fig. 5 is a detached View of the tubular member 15 which is adapted to slide longitudinally on the said basic member, and said Fig. 5 also illustrates two spreader arms which, in the assembled device, are hinged to the tubular member 15, as I will explain more particularly later. Fig. 6 is a side view of the member 15. In Fig. 7 I
have shown, detached, by side and edge views, one of the locking jaws of the nippers. Fig. 8 is a relatively enlarged, side, view of a spring-controlled latch by means of which the nippers are locked in their closed position and, in the Fig. 9, Ij-have illustrated particularly a simple form of spring which will o erate automatically to open the jaws of the nippers when the said latch is released.
Referring to these drawings, the numeral 10 indicates what I term the basic member of my improved nippers inasmuch as the various adjustable, or movable, elements are mounted on said basic member. Said member comprises a rod portion that isprovided, as here shown, with notches 11 and has at one end a; T-shaped handle 12; the other endof the rod being formed with oppositely extending arms l314c to whose free end portions are hinged the jaws 13 and 14? respectively.
Mounted to slide longitudinally on the basic rod 10 is a tubular member 15 which has atone end a T shaped handle 15*" which lies in the same plane as the handle 12 above described; the other end portion of the said tubular member having'hinged thereto, by a rivet or screw 15 oppositely extending arms 16 and 17 whose otherwise free ends are hinged, respectively, to the described aws 13 and 14 and serve to open and close the said jaws when the member 15 is slid" on the basic rod 10.
In order to lock the nipper jaws in their closed positions I have provided a latch 18, of lever form, which is fulcrumed on a rivet 19, one end of said latch being adapted to engage, and interlock with, the notches 11, already referred to; the latch being held yieldingly in engagement with the notches by a spring 20, as is best seen in Fig. 8, of the drawings.
The operation of my described nippers is head 15 of the slidable member 15 is forced quickly against the wrist, which checks the advance movement of the member 15 but allows the basic rod 10 to be slid forward in memberl5 thus causing the bars 1617 to draw the jaws 13 and ll together, as seen in' 1 and thus to encircle the offenders wrist: the ends of the jaws being offset from each other, as will be understood by reference to the Figs. 1 and 3 of the drawings. As the rod 10 slides forward into the tubular member 15 the latch 18 snaps automatically, and successively, into the notches 11 and thus effectively locks the jaws against accidental separation. If it is desired to close the jaws onto a wrist without pressing the head 15 against the offenders wrist as above described, it may be readily accomplishedby grasping both of the handles (1:2 and 15 and, by a closing movement of the fingers and thumb, slide the handle 15* toward the handle 12; the

My described device is quick in its closing movement, it is strong in its parts, it may be cheaply manufactured, and it is eX- traordinarily convenient in its operation, for the reason that it can be operated by one hand.
Having thus described my invention I claim as new and wish to secure by Let tors Patent:
1. In police nippers, in combination, a notched and handled basic rod having oppositely extending fixed arms, aws hinged to said fixed arms, a member slidably mounted on said rod, and spreader arms connecting said slidable member with said jaws.
2. In police nippers, in combination, a handled basic rod having oppositely extending fixed arms, jaws hinged to said fixed arms, a member slidably mounted on said rod, spreader arms connecting said slidable member with the said aws, and means for yieldingly latching the said slidable member to the said rod.
3. In police nippers, in combination, a notched and handled basic rod having oppositely extending fixed arms, jaws hinged to said rod, a member slidablymounted on said rod, and spreader arms connecting said slid able member with said jaws; the said slidable member being formed with an enlarged I head.
