To all whom it may concern:
lie ithnown that .l, Josnrir L. Biotin, a citizen of the United. States, residing at .l jnitlil in the county ofl ayette and State of (Vest Virginia, have invented new and useful Improvements in Count-er Paper-Cutters, of which the following e. specilication.
The present invention relates to improve ments in paper severing or cutting devices. for store. counters.
.In carrying out my invention it is my purpose to provide a roll of paper arranged directly beneath the counter and a Clllillllg element wl "ch is sustained in aplane sol stantially parallel with the top of-the countor, means being also provided whereby the severed end (if-the paper may be readily grasped bv the attendant to draw a sullicient quantity from the roll and to sever the same upon the knife without interfering with or ticles upon the counter. I also aim to provide a device ot' this class which will occupy a comparatively small space upon a counter and which will permit of articles being moved therefrom without being interfered with by either the knife or tl e'paper, the knife being also so arranged as to permit of the hand of the attendant or others contact-' ing the same without danger of injury.

A still further object of the invention is to provide, in a device of the class set forth a substantially curved knife which is arranged adjacent the guide member with simple and eli'ective means "for regulating the space of the cutting edge of the knife with relation to the guide.
Withthe above objects in view and others of a similar nature. the invention resides in the novel"construction, combination and operative arrangement of ports. set forth in and falling within the scope of the appended claims.
' For the purpose of explaining the invention. the accompanvinp, drawings illustrate a satisfactory reduction of the same to practice, but the important instrumentalities thereof uniy be varied and so it is to be uiulcrstood that the invention is not limited to the specific arrangement and organization shown and described.

As is well knownto merchants, it is de-'- sirable' that their counters should. be kept clear from all obstruct-ions in order that the clerk or clerks waiting upon'custoniers may have free access to all portions of the counter, the space upon the counter being required' for the reception of articles until the same can be'reinoved for delivery to the customer. Furthermore it is desirable that the wrapping paper for the article sold should be readilyaccessible to the clerk. In the device for holding the wrapping paper vnowniost commonly employed-am f rame' 1s secured'upon the top ofthe counter which is provided with bearings for the trunnion's of the core uponfwhich the paper is wound. ll hile such devices may be considered ornamental they are a source of great inconvenience to'the clerks owing to the fact that the space occupied by the same is needed forother purposes. Each of the sides 13 and 1% is provided with vertically disposed centrally arranged depression each of which is adapted toserve as a way for a carriage which will be presently described. The dove-tailed portions 12 of the sides and 14 are preferably centrally cutaway 1n a plane with the side walls provided by the ways 15,. arranged within the said cutaway portions are rods 17. Each of these rods 17 is adapted to receive one of the end. convolutions of the helical spring 18, the opposite end convolution engaging with-in an eye 19 formed upon a carriage 20. The carriages 20 are of a width suliicient to snugly engage within the ways 15, and the spring members are adapted to force the said carriages upwardly toward the top of the frame. When pressureis released from the carriages the' springs of the carriages will cause the same to travel upwardly in their notched or recessed portions away from the passages 16, so that the trunnions of the core cannot become accidentally ,removed from their bearings.
By references to the several figures of the drawings it will be noted that the depressed or notched portion on eachof the carriages has its walls inclined downwardly which also assists in preventing the accidental removal of thefltrunnions. It will be further noted that the roll of paper will be normally forced toward the under face of the top 3 of frame, but the pressure is not suificient to prevent the ready unwinding of the paper from the roll. i
In operation, the clerk merely draws his thumb over the curved knife and within the centrally arranged depression provided by the guide or apron, when his thumb will contact with the edge of the paper which has been severed by the knife, the said contact being sufiicient to draw the paper over the apron and below the cutting end of the knife. When :a desired quantity of paper has been unrolled the clerk rasping the paper brings the same against t e sharpened edge of the knife, which leaves theedge of the paper upon the roll directly below the knife and in a position to be again contacted when more paper is desired, In this connection it may be stated that the resilient cutting element 8 exerts a sufiicient tension upon the paper as to retain the edge thereof against the apron 7, even after a portion (of the said paper has been severed.
Having thus described the invention what I claim is 1. A counter paper cutter embodying a frame includin depending sides, said sides being provide with vertically arranged ways, a paper roll supporting carriage within the ways, resilient members supporting the carriages, the top of the frame being provided with a longitudinally extending depression, one of the walls provided by the depression being rounded from the lower face of the top toward the upper face thereof, the adjacent wall being tapered to a point which is arranged approximately central of the rounded wall, an apron upon the upper face of the, top and upon'the'upp r face of the tapered wall, the top being provided with an annularly arranged depressed portion, a cutting element comprising a flat member which is received within the recess, and a rounded cutting edge which is arranged adjacent the apron, the said apron adapted to receive and guide tl'e paper from theroll and means for adjustaoly sustaining thecutting member against the paper upon the apron.
2. In a device for the purpose set forth, the combination with a counter having an opening, of cleats partially closing the opening, a rectangular frame supported upon the cleats and having its top portion arranged in a plane with the counter, the said top having a centrally arranged longitudinally extending slit, an apron for one of the walls provided by the slits, a knife co-acting with the apron, means for adjusting the knife with relation to the apron, the side members of the frame being provided with ways, carriages within the ways, a spring member supporting each of-the carriages, each of said carriages being provided with a depending stem, a paper roll having its core trunnioned upon the carriages, and the paper from the roll adapted to be fed upon the apron and to be contacted by the knife substantially as described.
