The two cutting portions are respectively tapered and symmetrically connected to each other such that the tapered end portions of the cutting portions face outward, and the outer surfaces of the cutting portions can define a top surface, a bottom surface and two a side surface between the top surface and the bottom surface, wherein the top surface is recessed with a chip flute so that a tip end portion of the top surface is formed as a first cutting edge between the top chip flutes, and the bottom surface is recessed a bottom chip flute, the tapered end portion of the bottom surface is formed as a second cutting edge between the bottom flutes;

9. The blade for cutting a ring-turning tool according to claim 7, wherein the edge of the first cutting edge and the second cutting edge of each cutting portion are arc surfaces.
10. The blade for cutting a ring groove turning tool according to claim 7 of the patent application scope, wherein the through hole is a countersunk hole.
