Abstract
An aluminum or aluminum alloy fin material for a heat exchanger having a high hydrophilic and high corrosion-resistant property is provided without using chromium, by coating a surface treating liquid (Ph = 1.8 to 4.5, temperature: 35 to 65DEG C) containing phosphate ions, Zr-F complex ions, the polymer of formula (I) and an HF supply source, onto the surface of a fin base material, and water-rising the and drying the resulting coating layer, to form an undercoating layer containing 3 to 60 mg/m<SP>2</SP> of a polymer of the formula (I), 0.5 to 15 mg/m<SP>2</SP> of P and 2 to 30 mg/m<SP>2</SP> of Zr; and forming at least one overcoating layer containing a hydrophilic film forming material on the undercoating layer. (wherein, X = H, OH, a C1-C5 alkyl or hydroxyalkyl, C1-C12 aryl, benzyl, benzal or benzo group, Y = H or Z = -CH2-R1(R2) group, R1, R2 = H or a C1-C10 alkyl or hydroxyalkyl group, the average substitution number m of Z groups = 0.2 to 1.0 per benzene ring and n = 2 to 50).
