Abstract

85 A water treatment device includes a grounding electrode (7) having a planar flowing water portion (7a) that causes treatment target water (6) to flow, a multiple of wire form high voltage electrodes (11) provided parallel with the flowing water portion (7a) in a position distanced from the flowing water portion (7a) of the grounding electrode (7) and so as to extend in a direction intersecting a flow direction of the treatment target water, and a blowing device (14) that forms a gas flow A that intersects an extension direction of the high voltage electrode (11) and intersects an extension direction of an electrical discharge. This kind of configuration is such that even when water droplets adhere to the high voltage electrode (11), the water droplets are blown away by a pressure of the gas flow A formed by the blowing device (14), and a spark discharge is restricted. Because of this, a uniform electrical discharge is stably formed along the high voltage electrode (11), and comes into contact with the treatment target water (6) over a wide area, because of which removal of organic matter in the treatment target water (6) can be carried out quickly and efficiently.
