[0037] l. When the car owner parks the car in one parking space, the server400 recognizes the car through the monitoring device 300, binds the car with the parking space, and records the time when the car is parked in the parking space. 38. 38. id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38" id="p-38"
[0038] 2. The car owner is recognized after getting off the car, and the recognized car owner and the recognized car are bound with the parking space. 39. 39. id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39" id="p-39"
[0039] 3. When the recognized car owner enters the monitoring scope of themonitoring device 300 again, the movement track of the car owner is deterrnined, and if the movement track of the car owner overlaps with a route track of the parking space, it is pre-judged that the car parked in the parking space is about to leave. 40. 40. id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40" id="p-40"
[0040] 4. Based on the pre-judgment about the car-leaving state of theparking space, the server 400 sends a movement instruction to the payment device 100to enable the payment device 100 to move beside the parking space, calculates theparking charge of the parking space, and provides a payment service for the car owner through the payment component 110. 41. 41. id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41" id="p-41"
[0041] 5. When moving beside the parking space, the payment device 100broadcasts payment information (such as the parking time and the payment amount)through the voice component 130, and in this process (namely the car owner has arrivedat the parking space, but has not finished payment), the payment component 110updates the payment information every time the payment amount changes, andbroadcasts the updated payment information through the voice component 130 until the car owner leaves the parking space again or completes payment. 42. 42. id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42" id="p-42"
[0042] 6. If the car owner does not complete the payment and leaves theparking space again, the payment device 100 stops the payment service. If the car ownercompletes the payment, the payment device 100 broadcasts the payment informationthrough the voice component 130 and provides a payment receipt for the car owner through the printing component 120. 43. 43. id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43" id="p-43"
[0043] 7. After the car owner completes the payment, the server 400continues to record the parking time and will not stop recording the parking time untilit is detected that the car leaves the parking space in a set time; if it is detected that thecar does not leave the parking space within the set time and the payment amountincreases, the payment component 110 updates the payment information again andbroadcasts updated parking information and an extra payment amount through the voice component 130, and then, Step 5 is performed again. 44. 44. id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44" id="p-44"
[0044] 8. If the car owner does not complete the payment and the parking space enters into the car-leaving state, a voice prompt will be broadcast by the voicecomponent 130. If the car owner drives away from the parking space without payment, the server 400 stores relevant surveillance videos separately and sends a prompt to management staff. 45. 45. id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45" id="p-45"
[0045] According to the intelligent management system for side parking, intelligent monitoring of side parking is realized, so that the labor cost is reduced; inaddition, the car owner can complete payment easily and quickly when leaving the parking space. 46. 46. id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46" id="p-46"

[0047] In one embodiment, the payment component 110 is a display screenwhich displays a charge QR code to provide the payment service for the car owner. Or,the payment component 110 is a scanning device which scans a payment QR code ofthe car owner to provide the payment service for the car owner. The car owner cancomplete payment by means of an existing payment channel (such as WeChat orAlipay), which is more convenient and does not need to be additionally downloaded or registered. 48. 48. id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48" id="p-48"
[0048] In one embodiment, the rail 200 is disposed in a curb 600, and amoving component 140 is disposed below the payment device 100, and rolling elementsof the moving component 140 is inlaid in the rail 200. It should be noted that the rail200 may be a straight rail or an arc rail which is laid along the curb 600. That is to say,one payment device 100 can realize payment of parking spaces in two directions of the same intersection. 49. 49. id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49" id="p-49"
[0049] In one embodiment, the server 400 recognizes the car and the car owner through the monitoring device 300, binds information of the recognized car and car owner with information of the parking space 500 where the car is parked, and makesa pre-judgment about the car-leaving state of the parking space according to the boundinforrnation. It should be noted that when the car owner bound with the parking spaceappears again in the monitoring scope of the monitoring device 300, the server 400makes a pre-judgment about whether or not the car owner is about to leave the parkingspace; if the movement track of the car owner overlaps with the route track of theparking space, it is per-judged that the parking space is about to enter into the car-leaving state. By means of the pre-judgment about the car-leaving state, the payment service can be prepared in advance to allow the car owner to carry out payment easily. 50. 50. id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50" id="p-50"
[0050] Specifically, based on the pre-judgment about the car-leaving state ofthe parking space 500, the payment device moves besides the parking space to providethe payment service for the car owner before the car leaves the parking space. It shouldbe noted that when the car owner bound to the parking space changes, the server cannotmake a pre-judgment on the parking space in time, and in this case, the server sends amovement instruction to the payment device based on a judgment about whether or notthe door of the car is opened or whether or not a person enters the car, so as to provide payment of the parking space. 51. 51. id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51" id="p-51"
