Устройство содержит объемные опорный и измерительный резонаторы, связанные идентичными отверстиями с отрезком прямоугольного волновода и нагруженные на высокочастотный детектор, причем измерительный резонатор разделен щелью на две неравные соосные цилиндрические полости, первая из которых закрепляется на стенке прямоугольного волновода, на противоположной стенке которого соосно закреплен опорный резонатор.
