Anordningen omfatter en fortrinnsvis sentralt/medialt anordnet rørakse 40, 122 som direkte eller indirekte binder overdelen 20 sammen med underdelen 30, og i hvilken rørakse 40 og/eller ved egnede perifere/ utenforliggende steder for røraksen 40, 122, en manuell og/eller automatisert låsemekanisme er anordnet.
