Description
Title: Car parking system.
The invention relates to a car parking system at least comprising a confined parking area, said confined parking area consisting of a plurality of car parking 5 bays as well as at least one parking ticket dispensing terminal associated with said confined parking area, for dispensing a parking ticket to an user wishing to park his car at one of said plurality of car parking bays of said confined parking area, said parking ticket containing one or more parking data characteristics, and a parking payment facility.
A car parking system as indicated above is generally known in cities. Users 10 wishing to park need to collect a so-called parking ticket which is issued at a specific time and date, initiating the parking time at the parking bay. Once the user wishes to end parking, the parking ticket is used again at an ordinary parking fare payment terminal, wherein the user is charged with a fee, the height or amount of it being related to the total time during which the car has been parked at the parking area.
15 After payment the parking ticket is used to exit the parking area using known access controlling means, such a controlled barrier.
In another parking application the payment of the parking time of the user is controlled via a telephone subscription. The starting and end time of the parking period are sent via suitable (mobile) communication means to a central control unit and the parking 20 fares are charged and collected via the telephone subscription associated with the user.
This latter payment technique is especially suited for so-called public (hence freely accessible) parking areas.
The former payment technique is particular used with so-called confined parking areas, where access and exit is controlled using controlled barriers or even manned 25 barriers. In confined parking area the user can only leave said confined area once his parking ticket has been paid for. In the known confined parking areas payment of the parking ticket is settled using so-called parking fare payment terminal, which reads the parking data characteristics and determines the parking fare to be paid. Payment can be effected in cash by inserting coins and billets or via credit cards.
30 This requires in investment in infrastructure, such as parking fare payment terminals but also communication connection allowing the payment of the parking fare for example via credit card. Apart from waiting queues for users wishing to pay their parking tickets, such infrastructure requires maintenance, but are also considered unsafe during the evening and night and during the weekend. Moreover such infrastructure is venerable to 35 vandalism.

The present invention tries to obviate those drawbacks and to provide a car parking system having a less complex infrastructure at the premises of the confined parking area, but also a safe payment method.
In accordance with the invention said parking payment facility is arranged -5 for car parking payment purposes - in receiving parking payment information at least comprising information relating to said one or more parking data characteristics contained on said parking ticket, wherein said parking payment information is being sent by said user using his mobile telephone.
Herewith no expensive investments are to be made in the infrastructure at 10 the premises of the confined parking area, and parking fares can be paid in a safe and controlled manner.
In a further embodiment said parking payment information also comprises information relating to the identity of said user, further improving the payment procedure and preventing any misuse or fraud.
15 In a particular embodiment said user’s mobile phone is provided with sensing means for sensing one or more data characteristics from said car parking ticket. Henceforth payment of the parking fare is effectuated by means of a smart phone device, without the use - as in the former situation - of a payment terminal located at the premises of the confined parking area.
20 In particular said sensing means comprises at least one camera contained in said user’s mobile phone.
In another embodiment said sensing means also comprise information generation means for generating said parking payment information based on said one or more data characteristics from said car parking ticket and said identity of the user as well as 25 transmission means for transmitting said parking payment information towards a central parking control unit in particular said parking payment facility located elsewhere.
In particular said one or more data characteristics may comprise a barcode, a 3D code or a QR code printed on said parking ticket.
In particular said parking payment facility is located remote from said 30 confined parking area, allowing the payment of parking fares ‘in the cloud’ using a (mobile) telephone subscription.
In a further embodiment said parking payment facility is arranged in receiving car parking payments electronically based on said user’s parking subscription. Thus the user is being billed via a parking subscription, which is normally being linked to the 35 (mobile) telephone subscription.

Likewise upon approved parking payment said user is allowed to depart from said confined parking area using said parking ticket.
The invention will now be described using a drawing, which shows in:
Figure 1 an embodiment of a car parking system according to the invention 5 In Figure 1 reference numeral 10 denotes a confined parking area, for example a garage. The confined parking area 10 comprises multiple parking bays 10’ for parking vehicles 21-22-23 of a user 20, who is wishing to park his car in said car parking bay 10’.
In general the invention applies to confined parking areas having a 10 controlled entrance 10a and a controlled exit 10b.
Such known controlled confined parking areas 10 implement an ordinary parking ticket dispensing terminal 11, an ordinary parking fare payment terminal 12 as well as an ordinary parking ticket scanning device 13 near the controlled exit 10b.
A user 20 wishing to park his car at a parking bay 10’ in the confined 15 parking area 10 needs to collect a parking ticket 20t from the parking ticket dispensing terminal 11 upon entering the confined parking area 10 via the controlled entrance 10a. Once the user 20 has ended parking, the parking ticket 20t is used again at the parking fare payment terminal 12. Payment usually takes place by jetting coins or billets in the appropriate payment means of the parking fare payment terminal 12 until the parking fee to 20 be paid has been paid. Usually the height or amount of the parking fee to be paid relates to the total time during which the car of the user 20 has been parked at the confined parking area 10.
Once payment has been performed the parking ticket 20t is being updated by the parking fare payment terminal 12 and can now be used to exit the parking area 10 via 25 the controlled exit 10b. Usually the controlled exit 10b comprises a barrier which can be heightened and lowered in case the validated parking ticket 20t (on which the parking fare has been paid for) has been properly presented to or inserted in the parking ticket scanning means 13.
The issue and use of a parking ticket for paying a parking fare and for 30 authorizing a free exit from the confined parking area with the vehicle of the user is a commonly known technology. Another technology implements the payment of the parking time of the user via a telephone subscription. The starting time and end times of the parking period are to be send via suitable (mobile) communication means to a central parking control unit and the parking fares are charged and collected via the telephone subscription 35 associated with the user. The latter payment technique is especially suited for so called 4 public parking areas, which contrary to the confined parking areas as depicted in figure 1 are freely accessible. In this latter application additional manpower is required to check at regular intervals whether the cars being parked at the freely accessible parking area have been registered in the central parking control unit by means of said mobile communication 5 means and whether the parking fares to be paid can be incurred or deducted via the telephone subscription associated with the user or owner of said vehicle. In case of illegal parking of overstaying the parking time paid for penalty tickets are to be issued by said additional manpower (which function as a parking guard).
The example of a confined parking area, where access and exit of the cars 10 is controlled using controlled barriers or even manned barriers and where the parking ticket has to be presented to a parking fare payment terminal in order to settle the parking fare to be paid require investments in infrastructure, such as parking fare payment terminals but also communication connection means allowing the payment of the parking fare for example via credit card. Apart from waiting cues for users wishing to pay their parking tickets, such 15 infrastructure require also maintenance, but are also considers unsafe during the evening and night and during the weekend.
Apart from such infrastructure requiring maintenance and the issue of safety, such infrastructure is also vulnerable to vandalism.
In accordance with the present invention a car parking system is proposed 20 which has a less complex infrastructure at the premises of the confined parking area, but more preferably implements a safer payment method.
As shown in figure 1 the parking ticket 20t is provided with one or more parking data characteristics 20t’ which are usually generated or created at the issue of the parking ticket to the user 20. In the parking method according to the state of the art such 25 parking data characteristics 20t’ may comprise a barcode which at least contain information concerning the date of issue as well as a starting time initiating the parking period. Usually such parking ticket 20t is presented to a readout or scanning element being part of the parking fare payment terminal 12.
However as stipulated above this requires some investment in 30 infrastructure and exhibits the drawbacks already mentioned above.
According to the invention for car parking payment purposes the parking data characteristics 20t’ being printed on the parking ticket 20t are being send by the user 20 using a mobile telephone device 20m to a central parking system or central parking payment facility. Said parking system or parking payment facility are according to the invention not 35 part of the infrastructure of the confined parking area 10, but is according to the invention 5 located remote from said confined parking area 10.
More in particular said parking system or parking payment facility is located elsewhere and is connected through the internet 100 or through a (mobile) telephone communications with the mobile telephone 20m of the user 20.
5 It is possible to accommodate the parking payment facility 40 at the telecommunications provider for example for collecting the parking fees via the telephone subscription associates with the user 20.
In another embodiment the parking payment facility can be part of a parking system central control unit 30, which is also located remote from the confined 10 parking area 10 which parking system central control unit is administered by the owner of the confined parking area.
The parking system central control unit 30 manages and registers all requests from users 20 wishing to park.
The parking procedure will follow the following steps: 15 A user 20 wishing to park his car at the confined parking area 10 enters the controlled entrance 10a and obtains a parking ticket 20t from the parking ticket dispensing terminal 11. The next step is registering the user’s vehicle with the parking system central control unit 30 in order to initiate the parking period. Hereto the user 20 uses his mobile telephone 20m to send the parking data characteristics 20t’ present on the parking ticket 20t 20 together with the user’s identity to the parking system central control unit 30.
Usually the user 20 has been registered in advance as a customer with the parking system central control unit 30. To initiate parking the user 20 needs to identify himself by sending identity information together with the parking data characteristics 20t’ to the parking central control unit 30.
25 To this end the mobile telephone 20m is provided with suitable sensing means which may comprise at least one camera for scanning or sensing the parking data characteristics 20t’. in general the mobile telephone 20m is a smart mobile telephone capable of running a dedicated parking software application. This software application can be developed by or for the parking area authority and which has to be downloaded and 30 installed to the smart mobile telephone, for example in the form of an “app”.
Upon running the dedicated software application on the mobile telephone 20m the sensing means present in the mobile telephone 20m are initiated for sensing the parking data characteristics 20t’.
The parking data characteristics 20t can be arranged in any form on the 35 parking ticket 20t, for example in the form of a 3D barcode or QR-code and contain the 6 location of the confined parking area 10, a unique ID number as well as a date and time of issue. These parking data characteristics 20t’ can be sensed or readout by means of the camera of the mobile telephone and subsequently loaded into the dedicated parking software application.
5 The parking data characteristics 20t’ being sensed by the mobile telephone 20m can be transferred or send entirely towards the parking system central control unit 30. The latter unit 30 is located remote from said confined parking area 10 hence sending the parking data characteristics 20t’ is performed wirelessly using suitable telecommunications means already present in the smart mobile telephone.
10 With the sending of the parking data characteristics 20t’ together with the identity of the user 20 via the mobile telephone 20m to the central control unit of the parking system 30 the parking time is initiated and the parking fare to be paid is allotted to the parking subscription of the user 20. In general the user 20 is now accepted for parking his vehicle in one of the parking bays 10’ of the confined parking area 10.
15 Once the parking is to be terminated the user collects his vehicle and leaves the confined parking area 10 via the controlled exit 10b by presenting his parking ticket 20t to the parking ticket scanning device 13. Upon leaving the confined parking area 10 the user 20 needs to send the parking data characteristics 20t’ again to the central control unit 30 of the parking system using the sensing means and the dedicated parking 20 software application running on his mobile telephone 20m in order to indicate an end time of the parking period.
The parking data characteristics 20t’ being received for the second time indicating the end time of the parking period will initiate the central control unit 30 to finalize the parking transaction and to charge the user 20 with a parking fee corresponding with the 25 length of the parking period. The parking fee will subsequently be collected via the telephone subscription of said user 20 or it will be deducted from a bank account held by the user 20, in particular via a credit card account.
Although the user may send the parking data characteristics 20t’ a second time towards the central control unit 30 indicating the end time of the parking period in 30 another embodiment it is possible to indicate the end time of the parking period by invoking a corresponding command via the dedicated parking software application running on his mobile telephone 20m, which invoked command is subsequently sent to the central control unit 30 of the parking system.
In this embodiment the corresponding command may contain identity data 35 sent to the central control unit 30 identifying the user 20. The central control unit 30 will link 7 the control command containing said identity data being received to the pending parking period and subsequently mark the end time of the parking period. Automatically the parking fare payable is be charged from the parking subscription of the user 20, by either sending the user 20 a bill, by deducting the parking fare from a bank account or from a telephone 5 subscription.
To this end, the central control unit 30 of the parking system communicates with the central parking payment facility 40 of the parking payment authority. The latter could be the mobile telecommunications provider which incurs the parking fare or fee to be paid via the telephone subscription of the user 20 or it could be a bank which collects the parking 10 fees via the bank account held by the user.
However it should be emphasized that in one embodiment the issued parking ticket 20t is still required to obtain permission to leave the confined parking area by presenting the ticket 20t properly at the controlled exit 10b in particular at the parking ticket scanning terminal 13 which is located at the exit 10b.
15 Although in a first embodiment the parking data characteristics 20t’ present on the parking ticket 20t are sensed and send separately from the user’s identity to the central control unit 30 of the parking system, in another embodiment the sensing means or more in particular the mobile telephone 20m may comprise information generation means for generating specific parking payment information data based on said parking data 20 characteristics 20t’ and the identity of the user 20.
The identity of the user 20 can be for example a mobile telephone number used to properly identify the user 20 at the central control unit 30 of the parking system allowing a correct financial transaction once the parking period has terminated. The information generation means can be incorporated in the dedicated parking software 25 application running on the mobile telephone 20m, which collects the parking data characteristics 20t’ (for example using the camera) from the car parking ticket 20t and combines the parking data characteristics 20t’ together with other data information which identify the identity of the user. As mentioned above said identity data identifying the user wishing to park can be a telephone number or the so called IMEI number of the telephone 30 20m which data can be collected from the SIM-card or hardware of the mobile telephone 20m.
It is preferred that the user 20 wishing to park has been properly registered with the central control unit 30 of the parking system using either his mobile telephone number or the IMEI-identification number of his mobile telephone 20m or any other identity 35 information. Such identity information is to be collected by the information generation means 8 and combined with the parking data characteristics 20t’ to generate specific parking payment information which is subsequently send via (mobile) telecommunications to the central control unit 30 of the parking system.
Combining the data concerning the identity of the user together with the 5 unique parking data characteristics 20t’ to generate unique parking payment information which information is subsequently send to the central control unit 30 of the parking system prevents misuse and fraud as now the right person will be charged for the parking fee belonging to the parking ticket 20t being issued to the user 20.
