Als referentie kan worden uitgegaan van een videobeeld van de geheel lege parkeerplaats. Detectiemiddelen 3 berekenen aan de hand van een eerder opgenomen referentie beeld van het lege parkeerterrein uit het opgenomen videobeeld welke plaatsen op het parkeerterrein bezet en 20 welke plaatsen vrij zijn. Vrije parkeerplaatsen kunnen worden gedetecteerd aan de hand van luminantie- en/of chrominantieverschillen op plaatsen in het videobeeld waar -in tegenstelling tot het referentiebeeld- een voertuig (met andere luminantie/chrominantie-waarden) is neergezet. De informatie met betrekking tot de 25 gedetecteerde vrije plaatsen wordt aangeboden aan een verbindingsorgaan 4. Dit verbindingsorgaan 4 is draadloos door de gebruikers benaderbaar. In het bijzonder wordt eraan gedacht dat het verbindingsorgaan via het openbare mobiele telecommunicatienetwerk (GSM, UMTS etc.) benaderd kan worden.
