Abstract
A communication device (16) according to the present invention includes a control unit (12) that generates a power outage notification indicating occurrence of power outage, after a firsts time period that is a randomly determined time period has elapsed since detection of the occurrence of the power outage, and a communication unit (11) that sends the power outage notification.
