an input FIFO (first-in first-out) buffer board (80) which transfers the applied bit stream data and comprises a first FIFO (101); a video FIFO buffer board (120) which transfers the video data and comprises a second FIFO (103); an audio FIFO buffer board (130) which transfers the audio data and comprises a third FIFO; a flag bit detecting board which detects the flag bit as active state; a memory (110) which writes and reads the audio data and the video data by allotting their regions; a micro processor (90) which controls to record the data outputted from the input FIFO buffer board (80) in the region of the memory (110) and to transfer data from the memory to the video FIFO buffer board (120) or to the audio FIFO buffer board (130).
