Generally, cable laying requires the use of a cable crate to secure the cable to the ground line. The cable crate is joined by fastening the upper cable creel having the inner diameter of half circle and the lower cable creel to each other by fastening them with bolts, and pressing the cable to a hole penetrating the body at a constant pressure to constrain the cable.

Cable installed on the underground line generates thermal stress due to heat during actual operation, and the thermal expansion occurs in the outer diameter direction.

And the cables installed on the underground lines are subject to high voltage, which causes vibration. Therefore, a cable crate needs a buffering means capable of absorbing the expansion or vibration of such a cable. In the absence of such a buffering means, there arises a problem that the cable insulator is deformed or the cable creel is fatigued by thermal expansion and vibration of the cable.

In addition, in the process of fastening the upper cable creel to the lower cable creel in order to install the cable at the same high frequency as the telephone pole, fastening parts such as bolts and nuts fall down to the ground and safety accidents may occur.
