본 고안은 동파방지용 열선장치에서 사용하는 전력절감기에 관한 것으로 일반적으로 외부에 노출되어 있는 수도시설에는 동파방지를 위해 전기를 사용하여 열을 발생하는 열선을 사용하는데 이러한 열선이 24시간 작동됨으로써 불필요한 전력이 낭비되고 있다. 본 고안은 이러한 전력이 낭비되지 않도록 하기 위하여 미리 설정된 온도사이에서는 전력을 차단하여 주고 일정온도 이하로 내려가는 경우에만 전기를 공급하여 주는 전력절감기를 제공한다.
