A PVC(Polyvinyl Chloride) interior sheet having a surface layer protected by a film and a manufacturing method for the same are provided to protect the glossy surface against scratches during production, distribution, and construction. A PVC interior sheet is composed of an interior sheet(1) having the glossy surface and a surface protection release film(2) laminated on the glossy surface of the interior sheet. The interior sheet is produced by using a PVC composition by a calendaring method. The PVC composition consists of a flame retardant plasticizer of 20~80wt.%, a flame retardant filler of 5~80wt.%, pigments of 1~30wt.%, epoxidized soy bean oil of 0.1~10wt.%, a barium-zinc stabilizing agent of 1~7wt.%, and processing additives of 1~6wt.% comprising polymethylmethacrylate, for PVC resin of 100wt.% having the polymerization of 800~1,700.
