CONSTITUTION: The device comprises a damping part(10) comprising buffer rolls(11) inserted into connection ring(13) by pin(12); connection parts which are fixed to the connection ring in such a way that the connection parts are inclined downward to left and right sides of the connection ring, and at the center of which supports are installed; and speed reduction parts installed at opposite ends of the connection parts, wherein the damping part and the speed reduction parts are vertically moved by the supports that are supporting points, wherein the device further comprises length adjusting units(23) installed at the connection parts, and wherein cylindrical connection rods are inserted into both sides of the length adjusting units.
