A plurality of protrusions(7) are radially formed on a periphery of the inside toothed gear and arranged in a circumferential direction. A vibration absorbing rubber(8) is formed to have gaps for the protrusions to be inserted thereto, and inserted to the protrusions. The vibration absorbing rubber covers the periphery of the inside toothed gear. A fixing groove(9) is formed on an inner circumferential surface of a front side of the inside toothed gear and has a cover installed thereon. A snap ring(11) is installed to the fixing groove so that the cover is fixed to press a packing.
