CONSTITUTION: A boiling and cooling device having energy saving effect includes an afferent pipe and an efferent pipe. Flow of the afferent pipe and flow of the efferent pipe are located in an opposite direction from each other in case that water is cooled after boiled. A continuous thermal exchange occurs between the afferent pipe and the efferent pipe.
