Abstract
본 발명에 따르면, 행정구역을 가로지르는 도로, 철도, 하천 등의 선형형태 사업의 경우 좌표변환계수 산출시 공통점(Common point)을 설치하지 않고 좌표변환계수를 산출할 수 있다. 이로 인해 비용과 시간을 줄일 수 있고 결과적으로 사업공기도 단축할 수 있다. 또한, 도로, 철도, 하천 등 선형형태의 특성을 반영한 개선된 연속지적도를 제작하여 사용한다면 사업시행인가(고시), 지형도면고시 이후 지적측량수행자에 의한 지적분할 단계에서, 앞선 사업시행인가(고시), 지형도면고시에 사용된 용지경계와 불일치로 인한 재 측량, 사업고시 취소, 무효 에 따른 재승인 절차에 소요되는 기간을 감소시킬 수 있고 무엇보다도 국민들에게 민감한 토지보상절차에 대한 사업시행자의 신뢰도를 향상시켜 결과적으로 대국민 서비스 부문에서 공공부문 정부시책의 신뢰를 견인할 수 있다.

도 2는 본 발명의 일 실시 예에 따른 좌표변환계수를 이용한 연속지적도 개선방법의 순서도.
도 3은 본 발명에 따라 개선된 연속지적도가 적용된 지형도면고시와 토지보상절차의 순서도.
Claims (4)
- 선형형태의 좌표변환계수 산출방법에 있어서,
동일 지점에 대해 동시 또는 연속으로 용지 및 지적측량을 실시하여 선형형태의 용지경계좌표와 지적경계좌표를 추출하는 단계;
상기 용지측량 결과 추출된 선형형태의 용지경계좌표를 2차원 부등각사상변환을 통해 지적경계좌표로 전환하기 위한 복수 개의 매개변수로 구성되는 제1 변환계수를 최소제곱법 계산을 통해 산출하거나, 상기 지적측량 결과 추출된 선형형태의 지적경계좌표를 2차원 부등각사상변환을 통해 용지경계좌표로 전환하기 위한 복수 개의 매개변수로 구성되는 제2 변환계수를 최소제곱법 계산을 통해 산출하는 단계-상기 2차원 부등각사상변환은 식 x = a0 + a1X + a2Y, y = b0 + b1X + b2Y 를 이용하며, a0, a1, a2, b0, b1, b2 는 매개변수, X, Y는 부등각사상변환 전 용지측량결과 추출된 용지경계좌표이거나, 지적측량결과 추출된 지적경계좌표이고, x, y는 부등각사상변환 후 용지경계좌표이거나, 지적경계좌표인 것임-; 및
상기 제1 변환계수가 적용된 선형형태의 좌표변환계수를 산출하거나, 제2 변환계수가 적용된 선형형태의 좌표변환계수를 산출하는 단계를 포함하는 것을 특징으로 하는 선형형태의 좌표변환계수 산출 방법.
- 제1항에 있어서,
상기 동일 지점에 대해 동시 또는 연속으로 용지 및 지적측량을 실시하여 선형형태의 용지경계좌표와 지적경계좌표를 추출하는 단계는,
GPS/TS (토탈스테이션)를 이용하여 용지측량과 지적측량을 실시하여 얻어진 경위도와 좌표를 이용하여 수행되는 것을 특징으로 하는 선형형태의 좌표변환계수 산출 방법.
- 삭제
- 제1항 또는 제2항의 좌표변환계수 산출방법을 구현하기 위한 프로그램을 기록한 기록매체.
