前記リーダ・ライタ610は、前記カードタグ440と同帯域で無線通信可能なアンテナ612と、前記個人情報444の読取・書込や、位置情報の取得等を行うコントローラ614により構成されている。前記コントローラ614は、前記アンテナ612により、カードタグ440の存在を検知すると、そのICチップ442に記録された個人情報444や位置情報を読み取り、必要に応じて、医療機関622や、家族624,救助者626などの所定の通報先620に使用者の所在を知らせる。例えば、医療機関622に予めカードタグ440から読み取った情報を通知しておけば、迅速かつ的確な処理を施すことが可能となる。例えば、既往症や投薬禁忌の情報を本人が喋れない状況でも医療機関622等に示すことができる。また、家族624や救助者626に個人情報や位置情報を通知することにより、速やかに救助に駆け付け、適切な応急処置を施す等の対応が可能となる。なお、前記カードタグ440は、搬送先の医療機関622で改めて提示するようにしてもよい。例えば、使用者が倒壊した家屋やがれき等に挟まれており、捜索者の視界に入らない場合であっても、リーダ・ライタ610によりカードタグ440を検知することにより、使用者の存在を知ることができ、探索に好適である。また、リーダ・ライタ610と通信可能なサーバを利用することにより、取得した個人情報444をもとにして、被災者の安否情報の検索に活用するようにしてもよい。これにより、行方不明者を減らし、例え最悪の状況になっても、身元の判明が容易となる。
