This counted value is supplied to a comparing and decision means 16, and held contents of the means 17 are updated by one if it does not reach the prescribed value. If it reaches the prescribed value, contents of the means 17 are cleared through a held value clearing means 19 by the decision output from the means 16 and an alarm signal is outputted from the means 19 to give an alarm from an alarm means 25 of the device 9.
