The idle running condition of the internal-combustion engine, the air-fuel ratio feedback frequency in the idle running condition and atmospheric pressure are detected by means C, D and E respectively. In addition, the detected frequency and a preset value are compared by a means F, and when the detected value is larger than the preset value, an abnormality signal is output.
