At this time, since an opening and closing machine 16 is brought to an open state, the air in the air feed passage 12 and the air in the air tank 14 pass through a piercing passage 16c to inject a large amount of air from an air and water feed port 10 in a high pressure state and the washing water adhered to and remaining on the observation window 5 can be perfectly blown off.
