A hydrogen selectively transmissible film 17 is attached under tension to the interior of the case 12. Then, the element 11 generates heat at the time of an external malfunction to generate gas, thereby raising the pressure in the capacitor. Cracks 18 occurs at the thin section of the bottom of the case 12, and the electrolyte is prevented from flowing out by the film 17. Thus, the life of the capacitor is lengthened.
