A residual length detector 6 calculates a residual length lR by the equation based on calculated outputs of a wound weight computing element 9 by use of a sheet width value set in a sheet width setter 10, a weight value stored in a rewinding side coil weight memory 11, and a sheet thickness value set in a sheet thickness setter 13, and a previously set specific gravity value and outputs a deceleration command S if the residual length lR agrees with a previously set target value.
