CONSTITUTION:A protruded part 32 is formed in a level higher than that of the upper surface of oil liquid in a reservoir 16 of an outer cylinder 12. Thus, filling of the interior of a hydraulic buffer with oil, seam welding of an upper cap, and sealing with gas are effected in an erected state, and a work ranging from assembly to seal with gas is extremely simplified. Further, since there is no need to turn over the hydraulic buffer and bubbles are prevented from production in the buffer, a time required fro defoaming is saved, working efficiency is sharply improved, and a damping force performance test can be accurately effected.
