CONSTITUTION:Each block is compared with a past frame from a frame mem ory 113 every block and the difference between the frames is outputted as a significant block. This significant block is respectively inputted to a subtracter 105 and a movement detector 103. That means, by using the movable vector which is previously obtained as the initial vector and the previously fixed mov able vector which can flexibly change according to the movement, these movable vector are flexibly selected. Even when only the vector from a present frame obtained as the initial vector in the process of the coding is used, a movement quantity detection system of which movement compensation forecasting error is small can be applied to the coding of a moving image with the few hardware quantity by also using the previously fixed vector.
