Also a speed change condition is detected by a means C, while the shift of a select lever is locked by a means D. Furthermore the operation of a means D is controlled according to each of the detection results from the respective means A-C. In this case, when the engine speed shows a given value or more in neutral or parking conditions during the time of stop, the means D is operated by controlling the means E. Hence, if an engine is overraced during the time of stop, for example, the shift of the select lever is locked so as to make a change over to a running range impossible and thereby prevent the quick start of a vehicle.
